The Qianxinan Prefecture Medical Insurance Bureau is the functional department of the Prefectural People's Government responsible for administering medical insurance affairs. Its primary responsibilities include:
(1) Implementing national and provincial medical insurance laws and regulations.
(2) Formulating and implementing medical insurance fund supervision and management measures, establishing robust mechanisms for safeguarding medical insurance funds, and advancing reforms in medical insurance fund payment methods.
(3) Formulating medical insurance financing and benefit policies, refining dynamic adjustment and balancing mechanisms, unifying urban and rural medical insurance benefit standards, and establishing benefit adjustment mechanisms commensurate with financing levels. Drafting and implementing reform plans for the long-term care insurance system.
(4) Implementing unified urban-rural medical insurance directories and payment standards for pharmaceuticals, medical consumables, medical service items, and medical service facilities.
(5) Implement policies on pricing of pharmaceuticals and medical consumables, as well as fees for medical service items and facilities. Establish mechanisms for reasonably determining and dynamically adjusting medical service prices under insurance coverage. Promote the establishment of market-driven pricing mechanisms for social medical services. Implement systems for price information monitoring and disclosure.
(6) Organize and implement tendering and procurement of pharmaceuticals and medical consumables. Guide the development of tendering and procurement platforms for pharmaceuticals and medical consumables.
(7) Develop and implement agreements and payment management measures for designated medical institutions. Establish and improve a medical insurance credit evaluation system and information disclosure system. Supervise medical service practices and costs covered by medical insurance. Investigate and penalize violations of laws and regulations in the medical insurance field according to law.
(8) Oversee medical insurance administration, public service systems, and information technology development. Organize and implement cross-regional medical treatment management and cost settlement. Establish and improve a system for transferring and continuing medical insurance relationships. Conduct international exchanges and cooperation in the medical insurance field.
(9) Formulate and oversee the implementation of policies regarding medical security benefits for retired personnel at the prefectural level.
(10) In conjunction with departmental responsibilities, advance work related to military-civilian integration and poverty alleviation: increase investment in science and technology to enhance innovation capabilities and support innovation-driven development; oversee work safety and fire safety within the department and its industry sectors; implement “streamlining administration, delegating power, and improving services” reforms and maintain the list of powers and responsibilities; manage big data development and application as well as government data resources in accordance with regulations, promoting standardized management, sharing, and openness of departmental government data.
(11) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Medical Security Bureau.
(12) Adjustment of Responsibilities. Transfer the following responsibilities to the Prefectural Medical Security Bureau:
- Basic medical insurance for urban employees and residents, and maternity insurance from the Prefectural Human Resources and Social Security Bureau;
- Administrative management of the New Rural Cooperative Medical Scheme from the Prefectural Health and Family Planning Commission;
- Drug and medical service price management from the Prefectural Development and Reform Commission;
- Medical assistance from the Prefectural Civil Affairs Bureau.
(13) Division of Responsibilities with the Prefectural Health Bureau. The Prefectural Health Bureau, Prefectural Medical Insurance Bureau, and other relevant departments shall strengthen institutional and policy coordination in healthcare, medical insurance, and pharmaceuticals. They shall establish communication and consultation mechanisms to jointly advance reforms, enhance the efficiency of medical resource utilization, and improve medical security levels.
(14) Transformation of Functions. Improve the unified basic medical insurance system for urban and rural residents and the critical illness insurance system. Establish and perfect a multi-tiered medical security system covering all citizens and integrating urban and rural areas. Continuously enhance medical security levels, ensure the rational, safe, and controllable use of medical insurance funds, and advance the “three-sector linkage” reform of medical services, medical insurance, and pharmaceuticals. Better safeguard the healthcare needs of the prefecture's population and reduce the burden of medical expenses.
