Qianxinan Prefecture Housing Provident Fund Management Center

(1) Formulate and implement plans for the collection and utilization of housing provident funds;

(2) Handle registration for contributions, changes, and cancellations of housing provident funds;

(3) Maintain records of housing provident fund contributions, withdrawals, and usage;

(4) Approve applications from entities to increase, decrease, or defer housing provident fund contribution rates;

(5) Prepare budgets and final accounts for housing provident funds;

(6) Approve withdrawals and usage of housing provident funds;

(7) Approve individual employee housing provident fund loan applications;

(8) Ensure preservation, appreciation, and repayment of housing provident funds;

(9) Supervise housing provident fund contributions, loans, and settlements;

(10) Prepare reports on the implementation of housing provident fund collection and utilization plans;

(11) Draft distribution plans for housing provident fund appreciation income;

(12) Handling other matters decided by the Prefectural Housing Provident Fund Management Committee;

(13) The Prefectural Housing Provident Fund Management Center establishes county (city/urban district/new district) management departments under the principles of streamlining and efficiency. These departments serve as派出机构 (dispatch offices) of the Prefectural Housing Provident Fund Management Center, operating under a mechanism of “unified decision-making, unified management, unified systems, and unified accounting.” They perform corresponding housing provident fund management duties within the scope of authority granted by the Prefectural Housing Provident Fund Management Center.
