(1) Oversee emergency management across the prefecture, guiding all localities and departments in responding to work safety incidents, natural disasters, and other emergencies, as well as coordinating comprehensive disaster prevention, mitigation, and relief efforts. Responsible for comprehensive supervision of work safety throughout the prefecture and for overseeing work safety in the industrial, mining, commercial, and trade sectors (excluding coal mines; the same applies below).
(2) Formulate policies and measures for emergency management and work safety across the prefecture. Organize the development of prefectural emergency response system construction, work safety, and comprehensive disaster prevention and mitigation plans. Draft relevant normative documents, organize the formulation of related procedures and standards, and oversee their implementation.
(3) Guide the development of the prefecture-wide emergency response plan system, establish and improve a graded response system for accidents, disasters, and natural calamities. Organize the compilation and implementation of the Qianxinan Prefecture Comprehensive Emergency Response Plan and specialized plans for work safety and natural disasters. Coordinate the integration of emergency response plans, organize drills, and promote the construction of emergency shelters.
(4) Lead the establishment of a unified prefectural emergency management information system that interfaces with national and provincial systems as required. Plan and deploy information transmission channels, establish monitoring, early warning, and disaster reporting systems, improve mechanisms for acquiring and sharing natural disaster information resources, and uniformly release disaster information in accordance with the law.
(5) Organize, guide, and coordinate emergency rescue operations for work safety incidents, natural disasters, and other emergencies across the prefecture. Serve as the operational command center for the prefectural government's major disaster response, conduct comprehensive assessments of emergency developments, propose response recommendations, and assist responsible officials designated by the prefectural Party committee and government in organizing major disaster emergency response efforts.
(6) Unify the coordination and command of all types of emergency specialized teams across the prefecture, establish emergency coordination and linkage mechanisms, promote the integration of command platforms, and facilitate the participation of the People's Liberation Army and armed police forces stationed in the prefecture in emergency rescue operations.
(7) Oversee the development of emergency rescue capabilities across the prefecture. Be responsible for building specialized emergency response forces for firefighting, forest and grassland fire suppression, flood control and rescue, earthquake and geological disaster relief, and production safety accident rescue in accordance with regulations. Manage prefecture-level comprehensive emergency rescue teams and specialized rescue teams as stipulated, and guide the development of emergency rescue capabilities within the prefecture and among social entities.
(8) Oversee fire safety management across the prefecture as stipulated, organizing and guiding fire supervision, fire prevention, and firefighting operations.
(9) Guide and coordinate prevention and mitigation efforts for forest and grassland fires, floods and droughts, earthquakes, and geological disasters. Manage comprehensive monitoring and early warning systems for natural disasters, guide comprehensive risk assessments for natural disasters, and undertake flood control, drought relief, forest fire prevention and suppression, and earthquake disaster relief tasks.
(10) Coordinate disaster relief efforts across the prefecture; organize and guide disaster verification, loss assessment, and disaster relief donations; coordinate with the Prefectural Development and Reform Commission to allocate central, provincial, and prefectural disaster relief funds and supplies as needed; undertake disaster prevention, mitigation, and relief-related work.
(11) Exercise comprehensive oversight and management authority over work safety throughout the prefecture in accordance with the law. Guide, coordinate, supervise, and inspect work safety efforts of relevant prefectural departments and localities; organize work safety inspections and assessments; Undertake the daily operations of the Prefectural Work Safety Committee.
(12) Supervise and inspect, in accordance with the principles of hierarchical and territorial jurisdiction, the implementation of work safety laws and regulations by industrial, mining, commercial, and trade production and operation units. This includes oversight of their work safety conditions, equipment (excluding special equipment), materials, and labor protective equipment management. Organize and supervise the implementation of the work safety access system in accordance with the law. Oversee comprehensive work safety supervision and management of hazardous chemicals, including hazardous chemical registration; oversee work safety supervision and management of fireworks and firecrackers.
(13) Organize and guide the investigation and handling of production safety accidents in accordance with the law, supervising the implementation of accident investigations and accountability measures; organize the investigation and assessment of natural disaster-related emergencies.
(14) Formulate and implement the prefecture-wide plan for emergency material reserves and emergency rescue equipment; collaborate with the Prefecture Development and Reform Commission and other departments to establish and improve the emergency material information platform and allocation system, ensuring unified coordination during disaster relief operations.
(15) Oversee publicity, education, and training on emergency management, work safety, and comprehensive disaster prevention and mitigation; organize and guide scientific and technological planning research, application promotion, and informatization development in emergency management, work safety, and comprehensive disaster prevention and mitigation.
(16) Conduct cross-regional exchanges, cooperation, and emergency rescue in emergency management according to decisions and deployments by the Prefectural Party Committee, Prefectural People's Government, and Provincial Emergency Management Department.
(17) Perform relevant duties in accordance with departmental responsibilities; advance reforms to transform emergency management functions, streamline administration, delegate power, combine deregulation with oversight, and optimize services; deepen reforms of the administrative approval system.
(18) Complete other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and Provincial Emergency Management Department.
