Main Responsibilities of Jiayuguan Municipal Bureau of Civil Affairs

  1. Implement the guidelines, policies and regulations on civil affairs issued by the state, province and city. Conduct investigation and research, formulate normative documents and policies for the city's civil affairs work. Study and formulate medium and long-term development plans and annual work plans for the city's civil affairs cause, and organize their implementation, supervision and inspection.
  2. Be responsible for the establishment and supervision of the urban and rural subsistence allowances system in the city, as well as the review, approval and payment of subsistence allowances to eligible urban and rural residents.
  3. Undertake the special hardship support work in the city, protect the rights and interests of special groups such as the elderly and orphans, and conduct administrative management. Formulate and implement relevant policies.
  4. Provide regular and quantitative relief to urban and rural poor households and other special groups, and carry out rescue work for vulnerable groups.
  5. Implement the laws, regulations and policies on the construction of grassroots mass autonomous organizations. Guide villagers' committees and residents' committees to carry out autonomous work in accordance with the law. Coordinate and guide community construction work.
  6. Promote the publicity and implementation of laws, regulations, guidelines and policies on administrative division. Undertake administrative division matters assigned by the municipal government, put forward suggestions on administrative division adjustments, and formulate overall plans for such adjustments. Examine and approve the establishment, abolition, adjustment, naming, renaming, boundary changes and government seat relocation of administrative regions at or above the township level in the city. Organize and coordinate the survey, demarcation, management, joint inspection, dispute investigation and mediation of administrative boundaries across cities and between counties and townships within the city, and compile and publish administrative division maps. Be responsible for the city's toponymy work, formulate toponymy work plans, examine and approve the naming, renaming and cancellation of place names, and promote the standardization of place names. Undertake the numbering of house numbers and the design, production, installation and management of place name signs. Collect, sort out and organize toponymy data, and compile and review standard toponymy books.
  7. Be responsible for the city's marriage registration work, including supplementary marriage registration, reissuance of marriage registration certificates, issuance of marriage registration records certificates, and sorting and filing of marriage registration archives. Interpret, publicize and provide consulting services on marriage registration policies and legal provisions.
  8. Administer the city's funeral and interment work, promote funeral and interment reform, regulate and manage the funeral and interment supplies market, and investigate and punish illegal funeral and interment acts. Examine and approve commercial public cemeteries and conduct supervision and management. Undertake the planning and approval of rural public welfare cemeteries.
  9. Implement various laws, regulations and policies on the management of social organizations and private non-enterprise units. Supervise and guide the registration management and annual inspection of social organizations and private non-enterprise units in the city.
  10. Be responsible for the rescue and management of homeless and begging persons in urban areas of the city, protect their legitimate rights and interests, and improve the social assistance system.
  11. Undertake the adoption registration, family foster care and management and protection of abandoned infants in the city. Cooperate with relevant departments in handling unidentified corpses.
  12. Be in charge of the issuance and management of social welfare lotteries in the city. Undertake the approval and management of computer welfare lottery outlets, the issuance and sales of instant welfare lotteries, the recovery of sales funds and the management of lottery betting equipment. Manage, guide and supervise the use of local welfare lottery public welfare funds.
  13. Administer civil affairs funds allocated by the state, province and city. Guide and supervise the use and management of civil affairs funds in the city.
  14. Be responsible for civil affairs petition work, study and coordinate the resolution of civil affairs-related petition issues.
  15. Complete other matters assigned by the Municipal Party Committee and the Municipal Government.
