The Jiayuguan Municipal Human Resources and Social Security Bureau is the government department responsible for overseeing personnel and talent affairs, labour employment, social insurance, and labour relations across the city. As a primary budgetary unit under the municipal finance, its principal responsibilities are: 1. Implementing national and provincial development plans and policies for human resources and social security; formulating municipal development plans, policies, and medium-to-long-term development plans for professional and technical personnel; establishing local regulations on human resources and social security; and organising their implementation, supervision, and inspection. 2. Formulating city-wide human resources market development plans; establishing a unified and standardised human resources market to facilitate the rational flow and effective allocation of human resources; strengthening human resources market development. 3. Overseeing employment promotion citywide; formulating integrated urban-rural employment development plans and policies; enhancing the public employment service system; refining employment assistance mechanisms and vocational qualification systems; spearheading the development of graduate employment and entrepreneurship policies tailored to municipal conditions; establishing a coordinated vocational training system for urban and rural workers; implementing policies for the transfer and entrepreneurship of surplus rural labour; strengthening guidance on labour dispatch operations citywide. 4. Coordinate the establishment of a citywide pension, unemployment, and work injury insurance system covering both urban and rural areas, and formulate policies and standards accordingly. Establish management and supervision systems for the city's pension, unemployment, work injury insurance, and supplementary insurance funds; compile draft budgets and final accounts for the city's social security funds. 5. Oversee forecasting, early warning, and information guidance for employment, unemployment, and social insurance funds citywide; formulate contingency plans; implement preventive, regulatory, and control measures to maintain stable employment conditions and overall balance in social insurance fund revenues and expenditures. 6. Exercise comprehensive management over the remuneration and welfare of employees in public institutions across the city. Propose and implement measures based on national, provincial, and municipal regulations concerning remuneration and allowance systems, policies, and standards for public institutions; oversee the reform of remuneration systems for public institution staff, including salary grading, adjustments, and determination reviews; manage the unified disbursement of salaries for public institution staff and conduct salary statistics and analysis. 7. Collaborate with relevant departments to guide personnel system reforms in public institutions citywide; establish management systems for public institution personnel and administrative support staff; formulate policies for the management and continuing education of professional and technical personnel, and implement continuing education programmes for such personnel; oversee the reform and advancement of the professional title system, establishing an evaluation system for professional titles; manage and coordinate the professional and technical workforce. 8. Collaborate with relevant departments to formulate comprehensive policies and plans for migrant workers across the city, promote the implementation of relevant policies, coordinate solutions to key and difficult issues, and safeguard the lawful rights and interests of migrant workers. Organise and implement labour inspections, coordinate labour rights protection efforts, and investigate and handle major cases in accordance with the law. 9. Formulate the city's labour and personnel dispute mediation and arbitration system, as well as labour relations policies; improve the labour relations coordination mechanism. 10. Handle labour and personnel petitions; coordinate with relevant departments to address major petition incidents and emergencies concerning human resources and social security. 11. Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Human Resources and Social Security.
