Qiandongnan Prefecture Water Affairs Bureau Functional Information

(1) Responsible for ensuring the rational development and utilisation of water resources. Drafting overall water resources development plans and policies, implementing water resources laws and regulations, organising the compilation of the state-wide water resources plan, and developing key water resources plans such as comprehensive plans and flood control plans for rivers within the state that span counties (cities) and are under provincial jurisdiction.


(2) Responsible for the coordination and guarantee of water supply for domestic, industrial, and ecological purposes. Implement the strictest water resources management system, exercise unified supervision and management of water resources, formulate medium- and long-term water supply and demand plans and water allocation schemes for the entire prefecture and cross-county (city) regions, and supervise their implementation. Responsible for water resources scheduling for rivers and water diversion projects across counties (cities) within the prefecture. Implement the water withdrawal permit system, water resources assessment system, and flood control assessment system, and guide the implementation of water resources paid-use mechanisms.


(3) Formulate relevant systems for water conservancy engineering construction in accordance with regulations and organise their implementation. Propose suggestions on the scale, direction, and specific arrangements for water conservancy fixed-asset investment, and organise and guide their implementation. Assist in the approval and approval of water conservancy fixed-asset investment projects within the scope of the prefecture's plan and annual plan, in accordance with the authority granted by the prefectural government. Propose suggestions on the arrangement of water conservancy investment across the prefecture and oversee the supervision and management of project implementation.


(4) Guide water resources protection work. Organise the compilation and implementation of water resources protection plans. Assist in the protection of centralized drinking water sources. Guide the development and utilization of groundwater and the management and protection of groundwater resources. Organize and guide the comprehensive management of groundwater over-exploitation areas. Publish the state-wide water resources bulletin.


(5) Be responsible for water conservation work. Formulate water conservation policies, organize the compilation of water conservation plans and supervise their implementation, and organize the formulation of local standards. Implement water use total control management systems, and guide and promote the construction of a water-saving society.


(6) Assume administrative management functions for the management, maintenance, and renovation of urban and rural water supply, drainage, sewage treatment, and reclaimed water utilisation, as well as industry management and guidance functions for relevant water-related enterprises; be responsible for the project initiation and preliminary review of feasibility studies for urban and rural water supply and drainage infrastructure construction projects; guide the construction of urban water supply and water conservation projects; guide the construction of urban sewage treatment, reclaimed water, and supporting facilities.


(7) Guide the management, protection, and comprehensive utilisation of water conservancy facilities, water bodies, and their shorelines; organise and guide the construction of water conservancy infrastructure networks. Guide the governance, development, and protection of rivers, lakes, and reservoirs. Guide river and lake water ecological protection and restoration, river and lake ecological flow and water volume management, and river and lake water system connectivity work.


(8) Guide and supervise the construction and operation management of water conservancy projects. Organise and carry out quality supervision work in the water conservancy industry. Organise and implement the construction and operation management of important water conservancy projects across counties and cities within the prefecture. Organise the formulation and coordination of policies and measures related to the operation and subsequent construction of small-scale water conservancy projects, guide and supervise the safe operation of water conservancy projects, organise the acceptance of water conservancy projects, and supervise and guide the construction of local supporting water conservancy projects.


(9) Be responsible for soil and water conservation work. Draft soil and water conservation plans and supervise their implementation. Organise and implement comprehensive prevention and control of soil erosion, monitoring and forecasting, and regular announcements. Be responsible for the supervision and management of soil and water conservation in production and construction projects within the scope of authority. Guide the implementation of key soil and water conservation construction projects.


(10) Guide rural water conservancy work. Organise and implement the construction and renovation of large and medium-sized irrigation and drainage projects. Guide the construction and management of rural drinking water safety projects and be responsible for the protection of drinking water sources for rural areas with a population of less than 1,000. Provide guidance on water-saving irrigation-related work. Guide rural water conservancy reform and innovation and the construction of a socialised service system. Guide the development of rural water energy resources and the renovation of small hydropower stations.


(11) Be responsible for investigating and handling major water-related violations, coordinating water-related disputes across counties and cities within the prefecture, and guiding water administration supervision and law enforcement. Organise and guide the safety supervision of reservoirs, hydropower station dams, and rural hydropower stations under the management authority of the water conservancy industry. Guide the supervision and management of the water conservancy construction market and implement the supervision of water conservancy engineering construction.


(12) Conduct water affairs science and technology and international cooperation work. Supervise the implementation of local technical standards, procedures, and specifications related to the water conservancy industry at the national and provincial levels. Organise important or practical water conservancy scientific research, technology introduction, and technology promotion. Be responsible for science and technology investment, innovation, big data development and application, and government data resource management. Undertake international cooperation and exchange work.


(13) Implement the requirements of the comprehensive disaster prevention and mitigation plan, organise the compilation of flood and drought disaster prevention plans and protection standards, and guide their implementation. Undertake water condition and drought condition monitoring and early warning work. Organise the compilation of flood defence and drought mitigation dispatch plans and emergency water allocation plans for important rivers, lakes, and water engineering projects within the prefecture, submit them for approval in accordance with procedures, and organise their implementation. Provide technical support for flood defence emergency response and rescue operations. Responsible for the scheduling of important water projects during typhoon defence periods.


(14) Coordinate the establishment of a river chief system, clarify the responsibilities of river chiefs, and establish relevant systems for the river chief system; responsible for the daily operations of the State River Chief System Office and coordinate the implementation of all tasks related to the river chief system.


(15) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for work safety and fire safety within this department and industry sector; promote the standardised management, sharing, and openness of departmental government data resources in accordance with the law.


(16) Strengthen ties with other water-related units such as hydrological agencies.


(17) Complete other tasks assigned by the State Party Committee, State Government, Provincial Water Resources Bureau, and Provincial Housing and Urban-Rural Development Bureau.


(On 27 October 2020, in accordance with Document No. 113 of the Qiandongnan Compilation Office [2020], the primary responsibilities were expanded to include ‘assisting in the rectification of black and odorous water bodies and related work.’)
