Qiandongnan Prefecture Commerce Bureau Functional Information

Main responsibilities of the Commerce Bureau of Qiandongnan Prefecture:

(1) Implement national policies, regulations, and laws and regulations on domestic and foreign trade, international economic cooperation, and foreign investment; formulate relevant measures and management regulations and supervise their implementation; study trends in regional economic cooperation, modern circulation methods, and circulation system reform, and make recommendations.


(2) Promote the adjustment of the circulation industry structure across the prefecture, guide reforms in circulation enterprises, the development of commerce and trade services, and community commerce; propose policy recommendations to promote the development of small and medium-sized commerce and trade enterprises; promote the development of modern circulation methods such as circulation standardization, chain operations, commercial franchising, logistics distribution, and e-commerce; implement national laws, regulations, and policies related to the use of e-commerce to expand domestic and international markets; promote the healthy development of e-commerce; and be responsible for comprehensive business law enforcement; In accordance with national laws and regulations or the approval authority delegated by higher-level departments, be responsible for administrative approvals for matters such as finished oil products, auctions, scrap vehicle recycling and dismantling, and automobile gas filling station operations; be responsible for the filing of business entities such as used vehicle trading markets, used vehicle dealerships, and foreign trade operators, and supervise and manage relevant industries in accordance with relevant regulations.


(3) Drafting the state's domestic trade development plan to promote the development of urban and rural markets; proposing suggestions for guiding domestic and foreign capital investment in market system construction; drafting the state's bulk commodity wholesale market plan and urban commercial network plan, and guiding commercial system construction work; promoting rural market system construction and implementing the rural modern circulation project; responsible for drafting and implementing the state's material industry development plan; proposing policy measures to standardize the material market system; and assuming the state's production materials market management functions.


(4) Lead and coordinate efforts to rectify and standardize the market economic order across the prefecture; formulate policies and measures to standardize market operations and circulation order; promote credit construction in the commerce sector, guide commercial credit sales, and establish a public service platform for market integrity; Organize and implement the regulation of the market for important consumer goods and the management of the circulation of important production materials throughout the prefecture; formulate the development plan and policies for the circulation of pharmaceuticals throughout the prefecture; be responsible for establishing and improving the emergency management mechanism for the supply of essential consumer goods, monitoring and analyzing market operations and the supply and demand of commodities, investigating and analyzing commodity price information, and conducting forecasts, warnings, and information guidance; be responsible for the management of reserves and market regulation of important consumer goods according to division of labor; be responsible for the qualification certification for the purchase of fresh cocoons and the coordination of silk production.


(5) Implement national import and export commodity management measures, processing trade management measures, and import and export management commodity and technology directories; formulate policies and measures to promote the transformation of foreign trade development models across the prefecture; implement import and export volume plans for key industrial products, raw materials, and important agricultural products across the prefecture; coordinate bulk import and export commodities with relevant departments; guide trade promotion activities and the construction of foreign trade promotion systems; and provide guidance and management for import and export enterprises.


(6) Responsible for implementing trade policies on foreign technical trade, import and export controls, and encouraging the import and export of technology and complete sets of equipment; promoting the standardization of import and export trade; and legally supervising technology introduction, equipment import, and the export of technologies restricted by the state.


(7) Take the lead in formulating and implementing the state's service trade development plan; collaborate with relevant departments to formulate and implement policies and plans to promote the development of service exports and service outsourcing, and promote the construction of service outsourcing platforms.


(8) Guide and coordinate foreign investment work throughout the prefecture; research and formulate policies and measures for attracting and utilizing foreign investment; in accordance with authorization, handle the filing of the establishment and changes of foreign-invested enterprises; supervise and inspect the implementation of relevant laws, regulations, rules, contracts, and articles of association by foreign-invested enterprises in accordance with the law, and coordinate the resolution of related issues.


(9) Be responsible for foreign economic cooperation work throughout the prefecture and implement foreign economic cooperation policies; Manage and supervise foreign contracting projects and foreign labor cooperation in accordance with the law; take the lead in protecting the rights and interests of overseas labor dispatch and overseas employment personnel; implement management measures and specific policies for overseas investment, and be responsible for the reporting work of domestic enterprises investing overseas to establish enterprises (excluding financial enterprises).


(10) Implement the policies and guidelines of the state and provincial governments regarding port work; manage and coordinate port work throughout the prefecture; and plan the informatization of port management.


(11) Implement the national development strategies and policies on the construction of development zones, formulate development measures for development zones, and put forward relevant suggestions; guide development zones in compiling medium- and long-term development plans and organize their implementation; guide the work of development zones throughout the prefecture, organize and coordinate administrative management and services, land use, development of an outward-oriented economy, absorption and utilization of foreign capital, and industrial transfer in development zones; coordinate and handle major matters related to development zones throughout the prefecture.


(12) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; be responsible for safety production and fire safety within the department and industry sector; and carry out work related to big data development and application, as well as the management of government data resources, in accordance with regulations, to promote the standardized management, sharing, and openness of government data resources within the department in accordance with the law.


(13) Undertake other tasks assigned by the State Party Committee, State Government, and Provincial Department of Commerce.
