Pursuant to the Gansu Provincial Institutional Reform Plan and as approved at the 4th Meeting of the 14th Provincial Party Committee Institutional Establishment Committee on March 29, 2024, the following adjustments to the functions, structure, and staffing of the Gansu Provincial Department of Civil Affairs are hereby notified:
I. Responsibilities transferred to the Gansu Provincial Health Commission: Formulating and coordinating the implementation of policies and measures to address population aging; undertaking the specific duties of the Provincial Working Committee on Aging. An Aging Affairs Division shall be established. Correspondingly, 2 new administrative positions and 1 division-level leadership post will be added. Primary responsibilities of the Division of Aging Affairs: Undertake the specific work of the Provincial Committee on Aging Affairs. Formulate and coordinate the implementation of policy measures to actively address population aging; guide and coordinate the protection of elderly rights and interests across the province; organize publicity and education on national conditions regarding population aging; formulate and implement policies for elderly social participation; conduct statistical surveys on the elderly population and the development of aging-related undertakings. Lead the distribution of high-age allowances.
II. The Grassroots Governance and Community Management Division shall be abolished, resulting in the reduction of 13 administrative positions and 4 division-level leadership posts. The following responsibilities shall be transferred to the Provincial Social Work Department of the CPC Provincial Committee: Formulating provincial policies for grassroots mass self-governance and community management in urban and rural areas; guiding the development of urban and rural community governance systems and capabilities; proposing recommendations to strengthen and improve grassroots governance structures; and promoting grassroots democratic political development; Responsibilities including formulating provincial social work policies and standards, and collaborating with relevant departments to advance the development of social work talent and volunteer teams, shall be transferred to the Provincial Party Committee Social Work Department. For matters involving village committees and neighborhood committees that require government involvement, the Provincial Department of Civil Affairs shall continue to provide assistance, with specific tasks handled by the Policy and Regulations Division.
III. Rename the Charity Promotion and Social Work Division to the Charity Promotion Division. Primary responsibilities of the Charity Promotion Division: Draft policies to promote provincial charity development and formulate management measures for charitable trusts, charitable organizations, and their activities; guide provincial social donation efforts; draft welfare lottery management systems; supervise welfare lottery draws and destruction; and oversee welfare lottery agency operations.
Following the adjustment, the Provincial Department of Civil Affairs has 93 administrative positions; 11 internal departments, plus a Party Committee and a Retired Cadres Office; 43 division-level leadership positions (including one full-time deputy secretary of the Party Committee and one deputy secretary of the Social Organizations Party Committee, both at the deputy director level); other organizational and staffing matters remain unchanged.
