Gansu Provincial Ethnic Affairs Commission Functional Information

Pursuant to the spirit of the Notice of the General Office of the CPC Gansu Provincial Committee and the General Office of the People's Government of Gansu Province on Issuing the “Regulations on the Functional Configuration, Internal Organizational Structure, and Staffing of the Gansu Provincial Ethnic Affairs Commission” (Gan Ban Zi [2023] No. 55), the Gansu Provincial Ethnic Affairs Commission is hereby established as a constituent department of the provincial government at the director-general level, under the leadership of the United Front Work Department of the CPC Gansu Provincial Committee.


The Provincial Ethnic Affairs Commission implements the Party Central Committee's policies and guidelines on ethnic affairs and the decisions and arrangements of the Provincial Party Committee. In performing its duties, it upholds the centralized and unified leadership of the Party Central Committee over ethnic affairs. Its primary responsibilities are:


(1) To research and propose policy recommendations for fostering a strong sense of community among all Chinese ethnic groups and strengthening the construction of the Chinese national community.


(2) Implementing the committee system of the Provincial Ethnic Affairs Commission, managing specific affairs of coordination mechanisms related to ethnic affairs, coordinating and promoting relevant departments in fulfilling their duties concerning ethnic affairs, and providing guidance and supervision on the implementation of the CPC Central Committee and Provincial Party Committee's decisions and deployments on ethnic affairs, as well as the enforcement of ethnic laws and regulations across all regions and departments.


(3) Organizing research on major issues concerning ethnic theory, ethnic policies, and ethnic affairs, with the central theme of strengthening the sense of community for the Chinese nation.


(4) Research and propose policy recommendations to advance the modernization of the governance system and capacity for ethnic affairs; draft ethnic regulations and policy provisions; liaise with ethnic autonomous areas to coordinate and guide the implementation of the Law on Regional Ethnic Autonomy; guide the development of the rule of law in ethnic autonomous areas; and legally safeguard the legitimate rights and interests of people of all ethnic groups.


(5) Research and propose policy recommendations to advance the construction of a shared spiritual home for the Chinese nation; participate in the development of Chinese cultural symbols and the image of the Chinese nation; coordinate efforts to preserve, inherit, and innovatively integrate the outstanding cultures of ethnic minorities; guide the translation and publication of minority languages and scripts, as well as the collection, collation, and publication of ethnic ancient texts.


(6) Research and propose policy recommendations to promote exchanges, interactions, and integration among all ethnic groups; organize model creation initiatives in the ethnic field; coordinate efforts to build mutually embedded social structures and community environments in ethnic regions.


(7) Research and propose policy recommendations to advance all ethnic groups toward socialist modernization, promoting the implementation and integration of the Party's ethnic policies across economic, cultural, social, ecological, and security domains. Participate in formulating and implementing plans for the economic and social development of ethnic regions and ethnic minorities; advance the construction of public service systems for ethnic affairs; and conduct comprehensive assessments of economic and social development in ethnic regions.


(8) Research and propose policy recommendations for coordinating ethnic relations, handle major matters concerning ethnic relations, participate in preventing and resolving major risks in the ethnic sphere, and safeguard national unity, ethnic solidarity, and social stability.


(9) Coordinate efforts to strengthen the sense of community for the Chinese nation and promote publicity and education on ethnic policies, laws, and regulations; organize and coordinate major celebrations in ethnic autonomous areas and province-wide ethnic cultural and sports events.


(10) Coordinate exchanges and cooperation in the ethnic field with foreign countries and Hong Kong, Macao, and Taiwan; participate in external publicity work concerning ethnic affairs.


(11) Participate in formulating plans for the development of ethnic minority talent pools; liaise with ethnic minority cadres and representatives; assist relevant departments in cultivating, educating, and utilizing ethnic minority cadres. Be responsible for proposing policy recommendations to strengthen the construction of grassroots ethnic affairs institutions and teams.


(12) Undertake other tasks assigned by the Provincial Party Committee and Provincial Government.
