(1) Implement laws and regulations related to health and wellness; formulate policies, plans, standards, and technical specifications, and organize their implementation. Based on national and provincial health and wellness resource allocation plans, formulate and implement health and wellness plans for our prefecture. Formulate and implement policies and measures to promote the equalization, universalization, and convenience of basic public health and wellness services, as well as the extension of public resources to grassroots levels.
(2) Coordinate and promote the deepening of medical and health system reforms, and implement major policies, measures, and initiatives related to the deepening of medical and health system reforms. Organize and implement comprehensive reforms of public hospitals, promote the separation of management and operations, improve modern hospital management systems, formulate and implement policies and measures to promote the diversification of public health service providers and service delivery methods, and propose suggestions on medical service and drug pricing policies.
(3) Formulate and implement disease prevention and control plans, immunization plans, and intervention measures for public health issues that seriously endanger people's health. Enforce the list of quarantinable infectious diseases and monitored infectious diseases. Be responsible for health emergency response work, organize and implement the prevention and control of public health emergencies, and provide medical and health rescue services for various types of public emergencies.
(4) Coordinate the implementation of policies and measures to address population aging, and be responsible for promoting the construction of an elderly health service system and the integration of medical care and elderly care.
(5) Implement national drug policies and the national essential drugs system, conduct drug use monitoring, clinical comprehensive evaluation, and shortage drug warnings, propose suggestions on essential drug pricing policies, and implement the national pharmacopoeia. Organize and carry out food safety risk monitoring and assessment.
(6) Be responsible for the supervision and management of public health within its scope of responsibility, including occupational health, radiation health, environmental health, school health, public place health, and drinking water health, be responsible for the supervision of infectious disease prevention and control, and improve the comprehensive health and wellness supervision system.
(7) Supervise the implementation of management measures for medical institutions and the medical services industry, establish a medical services evaluation and supervision management system, and organize and implement medical services norms, standards, and professional practice rules and service norms for health and wellness professionals.
(8) Responsible for family planning management and services, conducting population monitoring and early warning, proposing measures and recommendations related to population and family development, and improving the family planning management and service mechanism and comprehensive governance of the sex ratio at birth.
(9) Guide county (city) health and wellness work, guide the construction of grassroots medical and health, maternal and child health service systems, and general practitioner teams. Promote the innovative development of health and wellness science and technology.
(10) Responsible for the planning and supervision of private medical institutions.
(11) Responsible for medical care for state-level health care recipients and medical and health care services for important meetings and major events.
(12) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; responsible for work safety and fire safety within this department and industry sector; in accordance with regulations, carry out relevant work related to the development and application of big data and the management of government data resources, and promote the standardized management, sharing, and openness of departmental government data resources in accordance with the law.
(13) Propose opinions and suggestions on strengthening party building work in hospitals across the state and evaluate the quality of party building work in hospitals.
(14) Administer the Qiandongnan State Association for the Aged and guide the business work of the Qiandongnan State Family Planning Association.
(15) Complete other tasks assigned by the State Party Committee, the State Government, and the Guizhou Provincial Health Commission.
(16) Adjustment of responsibilities.
1. The responsibilities of the former State Health and Family Planning Commission, the former State Elderly Affairs Committee Office, and the occupational health and safety supervision and management responsibilities of the former State Work Safety Supervision Bureau have been transferred to the State Health and Wellness Bureau. The State Elderly Affairs Committee Office, previously established as a public institution, has been abolished.
2. The functions of the State Patriotic Health Campaign Committee Office and the State Deepening Medical and Health System Reform Leading Group Office have been transferred to the State Health and Wellness Bureau. The State Patriotic Health Campaign Committee Office and the State Deepening Medical and Health System Reform Leading Group Office, which were previously established as public institutions, will no longer be retained.
3. The responsibilities related to the “New Rural Cooperative Medical Care System” will be transferred to the State Medical Security Bureau.
4. The administrative responsibilities previously undertaken by other public institutions under the State Health and Wellness Bureau will be收回 to the bureau's headquarters. Matters related to name changes and other institutional restructuring will be addressed separately.
(17) Functional transformation. Firmly establish the concepts of “big health” and “big wellness,” promote the implementation of the Healthy Qiandongnan Strategy, take reform and innovation as the driving force, focus on promoting health, transforming models, strengthening the grassroots level, and emphasizing guarantees, shift the focus from disease treatment to people's health, and provide comprehensive and lifecycle health services to the people. Emphasize prevention and health promotion, strengthen the prevention and control of major diseases, actively respond to population aging, and improve the health service system. Emphasize shifting the focus of work and resources to the grassroots level, extending public health resources to the grassroots level, covering rural areas, and prioritizing remote regions and economically disadvantaged populations. Emphasize improving service quality and standards, promoting the equalization, universality, and convenience of basic public health services. Coordinate the deepening of medical and health system reforms, intensify comprehensive reforms of public hospitals, promote the separation of management and operations, and advance the diversification of service providers and delivery methods for public health services.
