The Qianxinan Prefecture Bureau of Veterans Affairs implements the policies, decisions, and directives of the Central Committee, Provincial Party Committee, and Prefectural Party Committee regarding veterans' affairs, upholding the Party's comprehensive leadership over such work throughout its execution. Its primary responsibilities are:
(1) Implementing and organizing the execution of central and provincial policies on ideological and political work, management support, resettlement, and preferential treatment for veterans. Honoring and highlighting the spirit of sacrifice and dedication demonstrated by veterans to the Party, the nation, and the people. Undertaking the daily operations of the Prefectural Party Committee's Leading Group Office for Veterans Affairs.
(2) Oversee the resettlement of military officers transferred to Qianxinan Prefecture, demobilized officers, retired officers, discharged soldiers, and non-military personnel who have retired or left their posts. Manage services for veterans pursuing self-employment or employment.
(3) Organize and guide educational and training programs for veterans. Coordinate support for employment and entrepreneurship among veterans and their accompanying family members.
(4) Collaborate with relevant departments to formulate and implement special support policies for veterans across the prefecture.
(5) Coordinate the implementation of housing security for retired military personnel transferred to Qianxinan Prefecture, other eligible veterans, and non-military personnel who have retired or left their posts. Oversee the provision of medical care, social insurance, and other benefits for veterans.
(6) Organize and guide the service management and compensation for disabled and injured military personnel throughout the prefecture. Draft planning policies for medical, convalescent, and elderly care institutions serving veterans and oversee their implementation. Guide service provision at the prefectural preferential treatment hospital and honorary home. Handle matters related to disabled and injured military personnel unsuitable for continued service and organize guidance for military supply services.
(vii) Organize and guide the entire prefecture's efforts in supporting the military and honoring military families. Be responsible for preferential treatment and compensation for active-duty military personnel, veterans, civilian military personnel, and military dependents. Guide the implementation of preferential policies for individuals such as veterans of the National Resistance War, and undertake the daily work of the Prefecture's Office of the Leading Group for Supporting the Military and Honoring Military Families.
(8) Oversee honors and awards for martyrs and veterans, management and maintenance of military cemeteries, and commemorative activities. Legally undertake work related to the protection of heroes and martyrs, and review and approve lists of proposed national-level and provincial/prefectural-level key protected martyr memorial structures. Summarize, commend, and publicize exemplary deeds of veterans, veteran-serving organizations, and individuals.
(IX) Guide and supervise the implementation of laws, regulations, and policies concerning veterans; organize and carry out efforts to safeguard veterans' rights and provide assistance to relevant individuals.
(X) In accordance with departmental responsibilities, advance work related to military-civilian integration, poverty alleviation, work safety, fire safety, and administrative reform; manage big data development and application as well as government data resources in compliance with regulations; promote standardized management, sharing, and openness of departmental government data resources in accordance with the law.
(11) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Veterans Affairs.
(12) Adjustment of Responsibilities. Incorporate the following responsibilities: veterans' preferential treatment and resettlement duties from the Prefectural Civil Affairs Bureau; officer transition and resettlement duties from the Prefectural Human Resources and Social Security Bureau; and relevant duties from the Xingyi Military Sub-district.
(13) Functional Transformation. The Prefectural Veterans Affairs Bureau shall strengthen ideological and political work among veterans across the prefecture and enhance the service support system. It shall establish a centralized, unified, and clearly defined management and support mechanism for veterans, coordinate various forces to better serve military personnel and their families, safeguard their lawful rights and interests, elevate military service to a profession respected by all of society, It shall honor and highlight the spirit of sacrifice and dedication demonstrated by veterans for the Party, the nation, and the people, thereby providing organizational support to enhance the combat effectiveness and cohesion of the armed forces.
