3. directly solving large criminal cases, organising and guiding the solving of major cases in the city and major cases across counties, special zones and districts, and coordinating or directly directing the disposal of major public security cases and emergencies.
4. To guide, supervise and participate in the investigation and punishment of acts endangering public order and security by the city's public security organs in accordance with the law, and to manage household registration, identity cards, firearms and ammunition, dangerous goods and special industries in accordance with the law.
5. To organise and guide the city's public security organs in managing the entry and exit of Chinese citizens and the residence and travel of foreigners in the city in accordance with the law.
6. Managing the city's road traffic safety and maintaining traffic order in accordance with the law; being responsible for the management of motor vehicles and the examination, licensing and administration of drivers; guiding and participating in the investigation and handling of major traffic accidents.
7. Guiding and supervising the city's public security organs in the security of state organs, social groups, enterprises and institutions and key projects, as well as mass security organisations in the prevention of public security work.
8. directing and supervising the public security organs of the city to monitor the security of public information networks; supervising, inspecting and guiding the security of the city's information networks and important information systems; carrying out monitoring of network information; detecting, preventing and combating crimes against the law and the use of information networks.

To study and formulate measures to strengthen the city's public security organs, such as equipment, clothing, funds and other police security; guide and supervise the implementation of police security standards and systems of the public security organs of the counties, special zones and districts under its jurisdiction.

To study and formulate programmes and specific measures for the training, education, preferential treatment and commendation of the personnel of the city's public security organs; to manage the establishment of institutions, police ranks and cadres and personnel according to the prescribed authority.
