Liupanshui City Finance Bureau Functional Information

Liupanshui City Bureau of Finance is the municipal people's government departments, for the county level, plus Liupanshui City State-owned Assets Supervision and Administration Commission brand [hereinafter referred to as the Municipal Finance Bureau (Municipal State-owned Assets Supervision and Administration Commission)].

Municipal Finance Bureau (Municipal State-owned Assets Supervision and Administration Commission) to implement the guidelines and policies of the Party Central Committee on financial and state-owned assets supervision work and the provincial party committee and municipal party committee work deployment, in the process of fulfilling its responsibilities to adhere to and strengthen the centralised and unified leadership of the Party Central Committee on financial and state-owned assets supervision work. The main duties are:

(a) to implement the laws and regulations on the supervision and management of finance and state-owned assets. Formulate the city's fiscal planning, policies and reform programmes and organize the implementation; analysis and forecasting of the economic situation, participate in the formulation of various economic policies, put forward the use of fiscal policy to implement a comprehensive balance of social financial resources, the formulation of relevant distribution policies, and to improve the development of public welfare undertakings to encourage the development of fiscal policy.

(b) Drafting systems, methods, regulations and implementation of financial, fiscal and accounting management and organising their implementation.

(C) assume responsibility for the management of the city's various financial revenues and expenditures. It is responsible for the management of municipal financial revenues and expenditures, for preparing the annual draft municipal financial budget and organising its implementation; entrusted by the Municipal People's Government to report to the Municipal People's Congress on the budget and implementation of the municipal and municipal financial budgets, and to report to the Standing Committee of the Municipal People's Congress on the financial accounts; it formulates the standards for financial expenditures and quotas, and is responsible for the examination and approval of the annual budgets and budgets of the municipal departments (units).

(d) To be responsible for the management of government non-tax revenues, and to undertake the management of administrative fees, government funds and other non-tax revenues; to manage financial bills; to participate in the formulation of lottery management policies and related methods, and to manage lottery funds in accordance with the regulations.

(e) To formulate the treasury management system and the centralised treasury collection and payment system, and to guide and supervise treasury operations.

(vi) To formulate rules and regulations on the management of state-owned assets of administrative institutions and manage state-owned assets of administrative institutions; to formulate expenditure standards and expenditure policies to be unified by the city and supervise their implementation; to formulate government procurement systems and supervise and manage them.

(vii) reviewing and summarising the draft budget of municipal state-owned capital operation, formulating the system and methods of state-owned capital operation budget, collecting the proceeds of state-owned capital of municipal enterprises, organising the implementation of the financial system of enterprises, participating in the formulation of the system related to the management of state-owned assets of enterprises, and managing the work of asset appraisal in accordance with the provisions of the law.

(viii) To be responsible for the management of economic development expenditure of municipal finance, to participate in the formulation of policies related to municipal construction investment; to formulate financial systems for capital construction, and to be responsible for the financial management of relevant policy subsidies and special reserve funds.

(ix) Managing municipal social security, employment, medical and health care expenditures in conjunction with relevant departments; formulating the financial management system of social security funds (funds) in conjunction with relevant departments, and preparing the draft social security budget.

(J) responsible for the city's government debt management, strengthen the integration, coordination and guidance of government debt management; the implementation of national government debt management and the central government on behalf of the local issuance of national debt management policies and systems to prevent financial risks.

(k) Responsible for financial supervision of local financial enterprises; management of state-owned assets of local financial enterprises.

(xii) Implementing the unified national accounting system, responsible for managing accounting work, supervising and regulating accounting behaviour, guiding and supervising the business of certified public accountants and accounting firms, and guiding and managing social auditing.

(xiii) Supervise and inspect the implementation of fiscal and taxation laws and policies, and put forward policy recommendations to strengthen financial management; responsible for the performance evaluation of major financial expenditures.

(xiv) formulate education and training plans for the city's financial system, organise training for financial and accounting personnel on financial and accounting business knowledge; conduct research on major issues of financial business.

(xv) To be responsible for the information construction of the city's financial system, to strengthen the computer network information construction, and to provide technical support for financial management; to be responsible for financial information and financial publicity work.

(XVI) is responsible for the inclusion of the capital investment plan of the government investment project budget assessment, final (final) audit.

(17) according to the municipal people's government authorisation, in accordance with the ‘People's Republic of China Company Law’, ‘People's Republic of China Enterprise State-owned Assets Law’ and other laws and administrative regulations to carry out the responsibilities of the funder, to strengthen the management of state-owned assets of the enterprises under its supervision, to guide and supervise the management of state-owned assets of the municipalities (special zones, districts).

(xviii) To assume the responsibility of supervising the preservation and appreciation of the value of state-owned assets of the enterprises under its supervision; to establish and improve the indicator system, responsibility system and assessment standard for the preservation and appreciation of the value of state-owned assets; to be responsible for the regulation of the overall level of wage distribution of the enterprises under its supervision, to formulate the policy on the distribution of income of the persons in charge of the enterprises under its supervision and to organise the implementation thereof.

(xix) Guiding and promoting the reform and restructuring of the supervised enterprises, promoting the construction of modern enterprise system of the supervised enterprises, perfecting the corporate governance structure, and promoting the strategic adjustment of the city's state-owned economic layout and structure.

(xx) Follow the principle of party-controlled cadres, establish a mechanism for selecting and employing personnel in line with the socialist market economic system and the requirements of the modern enterprise system, and improve the system of incentives and constraints for operators; in accordance with the authorisation, assess, appoint and remove the persons in charge of the enterprises through the statutory procedures, and make rewards and punishments according to the business performance.

(XXI) supervise and inspect the supervised enterprises to implement the relevant laws, regulations and standards of the state and provincial and municipal people's governments on work safety, etc.; be responsible for contacting, guiding and supervising and inspecting the supervised enterprises to maintain stability, letters and visits, and retirement work.

(XXII) Strengthen the responsibility of state-owned assets supervision with capital management as the main focus, improve the planning and investment supervision and state-owned capital operation mechanism, and guide the state-owned capital investment and operation platform to carry out state-owned capital operation.

(23) Strengthening the responsibilities of funders in supervision and management, conducting investigations into major losses of state-owned assets, classifying and supervising the problems found, and improving the mechanism for pursuing responsibility for illegal operation and investment.

(XXIV) combined with departmental responsibilities, do a good job in military-civilian integration, rural revitalisation, big data and other related work; increase investment in science and technology, improve scientific and technological innovation capacity, to provide protection for the promotion of innovation-driven development; responsible for the department of this industry sector of the work of production safety and fire safety responsibilities.
