Lanzhou Municipal Bureau of Culture and Tourism

Lanzhou Municipal Bureau of Culture and Tourism, a functional department of the Municipal People's Government, is outlined as follows.

I. Responsibilities and Functions

(1) Implementing national, provincial and municipal policies, guidelines and laws and regulations concerning cultural arts, broadcasting and television, cultural relics, tourism, and online audio-visual programme services; drafting relevant local regulations and rules; formulating development plans for the cultural tourism industry and organising their implementation.

(2) Overseeing the administration of cultural arts, broadcasting and television, cultural relics, and tourism sectors; supervising major cultural tourism and broadcasting events citywide; coordinating and guiding cultural and tourism industry development; implementing initiatives related to the Belt and Road Initiative.

(3) Undertaking the exploration, evaluation, integration, and development of cultural tourism resources citywide; overseeing the refinement, integration, planning, assessment, advancement, implementation, and management of cultural tourism projects citywide.

(iv) Oversee the application and approval processes for cultural tourism projects across the city; formulate and submit investment plans for the cultural tourism industry; guide and supervise key infrastructure development in cultural tourism, and undertake the construction of public service systems for cultural tourism.

(v) Provide guidance and management for cultural and television arts initiatives citywide; direct artistic creation and production, supporting representative and exemplary cultural and artistic projects; organise the selection of outstanding works for national, provincial, and municipal cultural and artistic competitions; manage major cultural and television events across the city.

(vi) Oversee municipal-level integrated cultural tourism law enforcement and supervise county/district-level enforcement activities.

(vii) Manage the development of public libraries citywide; guide the construction, development and utilisation of library collections and resources; promote standardisation and modernisation of public library services.

(viii) Undertake the management and protection of cultural relics, as well as the safeguarding of intangible cultural heritage.

(ix) Oversee the external promotion of Lanzhou's cultural tourism; organise international exchanges and cooperation within the cultural tourism sector.

(x) Ensure order, safety, and quality development within the city's cultural tourism market; handle complaints from domestic and international tourists, protecting the legitimate rights and interests of both consumers and operators; manage, train, and conduct annual reviews of tour guides within the jurisdiction.

(11) Organise and implement public service initiatives and charitable activities within the city's broadcasting and television sector; supervise and guide key infrastructure development in broadcasting and television; support grassroots broadcasting and television construction and development; strengthen management of broadcasting and television platforms; ensure correct public opinion guidance and creative direction. Guide the development and creative production of the television drama industry. Supervise, manage, and review the content and quality of broadcast television programmes and online audio-visual programmes; oversee and guide the broadcasting of television advertisements; guide the implementation of broadcast programme evaluation. Oversees the transmission coverage, monitoring, and secure broadcasting of city-wide radio and television programmes. Advances the development of emergency broadcasting systems and the integrated development of broadcasting, television, new media, new technologies, and new business models. Coordinates the convergence of broadcasting networks, telecommunications networks, and the internet.

(12) Undertakes other tasks assigned by the Municipal Party Committee, Municipal Government, and higher-level departments.
