Main Responsibilities of the Public Security Bureau of Jiayuguan City
- Organize and lead public security work across the city.
- Collect, grasp, and study intelligence and information affecting the city’s political and social security stability, providing important basis for the decision-making of the Municipal Party Committee, Municipal Government, and Gansu Provincial Public Security Department. Receive and handle letters and visits from the general public.
- Prevent and crack down on infiltration and subversion activities by hostile forces at home and abroad, as well as destructive acts by ethnic separatist forces, religious extremist forces, violent terrorist forces, and cult organizations. Guide and undertake domestic security and defense work in religious, ethnic, and special fields.
- Analyze and study the characteristics and laws of economic crimes, formulate countermeasures for prevention and crackdown. Prevent and combat serious economic criminal activities, and investigate and handle economic crime cases in the city.
- Guide and supervise public security organs across the city in lawfully administering social security, as well as security work for internal units and key construction projects. Lawfully manage assemblies, marches, and demonstrations. Guide the business work of police stations. Command and coordinate the handling of mass and sudden public security cases, serious mass disturbances, riots, and major public security disasters.
- Organize and implement security protection work for Party and state leaders, important foreign guests, provincial and ministerial-level leaders, municipal leading organs, as well as important meetings and large-scale gatherings.
- Administer household registration, nationality, entry-exit affairs, and matters related to the residence and travel of foreigners in Jiayuguan.
- Organize and guide the investigation of criminal cases in the city, be responsible for the arrest of important criminal suspects, and strengthen the supporting and guarantee functions of operational technology, cyber investigation technology, criminal technology, and information technology.
- Maintain road traffic order, handle road traffic accidents, conduct vehicle safety inspections, and assess and issue driver’s licenses and vehicle licenses.
- Be responsible for drug control work in the city and organize the investigation and solution of drug-related illegal and criminal cases.
- Be responsible for receiving 110 emergency calls and commanding the dispatch of police forces.
- Maintain the wired, wireless, and cryptographic communication private networks of public security organs across the city, supervise and manage the security protection of computer information systems and public information networks, and lawfully investigate and handle computer-related illegal and criminal cases.
- Implement business guidance, safety management, and grade evaluation for detention centers, detention houses, and compulsory drug rehabilitation centers.
- Be responsible for legal work of public security in the city and handle cases of reeducation through labor and juvenile reeducation through labor.
- Be responsible for the ideological and political work of public security police across the bureau, organize the standardized construction of the police team, and do a good job in cadre management, police rank management, salary and pension, Party affairs, and mass organization work. Be responsible for police education and training, commendation and rewards, and public security publicity.
- Supervise the people’s police in accordance with prescribed authority, and investigate or supervise the handling of major disciplinary cases occurring within the public security team.
- Undertake other matters assigned by the Municipal Party Committee, Municipal Government, and Gansu Provincial Public Security Department.
