Gansu Provincial Department of Human Resources and Social Security Functional Information

Pursuant to the Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Issuing the “Gansu Provincial People's Government Institutional Reform Plan” (Hall Document [2009] No. 16) and the Notice of the CPC Gansu Provincial Committee and the Gansu Provincial People's Government on Issuing the “Implementation Opinions on the Institutional Reform of the Gansu Provincial People's Government” (Provincial Committee Document [2009] No. 9), the Gansu Provincial Department of Human Resources and Social Security is hereby established as a constituent department of the Gansu Provincial People's Government. The responsibilities of the former Provincial Personnel Department and the former Provincial Department of Labor and Social Security have been integrated and transferred to the Provincial Department of Human Resources and Social Security. Primary responsibilities:

First, implement national development plans and policies for human resources and social security; formulate provincial development plans, policies, and medium-to-long-term plans for professional and technical personnel development; draft local regulations and rules concerning human resources and social security; and organize implementation and supervision.


Second, formulate provincial human resources market development plans and human resources mobility policies; establish a unified and standardized human resources market to promote rational mobility and effective allocation of human resources; guide the development of municipal and prefectural human resources markets.


Third, oversee provincial employment promotion efforts; formulate integrated urban-rural employment development plans and policies; improve the public employment service system, employment assistance system, and professional qualification system; establish a unified vocational training system for urban and rural workers; formulate policies for transferring surplus rural labor into employment and entrepreneurship; strengthen guidance on labor transfer across the province; lead the formulation of employment and entrepreneurship policies for college graduates; and collaborate with relevant departments to develop policies for cultivating and incentivizing high-skilled professionals and rural practical talents.


Fourth, it coordinates the establishment of a province-wide social security system covering both urban and rural areas; formulates unified provincial policies and standards for urban and rural social insurance and supplementary insurance; organizes the drafting of unified provincial measures for transferring and continuing social insurance relationships; collaborates with relevant departments to establish management and supervision systems for provincial social insurance and supplementary insurance funds; prepares draft budgets and final accounts for provincial social security funds; and participates in formulating provincial social security fund investment policies.


Fifth, it is responsible for forecasting, early warning, and information guidance on provincial employment, unemployment, and social insurance funds; formulating contingency plans; implementing prevention, adjustment, and control measures to maintain stable employment conditions and overall balance in social insurance fund revenues and expenditures.


Sixth, it collaborates with relevant departments to formulate provincial wage distribution policies for public institution personnel; establishes mechanisms for regular wage increases and payment guarantees for enterprise and public institution personnel; and formulates provincial retirement and welfare policies for government agencies, enterprises, and public institutions.


VII. Collaborate with relevant departments to guide personnel system reforms in public institutions across the province; establish management systems for public institution personnel and administrative support staff in government agencies; formulate policies for professional and technical personnel management and continuing education, and implement continuing education programs for such personnel; oversee the reform and advancement of the professional title system, establishing an evaluation system for professional titles; establish and improve the postdoctoral management system; manage and coordinate the professional and technical talent pool, and oversee the cultivation and selection of various high-level talents.


Eighth, in collaboration with relevant departments, formulate comprehensive policies and plans for the province's migrant workers, promote the implementation of relevant policies, coordinate solutions to key and difficult issues, and safeguard the lawful rights and interests of migrant workers.


9. Formulate provincial labor and personnel dispute mediation and arbitration systems, as well as labor relations policies; improve labor relations coordination mechanisms; develop policies to eliminate illegal child labor and provide special labor protection for female and underage workers; organize and implement labor inspections; coordinate labor rights protection efforts; and investigate and handle major cases in accordance with the law.


10. Accept labor and personnel petitions; coordinate with relevant departments to handle major petition incidents and emergencies related to labor and personnel matters.


Eleventh, handle other matters assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Human Resources and Social Security.
