First, it is responsible for the supervision and management of forestry and ecological construction throughout the prefecture. It implements the national and provincial policies, laws, regulations, and strategic development plans for forestry work. It drafts local policies for forestry development and supervises their implementation. It organizes surveys, dynamic monitoring, and assessments of forest resources, terrestrial wildlife resources, wetlands, and desertification. It undertakes related work related to forestry ecological civilization construction.
Second, it organizes, coordinates, guides, and supervises afforestation and greening efforts throughout the prefecture. Develop guiding plans for afforestation and greening across the prefecture, draft relevant local standards and procedures, and oversee their implementation. Guide and supervise the cultivation of various types of public welfare forests and commercial forests, as well as key forestry projects such as the Natural Forest Conservation Program and the Grain-for-Green Program. Guide tree planting, closed-mountain afforestation, and the use of biological measures such as tree planting and grass sowing to prevent soil erosion. Be responsible for the compilation and implementation of urban greening plans across the prefecture. Guide, supervise, and participate in the acceptance of greening projects for key engineering projects. Guide, supervise, and participate in mass tree-planting campaigns and afforestation and greening work. Undertake the specific work of the State Greening Committee.
Third, assume responsibility for the supervision and management of forest resource protection and development. Organize the compilation and supervision of the implementation of the state's forest harvesting quotas, and supervise and inspect the harvesting, transportation, and processing of timber based on permits. Organize and guide the management of forest land and forest rights, including registration, issuance of certificates, and assessment of forest resource assets. Legally review and approve procedures for the expropriation, occupation, and temporary occupation of forest land. Undertake and guide the construction and management of state-owned forest farms (nurseries), forest parks, and grassroots forestry stations throughout the state. Organize and guide the protection and rational development and utilization of terrestrial wildlife and plant resources. Compile and supervise the implementation of annual utilization quotas for terrestrial wildlife resources. Guide the construction and management of nature reserves for forest and terrestrial wildlife types, as well as wetland types. Draft a list of key protected terrestrial wildlife and plants in the prefecture. Supervise and manage the protection of ancient trees and famous trees. Be responsible for reviewing, approving, and reporting on the import and export of rare and endangered wildlife and plants.
Fourth, assume responsibility for promoting forestry reform and safeguarding the legitimate rights and interests of farmers engaged in forestry operations. Draft major forestry reform policies such as the collective forest rights system and state-owned forest farms, and guide and supervise their implementation. Draft policies and measures for rural forestry development and the protection of farmers' legitimate rights and interests in forestry operations. Guide and supervise the contracting and operation of rural forest land and the transfer of forest resources. Guide and coordinate the resolution of forest rights disputes and the arbitration of forest land contracting contract disputes.
Fifth, be responsible for the compilation and implementation of the state-wide forestry industry development plan. Guide the adjustment of the forestry industry structure. Supervise and inspect the development and utilization of forest, wetland, and terrestrial wildlife resources by various industries. Draft policies for the optimal allocation of forestry resources, and guide forest product quality supervision. Guide comprehensive development in mountainous areas.
Sixth, participate in the formulation of fiscal, financial, and pricing policies for forestry and ecological construction, and organize and guide the establishment and implementation of ecological compensation systems for forestry and ecological construction. Compile and implement the departmental budget, guide and manage basic forestry construction projects across the prefecture, organize applications for key forestry construction projects, and supervise and manage state-owned forestry assets at the prefectural level. Compile annual production plans for forestry and ecological construction.
Seven is to formulate the state's forestry science and technology development plan, organize major forestry research, technological breakthroughs, and the appraisal and promotion of research achievements. Guide forestry international cooperation work. Be responsible for professional talent training and forestry team building. Guide the construction of the state's rural forestry socialized service system and forestry professional cooperative organizations.
Eight, it is responsible for organizing, guiding, and managing forest rights, reviewing changes in forest resource asset ownership in key state-owned forest areas, compiling and supervising the implementation of forest land protection and utilization plans for the entire prefecture, approving and reviewing forest land expropriation, requisition, and occupation in accordance with the law, guiding forest land contracting operations and related contract management, forest resource asset appraisal, supervising and managing forest rights transfers and transactions, guiding and supervising forest land contracting contracts, and coordinating the resolution of ownership disputes.
Ninth, it handles other matters assigned by the State Party Committee, the State People's Government, and the Provincial Forestry Bureau.
