The primary responsibilities of the Qianxinan Prefecture Ethnic and Religious Affairs Commission at the prefectural level are as follows:
(1) Organize and conduct research on ethnic and religious theories, policies, and major issues in ethnic and religious work; propose policy recommendations concerning ethnic and religious affairs.
(2) Coordinate and promote relevant departments in fulfilling their duties related to ethnic affairs; guide ethnic work throughout the prefecture and facilitate the implementation and integration of ethnic policies in economic development and social undertakings.
(3) Safeguard the lawful rights and interests of ethnic minorities and religious believers; coordinate and guide the implementation of the Law on Regional Ethnic Autonomy (and its regulations) and the Regulations on Religious Affairs.
(4) Propose recommendations for coordinating ethnic relations and address major issues arising in such relations; participate in coordinating social stability efforts in ethnic regions, promoting unity and shared prosperity among all ethnic groups, and advancing the concept of “all ethnic groups in China as one family, united in building the Chinese Dream.”
(5) Participate in formulating development plans for ethnic minorities and ethnic regions in relevant economic and social fields; promote the establishment and improvement of a comprehensive evaluation and monitoring system for ethnic minority affairs; advance the development of ethnic affairs service systems and information technology infrastructure.
(6) Research issues concerning economic development and social undertakings in ethnic minority groups and regions, propose policy recommendations, and participate in coordinating scientific and technological development, economic and technical cooperation, and related work in ethnic regions.
(7) Organize and guide publicity and education on ethnic and religious policies, laws, regulations, and basic knowledge of ethnic and religious affairs; undertake matters related to national, provincial, and prefectural government commendation activities for ethnic unity and progress; coordinate major events in ethnic townships.
(8) Manage ethnic minority language and script affairs, guide translation and publishing work in ethnic minority languages, and oversee the collection, collation, and publication of ancient ethnic minority texts.
(9) Participate in formulating plans for the development of ethnic minority and religious cadre talent pools, and assist relevant departments in cultivating, educating, and utilizing ethnic minority and religious cadres.
(10) Exercises religious affairs management duties in accordance with the law, protects citizens' freedom of religious belief and normal religious activities, safeguards the lawful rights and interests of religious circles, and promotes harmonious religious relations.
(11) Handles major incidents in religious affairs, prevents the use of religion for illegal activities, counters foreign infiltration through religion, and guides religious affairs departments in counties (cities) and Yilong New District to perform their management functions according to law.
(12) Guide religious organizations in conducting activities in accordance with laws and regulations; support religious organizations in strengthening their internal development; promote self-education among religious groups regarding patriotism, love for socialism, support for national reunification, and ethnic unity; handle matters requiring government resolution or coordination for religious organizations, and oversee administrative licensing and supervision.
(13) Oversee foreign affairs related to ethnic and religious matters; organize and guide ethnic and religious exchanges between ethnic minorities and religious communities with foreign entities as well as Hong Kong, Macao, and Taiwan; participate in external publicity involving ethnic and religious issues.
(14) In accordance with departmental responsibilities, advance work related to military-civilian integration, poverty alleviation and development, workplace safety, fire safety, and reforms to streamline administration and delegate power. Manage big data development and application, as well as government data resource management in compliance with regulations, promoting standardized management, sharing, and openness of departmental government data resources. Undertake legal counsel duties.
(15) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, Prefectural United Front Work Department, and Provincial Ethnic and Religious Affairs Commission.
