(1) Advance medical and health system reform, implement national health policies and directives, and formulate overarching plans and strategic objectives for the city's health sector development.
(2) Implement the national essential medicines system, organise the formulation of pharmaceutical policies, and develop policy measures governing the procurement, distribution, and use of essential medicines.
(3) Undertake comprehensive coordination of food safety matters and assume responsibility for organising investigations into major food safety incidents. Oversee safety risk assessments and early warning systems for food and related products. Administer accreditation for food safety inspection bodies and issue unified announcements on significant food safety information.
(4) Coordinate the planning and allocation of healthcare resources citywide, guiding the formulation and implementation of regional healthcare plans.
(5) Organise the development and implementation of rural healthcare development plans and policy measures, overseeing the comprehensive management of the New Rural Cooperative Medical Scheme.
(vi) Formulate community health and maternal and child health development plans and policy measures; plan and guide the construction of community health service systems; oversee the comprehensive management and supervision of maternal and child health services.
(vii) Oversee disease prevention and control efforts; formulate and implement major disease prevention and control plans and policies; implement national immunisation programmes and policy measures; coordinate with relevant departments to implement prevention, control, and intervention measures for major diseases; organise the monitoring and comprehensive prevention and control of all types of infectious diseases, endemic diseases, and occupational diseases.
(viii) Oversee health emergency response, formulate contingency plans and policy measures, conduct monitoring, early warning and risk assessment for public health emergencies, guide the prevention, control and emergency response to such incidents, and release relevant emergency response information.
(ix) Research and formulate medium- to long-term development plans for traditional Chinese medicine, integrating these into the city's overall health development strategy and objectives.
(10) To guide and standardise health administrative law enforcement, oversee occupational health, radiation health, environmental health, and school health supervision, manage public venue and drinking water hygiene safety, and supervise infectious disease prevention and control.
(11) Oversee the comprehensive supervision of medical services across all healthcare institutions (including traditional Chinese medicine hospitals and ethnic medicine hospitals). Formulate policies, norms, and standards governing medical services, techniques, quality, and blood collection/supply institutions. Organise the development of medical ethics codes and establish evaluation and oversight systems for healthcare services. Conduct blood collection and supply supervision in accordance with the law, and coordinate city-wide voluntary blood donation initiatives.
(12) Formulate development plans for medical research and medical education; implement key medical and health research projects; promote the widespread application of medical research achievements; participate in formulating medical education development plans; and organise continuing medical education and postgraduate medical education.
(13) Guide the development of the health workforce; formulate city-wide health talent development plans; and, in conjunction with relevant departments, establish and implement qualification certification, professional title evaluation, and staffing standards for health institutions.
(14) Organise and implement centralised procurement of pharmaceuticals and medical consumables, undertaking comprehensive management and evaluation of procurement compliance by both suppliers and purchasers.
(15) Oversee financial management, accounting, infrastructure development, equipment procurement, and state-owned asset administration within the healthcare sector. Coordinate the formulation of healthcare service pricing policies, propose pricing standards, and conduct supervisory inspections.
(16) Manage public health communications, policy research, and media relations. Handle press releases and external communications regarding major public health incidents.
(17) Organise exchanges, cooperation, and foreign aid initiatives in healthcare, and conduct health collaborations with other provinces and municipalities.
(18) Provide medical care for important domestic and international visitors and municipal-level protected individuals, and ensure healthcare support for major city-wide conferences and events.
(19) Undertake the specific duties of the Municipal Patriotic Health Campaign Committee and the Municipal AIDS Prevention and Control Committee.
(20) Handle other matters assigned by the Municipal Party Committee, Municipal Government, and Provincial Health Department.
