Lanzhou Municipal Bureau of Industry and Information Technology Functional Information

The Lanzhou Municipal Bureau of Industry and Information Technology (abbreviated as the Lanzhou Municipal Bureau of Industry and Information Technology) was formally established on 18 February 2019 as a functional department of the Lanzhou Municipal People's Government. Following institutional reforms in July 2010, the responsibilities of the former Municipal Economic Commission and the Municipal Bureau of Non-public Economic Development Services (comprising the Municipal Township Enterprises Administration and the Municipal Small and Medium Enterprises Bureau) were consolidated to establish the Lanzhou Municipal Commission of Industry and Information Technology (Municipal Bureau of Non-public Economic Development Services).


The Bureau comprises 18 functional departments: Office; Personnel Section; Policy and Regulations Section; Economic Operations Section; Industrial Planning and Project Promotion Section; Electricity and Transport Logistics Section; Technological Innovation Section; Chemical Industry Section; Non-ferrous Metallurgy and Building Materials Industry Section; Advanced Manufacturing and Equipment Industry Section; National Defence Industry Development Section; Integration Promotion Section; Electronic Information Industry Section; Consumer Goods Industry Section; Green Development and Industrial Energy Conservation Section; Small and Medium-sized Enterprises Section; Production-oriented Services Section; Finance and Audit Section. Additionally, a Party Committee is established within the bureau.

The Lanzhou Municipal Bureau of Industry and Information Technology comprises four secondary institutions: Lanzhou Small and Medium-sized Enterprise Service Centre, Lanzhou Energy Conservation Supervision Centre, Lanzhou Information Industry Promotion Centre, and Lanzhou Communications Network Security Centre.


Lanzhou Small and Medium-sized Enterprise Service Centre: Classified as a public welfare institution of category one, it houses six internal departments: General Affairs Section, Investment and Financing Project Guidance Section, Innovation and Entrepreneurship Guidance Section, Policy and Legal Consultation Section, Market Monitoring and Evaluation Section, and Information Technology Section. It implements national, provincial, and municipal policies, regulations, and guidelines concerning the development of small, medium, and micro enterprises. It drafts policies and measures to promote SME development and assists the Municipal Leading Group Office for Comprehensive Management of SME Development. It oversees the construction and management of the Lanzhou SME Public Service Platform. Responsibilities include interpreting SME policies, conducting publicity campaigns, and organising talent training programmes. Assists relevant departments in handling complaints from SMEs and safeguarding their legitimate rights and interests. Manages the solicitation and recommendation of projects for the Lanzhou SME Development Fund. Oversees the accreditation, management, and assessment of municipal-level SME public service demonstration platforms. Leads the cultivation and recommendation of specialised, refined, distinctive, and innovative SMEs, as well as dual-innovation demonstration bases in Lanzhou. Conducts the classification and recognition of SMEs in Lanzhou. Monitors the production and operational performance of SMEs and all SMEs. Undertakes other tasks assigned by higher-level administrative authorities.

Lanzhou Energy Conservation Supervision Centre

The Lanzhou Energy Conservation Supervision Centre is a public institution managed in accordance with civil service regulations, operating at the deputy county-level. Established in 2007, it comprises three internal departments: the Comprehensive Management Section, the Inspection and Supervision Section, and the Market Investigation Section. Administratively, it falls under the leadership of the Lanzhou Municipal Bureau of Industry and Information Technology, while its operations receive guidance from the Provincial Energy Conservation Supervision Centre. In accordance with relevant national, provincial, and municipal laws, regulations, and policies, it conducts energy conservation supervision throughout the city. Additionally, entrusted by the Municipal Bureau of Industry and Information Technology, it oversees the daily supervision and management of the city's civilian coal market.


Primary Responsibilities:

1. Conduct supervision of the implementation of unit product energy consumption limit standards, the application of tiered electricity pricing policies for enterprises, and the compliance of key energy-consuming enterprises with the Energy Utilisation Status Reporting System, in accordance with the the Gansu Province Energy Conservation Regulations, it conducts energy conservation law enforcement and supervision activities. These include monitoring compliance with unit product energy consumption limits, implementing tiered electricity pricing policies for enterprises, overseeing key energy-consuming enterprises' adherence to energy utilisation reporting systems, ensuring key energy-consuming enterprises establish energy management positions and appoint responsible personnel, and supervising the phase-out of outdated, excessively energy-intensive equipment and products. Secondly, in coal market regulation, it oversees the construction of the city's centralised coal distribution system and conducts daily supervision of primary coal markets and secondary coal sales outlets. It maintains 24-hour on-site supervision at the Weining Coal Market and Lanzhou Clean Coal Distribution Centre. It is responsible for emergency allocation of civilian coal products within the city and conducts routine inspections at coal checkpoints.

Lanzhou Information Industry Promotion Centre: The Lanzhou Information Industry Promotion Centre is a public welfare institution of category one, comprising four internal departments: Comprehensive Section, Information Industry Section, Data Projects Section, and Security Operations Section. It is responsible for implementing relevant laws, regulations, and policies concerning information industry development at national, provincial, and municipal levels. It advances the development of the city's information industry, promotes the integrated development of emerging industries such as 5G, artificial intelligence, and blockchain with the real economy, cultivates leading enterprises in the city's digital economy, and provides training for personnel in the field of enterprise informatisation. It collaborates with relevant departments to advance the city's digital economy development, synergising digital industrialisation and industrial digitalisation. The Centre coordinates with telecommunications operators and provides technical support for the city's information industry security framework. It undertakes additional tasks assigned by the Lanzhou Municipal Bureau of Industry and Information Technology.

Lanzhou Communications Network Security Centre is a public welfare institution of category one, entrusted by the Lanzhou Municipal Bureau of Industry and Information Technology to the Gansu Provincial Communications Administration for management and daily operations. It is responsible for the operation and maintenance of the monitoring system for Lanzhou's national-level internet backbone direct connection point; monitoring and evaluating network communication quality; conducting internet operation monitoring, network expansion, and technical support; and completing other tasks assigned by the Gansu Provincial Communications Administration and the Lanzhou Municipal Bureau of Industry and Information Technology.
