Qiandongnan Prefecture Agricultural and Rural Affairs Bureau

Main responsibilities of the Agricultural and Rural Affairs Bureau of Qiandongnan Prefecture:

(1) Coordinate research and implementation of development strategies, medium- and long-term plans, and policy measures related to agriculture, rural areas, and farmers. Coordinate implementation of the rural revitalisation strategy. Draft normative documents related to agriculture and rural affairs, coordinate, guide, and supervise comprehensive agricultural law enforcement. Participate in the formulation of policies and measures related to agriculture, including fiscal and tax, pricing, storage and procurement, financial insurance, and import and export.

(2) Coordinate the promotion of rural social development, public services, culture, infrastructure, and governance. Lead efforts to improve the rural living environment. Guide the development of rural spiritual civilization and excellent agricultural culture.

(3) Formulate policies and measures to deepen rural economic system reform and consolidate and improve the basic rural operating system. Be responsible for work related to the reform and management of farmers' contracted land and rural homestead land. Be responsible for rural collective property rights system reform, and guide the development of rural collective economic organisations and the management of collective assets. Guide the construction and development of farmers' cooperative economic organisations, agricultural socialised service systems, and new types of agricultural operating entities.

(4) Guide the development of rural characteristic industries, agricultural product processing industries, and leisure agriculture. Propose suggestions to promote the circulation of major agricultural products throughout the prefecture, and cultivate and protect agricultural brands. Release agricultural and rural economic information, and monitor and analyse the operation of the agricultural and rural economy. Undertake agricultural statistics and agricultural and rural informatisation-related work.

(5) Be responsible for the supervision and management of all agricultural industries, including crop cultivation, animal husbandry, fisheries, agricultural reclamation, and agricultural mechanisation. Guide the production of grain and other agricultural products. Adjust and optimise the agricultural industrial structure. Organise the construction of a modern agricultural industrial system, production system, and management system, and guide standardised agricultural production. Be responsible for fisheries and port supervision and management.

(6) Be responsible for the supervision and management of agricultural product quality and safety, and organise and carry out agricultural product quality and safety monitoring, traceability, and risk assessment. Implement national standards for agricultural product quality and safety. Guide the construction of an agricultural inspection and testing system.

(7) Organise agricultural resource zoning work. Guide the protection and management of agricultural land, fishery waters, and agricultural biological species resources throughout the prefecture. Be responsible for the protection of aquatic wild animals and plants, as well as the quality protection of farmland and permanently protected farmland. Guide the management of agricultural product production environments and clean agricultural production. Guide the development of facility agriculture, ecological循环 agriculture, water-saving agriculture, as well as the comprehensive development and utilization of rural renewable energy and the agricultural biomass industry. Lead the management of invasive species. Organise and implement the construction of modern agricultural parks.

(8) Be responsible for the supervision and management of agricultural production materials and inputs. Organise the construction of an agricultural production materials market system and enforce national and local standards for agricultural production materials. Organise veterinary medical administration, veterinary drug administration, and drug inspection work, and be responsible for the management of licensed veterinarians and the livestock slaughter industry.

(9) Be responsible for agricultural disaster prevention and mitigation, and the control of major crop pests and diseases. Guide the construction of the animal and plant epidemic prevention and quarantine system, organise and supervise animal and plant epidemic prevention and quarantine work within the prefecture, and organise the eradication and disposal of epidemics.

(10) Responsible for agricultural investment management. Propose suggestions for reforming the agricultural investment and financing system. Compile the construction plan for agricultural investment projects arranged by the prefecture, propose suggestions on the scale and direction of agricultural investment and fiscal projects supporting agricultural and rural development, approve agricultural investment projects within the prescribed authority, and be responsible for the arrangement and supervision of funds for agricultural investment projects throughout the prefecture.

(11) Promote agricultural science and technology system reform and the construction of an agricultural science and technology innovation system. Guide the construction of agricultural industrial technology systems and agricultural technology promotion systems, and organise and carry out research on high-tech and applied technologies in the agricultural field, as well as the conversion of scientific and technological achievements and technology promotion. Be responsible for the supervision and management of agricultural genetically modified organisms and the protection of new agricultural plant varieties.

(12) Guide agricultural and rural talent work. Draft and implement the state's rural talent team development plan, guide agricultural education and agricultural vocational skills development, and guide the cultivation of new professional farmers, agricultural science and technology talent, and rural practical talent training.

(13) Lead agricultural exchange and cooperation efforts. Handle agricultural foreign affairs, organise agricultural trade promotion and related foreign exchange and cooperation, and specifically implement relevant agricultural foreign aid projects.

(14) In conjunction with departmental responsibilities, carry out related work on military-civilian integration, poverty alleviation, and development; Increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; oversee safety production and fire safety within the department and its industry sector; comply with regulations regarding the development and application of big data and the management of government data resources, and promote the standardised management, sharing, and openness of departmental government data resources in accordance with the law.

(15) Complete other tasks assigned by the State Party Committee, the State Government, the Provincial Rural Work Leading Group Office, and the Provincial Department of Agriculture and Rural Affairs.
