Gansu Provincial Department of Agriculture and Rural Development

(i) Implement the Party's agricultural and rural policies and the State's laws and regulations concerning work related to agriculture, rural areas and farmers. Coordinate research and implementation of development strategies, medium-to-long-term plans and major policies for agriculture, rural areas and farmers. Draft local regulations and provincial government rules concerning agriculture and rural affairs, and guide comprehensive agricultural law enforcement. Participate in formulating policies on agriculture-related taxation, pricing, procurement and storage, financial insurance, and import-export.

(2) Coordinate the advancement of rural social undertakings, public services, culture, infrastructure, and governance across the province. Lead efforts to improve the rural living environment. Guide the development of rural spiritual civilisation and outstanding agricultural culture. Oversee agricultural industry safety production.

(3) Propose policy recommendations for deepening rural economic system reform and consolidating the basic rural operating system. Manage matters concerning the reform and administration of farmers' contracted land and rural homestead rights. Oversee reforms to the rural collective property rights system, guiding the development of rural collective economic organisations and the management of collective assets. Guide the establishment and development of farmers' cooperative economic organisations, agricultural socialised service systems, and new types of agricultural business entities.

(4) Guide the development of distinctive rural industries, agricultural product processing, and agritourism across the province. Propose measures to facilitate the circulation of bulk agricultural products, fostering and protecting agricultural brands. Disseminate agricultural and rural economic information, monitoring and analysing the operation of the agricultural and rural economy. Undertake agricultural statistics and related agricultural and rural informatisation work.

(v) Overseeing the supervision and management of all agricultural sectors including crop cultivation, animal husbandry, fisheries, and agricultural mechanisation. Guiding the production of grain and other agricultural products; organising the construction of modern agricultural industrial, production, and management systems; guiding standardised agricultural production. Responsible for fisheries supervision and management.

(vi) Overseeing the supervision and management of agricultural product quality and safety across the province. Organising agricultural product quality and safety monitoring, traceability, and risk assessment. Participating in the formulation of local agricultural product quality and safety standards and coordinating their implementation with relevant departments. Guides the development of the agricultural inspection and testing system.

(vii) Organises the provincial agricultural resource zoning work, guides the protection and management of agricultural land, fishery waters, and agricultural biological species resources, and is responsible for the protection of aquatic wildlife, as well as the quality protection of cultivated land and permanent basic farmland. Guides the management of agricultural product production environments and clean agricultural production. Guides the development of facility agriculture, ecological and circular agriculture, water-saving agriculture, the comprehensive development and utilisation of rural renewable energy, and the agricultural biomass industry. Manage alien species throughout the province.

(8) Oversee the supervision and management of relevant agricultural production materials and inputs. Organise and coordinate the development of the agricultural production materials market system, formulate local standards for such materials, and supervise their implementation.

(9) Manage agricultural disaster prevention and mitigation, and the control of major crop pests and diseases. Guide the development of the plant quarantine system, organise and supervise plant quarantine work within the province, and monitor, announce, and organise the eradication of epidemics in accordance with regulations. Direct emergency relief and post-disaster production recovery in agriculture and animal husbandry.

(10) Oversee provincial agricultural investment management. Propose reforms to agricultural investment and financing mechanisms. Compile provincially funded agricultural investment project plans, recommend investment scale and direction, and propose fiscal support projects for rural development. Approve agricultural investment projects within prescribed authority, manage fund allocation, and conduct follow-up supervision.

(11) Promote reform of the provincial agricultural science and technology system and the development of an agricultural innovation system. Guide the establishment of agricultural industrial technology systems and agricultural technology extension networks. Organise research into high-tech and applied technologies in agriculture, facilitate the commercialisation of scientific achievements, and promote technological dissemination. Oversee the safety supervision of genetically modified organisms in agriculture and protect new plant varieties.

(12) Guide provincial agricultural and rural talent development. Draft and implement plans for agricultural and rural talent development, guide agricultural education and vocational skills development, and oversee the cultivation of new professional farmers, agricultural science and technology personnel, and rural practical talent.

(13) Organise and implement agricultural international cooperation. Promote agricultural trade and facilitate international exchanges and cooperation. Collaborate with relevant departments to implement international agricultural cooperation projects.

(14) Oversee the Provincial Bureau of Animal Husbandry and Veterinary Medicine.

(15) Undertake other tasks assigned by the Provincial Party Committee, Provincial Government, Provincial Rural Work Leading Group, and the Ministry of Agriculture and Rural Affairs.
