Qianxinan Prefecture Health Bureau

The Qianxinan Prefecture Health Bureau (hereinafter referred to as the Prefecture Health Bureau) is a functional department of the Prefectural People's Government, operating at the deputy director-general level. The Prefecture Health Bureau implements the policies, guidelines, and decisions of the Central Committee, Provincial Party Committee, and Prefectural Party Committee regarding health and wellness work. In fulfilling its duties, it upholds and strengthens the Party's centralized and unified leadership over health and wellness affairs. I. Implement laws and regulations governing health and healthcare work; draft relevant regulations and rules; formulate and implement the prefecture's health and healthcare plan based on national and provincial resource allocation plans. Develop and implement policies and measures to advance the equalization, universalization, and accessibility of basic public health services, as well as the extension of public resources to the grassroots level. 2. Coordinate and advance the deepening of medical and health system reforms; implement major policies, measures, and initiatives for deepening medical and health system reforms. Organize and implement comprehensive reforms of public hospitals, promote the separation of administrative and operational functions, improve modern hospital management systems, formulate and implement policies and measures to diversify providers and delivery methods of public health services, and propose recommendations on medical service and drug pricing policies. III. Responsible for medical care services for state-level protected individuals and for medical and health services during important meetings and major events. IV. Propose opinions and suggestions for strengthening Party building work in hospitals across the prefecture and evaluate the quality of such work. V. Guide the operational work of the Prefectural Family Planning Association. VI. In accordance with the department's responsibilities, carry out relevant work related to military-civilian integration, poverty alleviation and development, work safety, fire safety, and reforms in streamlining administration, delegating power, and improving government services. VII. Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Health Commission. VIII. Adjustment of Responsibilities. (1) Transfer the responsibilities of the former Prefectural Health and Family Planning Commission, the former Prefectural Office of the Working Committee on Aging, and the occupational health and safety supervision responsibilities of the former Prefectural Work Safety Supervision and Administration Bureau to the Prefectural Health Commission. (2) Transfer the administrative responsibilities undertaken by subordinate public institutions to the Prefectural Health Commission. IX. Transformation of Functions. Firmly establish the concepts of comprehensive health and holistic wellness, advance the Healthy Qianxi Strategy, drive innovation through reform, and focus on promoting health, transforming models, strengthening grassroots services, and prioritizing safeguards. Shift the focus from disease treatment to people's health, providing comprehensive, lifecycle health services. (1) Place greater emphasis on prevention-oriented approaches and health promotion, strengthen major disease prevention and control, actively address population aging, and improve the health service system. (2) Place greater emphasis on shifting the focus of work and resources downward, extending public health resources to the grassroots level, covering rural areas, and prioritizing remote regions and economically disadvantaged populations. (3) Place greater emphasis on improving service quality and standards, advancing the equalization, universality, and accessibility of basic public health services. (4) Coordinate the deepening of medical and health system reforms, intensify reforms of public hospitals, promote the separation of administrative and operational functions, and encourage diversification of providers and delivery methods for public health services. X. Division of Responsibilities. (1) Division of responsibilities with the State Development and Reform Commission. The State Health and Wellness Bureau is responsible for conducting population monitoring and early warning, researching and proposing policy recommendations on population size, quality, structure, and distribution related to fertility, promoting the coordination of fertility policies with relevant economic policies, participating in the formulation of population development plans and policies, and implementing relevant tasks in population development plans. The Prefectural Development and Reform Commission is responsible for organizing the monitoring and assessment of population changes and trend impacts, establishing a population forecasting system, conducting population impact assessments, improving the population policy consultation mechanism, researching and proposing the prefecture-wide population development strategy, drafting population development plans and policies, and formulating policy recommendations for the coordinated sustainable development of population with the economy, society, resources, and environment, as well as for promoting long-term balanced population development. (2) Division of Responsibilities with the Prefectural Civil Affairs Bureau. The State Health and Wellness Bureau is responsible for formulating policies to address population aging and integrate medical care with elderly care, comprehensively coordinating, supervising, guiding, and advancing the development of elderly care services, and undertaking elderly health initiatives including prevention and treatment of age-related diseases, medical care for the elderly, and mental health and care services for the elderly. The State Civil Affairs Bureau is responsible for coordinating, supervising, guiding, and managing elderly care services, formulating and implementing plans for the construction of elderly care service systems, and undertaking welfare programs for the elderly and assistance for elderly individuals facing special difficulties. (3) Division of responsibilities with Xingyi Customs. The Prefectural Health and Wellness Bureau is responsible for overall prevention and control of infectious diseases and emergency response to public health incidents, implementing the list of infectious diseases subject to border health quarantine monitoring. The Prefectural Health and Wellness Bureau and Xingyi Customs shall establish and improve cooperative mechanisms for responding to infectious disease outbreaks and public health incidents at ports of entry, mechanisms for notification and exchange of information on infectious disease outbreaks and public health incidents, and mechanisms for notification and collaborative handling of imported outbreaks at ports of entry. (IV) Division of Responsibilities with the Prefectural Market Regulation Bureau. The Prefectural Health and Wellness Bureau is responsible for food safety risk assessment and shall formulate and implement food safety risk monitoring plans in conjunction with the Prefectural Market Regulation Bureau and other relevant departments. Upon identifying potential food safety hazards through risk monitoring or reports, the Prefectural Health Bureau shall immediately organize inspections and risk assessments, promptly notifying the Prefectural Market Regulation Bureau and other relevant departments of the assessment results. For foods deemed unsafe, the Prefectural Market Regulation Bureau and other departments shall take immediate action. When the Prefectural Market Regulation Bureau and other departments identify the need for food safety risk assessments during supervision, they shall promptly propose recommendations to the Prefectural Health Bureau. The Prefectural Market Regulation Bureau, in conjunction with the Prefectural Health Bureau, shall be responsible for implementing the National Pharmacopoeia and establishing mutual notification and joint response mechanisms for adverse drug reactions and adverse events related to medical devices. (5) Division of Responsibilities with the Prefectural Medical Insurance Bureau. The Prefectural Health Bureau, Prefectural Medical Insurance Bureau, and other relevant departments shall strengthen the coordination of systems and policies in healthcare, medical insurance, and pharmaceuticals. They shall establish communication and consultation mechanisms to advance reforms collaboratively, enhance the efficiency of medical resource utilization, and improve the level of medical security.
