The Culture, Sports, Radio, Television, and Tourism Bureau of Qiandongnan Prefecture implements the policies and decisions of the Central Committee of the Communist Party of China, the Provincial Committee, and the Prefectural Committee regarding cultural, sports, radio, television, and tourism work. In carrying out its duties, it upholds and strengthens the centralized and unified leadership of the Party over cultural, sports, radio, television, and tourism work.
Its primary responsibilities are:
(1) To implement the policies, regulations, and laws of the Party and the state regarding cultural, sports, radio, television, and tourism work, formulate management measures for the prefecture, and organize their implementation and supervision.
(2) Research and draft policies and measures for culture, sports, broadcasting, and tourism, and draft local regulations and rules related to the protection of historical and cultural heritage.
(3) Coordinate the planning of the development of the cultural, sports, broadcasting, and tourism sectors and industries, draft development plans, and organize their implementation, while promoting reforms in the institutional mechanisms of culture, sports, broadcasting, and tourism.
(4) Manage major cultural, sports, broadcasting, and tourism activities; guide the construction of key cultural, sports, broadcasting, and tourism facilities; organize comprehensive promotional campaigns for cultural tourism; implement international and domestic market promotion for cultural, sports, broadcasting, and tourism exchanges and cooperation; formulate and implement market development strategies for cultural, sports, broadcasting, and tourism sectors; and promote the integrated development of cultural, sports, broadcasting, and tourism industries and sectors.
(5) Guide and manage the arts sector, guide artistic creation and production, support artistic works that embody the core socialist values and have guiding, representative, and exemplary significance, and promote the development of all categories and forms of art.
(6) Be responsible for related work regarding the online dissemination of artistic products, manage internet service venues, and supervise online gaming services.
(7) Responsible for the development of public culture, sports, radio, television, and tourism industries, promoting the construction of public culture, sports, radio, television, and tourism service systems, deeply implementing cultural, sports, radio, television, and tourism projects for the benefit of the people, and coordinating the standardization and equalization of basic public cultural services.
(8) Coordinating the innovative development of culture, sports, radio, television, and tourism, and promoting the informatization and standardization of the cultural, sports, radio, television, and tourism industries.
(9) Coordinate the planning of mass sports, competitive sports, youth sports, and sports industry development across the prefecture; implement the National Fitness Program, supervise the implementation of national physical exercise standards, and promote the construction of systems for national physical fitness monitoring and social sports guidance teams; guide and coordinate sports training, sports competitions, and the establishment of competitive sports projects; organize major sports competitions; guide the development of outstanding athlete teams and coordinate athlete social security work; standardize sports service management and promote sports standardization; Guide and promote youth sports work; guide and manage sports foreign affairs and sports exchange-related work throughout the prefecture; be responsible for organizing, coordinating, and supervising anti-doping work in sports; conduct sports science and technology research, technical breakthroughs, and the promotion of achievements throughout the prefecture.
(10) Implement the Party's propaganda policies and guidelines, formulate policies and measures for the management of broadcasting, television, and online audio-visual program services, strengthen the management of broadcasting and television platforms, and ensure correct public opinion and creative direction. Supervise and regulate broadcasting, television, and online audio-visual program service institutions and businesses, implement entry and exit management, and guide and supervise private institutions engaged in broadcasting and television production. Supervise and manage the content and quality of broadcasting, television, and online audio-visual programs; supervise the broadcasting, television, and online audio-visual programs and public audio-visual carriers in the region; guide the scientific and technological work of broadcasting, television, and online audio-visual program services, and supervise the transmission, regulation, and safe broadcast of broadcasting and television programs; Provide guidance, coordination, and management on major matters related to the promotion, development, and transmission coverage of broadcasting and television. Guide and supervise the construction of broadcasting and television infrastructure, and assist in the construction and development of broadcasting and television in remote, ethnic minority, and impoverished areas. Implement administrative permits established in accordance with the law, and assist in investigating and handling violations of broadcasting and television laws and regulations; be responsible for promoting the integrated development of broadcasting and television with new media, new technologies, and new business models, and advancing the integration of broadcasting networks, telecommunications networks, and the internet.
(11) Formulate and implement development plans for the animation and gaming industries, and guide and coordinate the development of these industries.
(12) Be responsible for the protection of intangible cultural heritage, and promote the inheritance, popularization, promotion, utilization, and revitalization of intangible cultural heritage.
(13) Organize and implement the census, exploration, protection, and utilization of cultural, sports, broadcasting, and tourism resources, and promote the development of the cultural, sports, broadcasting, and tourism industries.
(14) Coordinate and promote the development of cultural tourism, sports tourism, ecological tourism, red tourism, rural tourism, and “tourism+,” advance cultural, sports, broadcasting, and tourism poverty alleviation efforts, and promote the implementation of the rural revitalization strategy.
(15) Cultivate the cultural, sports, broadcasting, and tourism markets, conduct industry supervision over the operations of these markets, advance the construction of a credit system for the cultural, sports, broadcasting, and tourism industries, and regulate these markets in accordance with the law.
(16) Guide comprehensive law enforcement in the cultural, sports, broadcasting, and tourism markets across the prefecture, organize investigations and handling of illegal activities in the cultural, sports, cultural relics, broadcasting, and tourism markets across the prefecture or across regions, supervise and handle major cases, and maintain market order.
(17) Draft development plans for the cultural relics and museum sectors, and promote the construction of public service systems for cultural relics and museums. Promote the informatization and standardization of cultural relics and museums, and the conversion of scientific and technological achievements in cultural relics protection and utilization.
(18) In conjunction with departmental responsibilities, carry out work related to military-civilian integration, poverty alleviation, and rural revitalization; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; oversee safety production and fire safety within the department and industry sector; and, in accordance with regulations, manage the development and application of big data and the management of government data resources, promoting the standardized management, sharing, and openness of departmental government data resources in accordance with the law.
(19) Guide the development of talent teams in the culture, sports, broadcasting, and tourism industries.
(20) Complete other tasks assigned by the State Party Committee, the State Government, the Provincial Department of Culture and Tourism, the Provincial Sports Bureau, and the Provincial Broadcasting and Television Bureau.
(21) Adjustment of responsibilities.
1. Transfer the responsibilities for news publishing, film management, and anti-pornography and anti-piracy from the former State Bureau of Culture, Broadcasting, and News Publishing (State Copyright Bureau) to the State Propaganda Department.
2. Transfer the functions and responsibilities of the former State Broadcasting and Television Station to the State Integrated Media Center, and no longer retain the State Broadcasting and Television Station.
3. Integrate the cultural and broadcasting management responsibilities of the former State Bureau of Culture, Radio, Television, and Press (State Copyright Bureau), the responsibilities of the State Tourism Development Committee, and the responsibilities of the State Sports Bureau to establish the State Bureau of Culture, Sports, Radio, Television, and Tourism as a department under the State Government.
4. Transfer the administrative responsibilities of the affiliated public institutions—the State Cultural Comprehensive Law Enforcement Brigade, the State Tourism Administrative Law Enforcement Brigade, the State Bureau of Cultural Relics, and the State Liping Dong Ethnic Township Tourism Development Bureau—to the State Bureau of Culture, Sports, Radio, Television, and Tourism.
