(a) Implementing laws and regulations on human resources and social security; formulating the city's human resources and social security development plan, annual plan and organising implementation, supervision and inspection.
(ii) To formulate human resources market development planning and human resources flow policies, establish a unified and standardised human resources market, and promote the reasonable flow and effective allocation of human resources.
(3) Responsible for promoting employment, formulating employment development plans and policies for urban and rural areas, improving the public employment service system, and implementing the employment assistance system; improving the vocational qualification system, and coordinating the establishment of a vocational training system for urban and rural workers; taking the lead in formulating policies for the employment of college graduates; formulating policies on the cultivation of and incentives for highly-skilled personnel and practical rural personnel in conjunction with relevant departments; responsible for the number of new urban jobs and the growth rate of new urban jobs.
(d) Coordinating the establishment of a social security system covering urban and rural areas. It formulates and organises the implementation of policies and standards for urban and rural social insurance and its supplementary insurance; coordinates the formulation of basic pension insurance policies for institutions, enterprises, public institutions and other social organisations as well as members of the society; formulates, together with the relevant departments, the management and supervisory systems for social insurance funds and their supplementary insurance funds for the elderly, the unemployed and the industrially-injured, etc.; organises the preparation of the draft preliminaries and budgets for the relevant social insurance funds in the city; and is in charge of supervision and management of value preservation and value-added work for the social insurance funds. (v) To be responsible for the supervision and management of the preservation and enhancement of the value of the relevant social insurance funds.
(e) To be responsible for forecasting and early warning of employment, unemployment and the relevant social insurance funds and providing information guidance, formulating response plans, implementing prevention, regulation and control, and maintaining the stability of the employment situation and the overall balance of income and expenditure of the relevant social insurance funds.
(f) In conjunction with relevant departments, formulating policies related to the reform of the wage and income distribution system for personnel of enterprises and public institutions, establishing a mechanism for the normal growth of wages and guarantee of payment for personnel of enterprises and public institutions; implementing welfare and retirement policies for personnel of enterprises and public institutions in accordance with the regulations; improving the minimum wage system and the mechanism for guaranteeing the payment of wages; and taking part in the appraisal of model labourers.
(g) Guiding the reform of the personnel system of institutions in conjunction with the relevant departments, formulating policies on the management of personnel of institutions and organ work crews; implementing policies on the management and continuing education of professional and technical personnel; taking the lead in promoting the deepening of the reform of the title system, and taking charge of the selection and cultivation of high-level professional and technical personnel.
(viii) Formulating policies and planning for the work of rural migrant workers in conjunction with relevant departments, promoting the implementation of policies related to rural migrant workers, coordinating the resolution of key and difficult issues, and safeguarding the legitimate rights and interests of rural migrant workers.
(ix) Coordinating the implementation of the arbitration system for labour and personnel disputes; improving the mechanism for consultation and coordination of labour relations; supervising the implementation of policies on the elimination of the illegal use of child labour and the special labour protection policies for female and underage workers; organizing the implementation of labour security supervision, coordinating the work of defending the rights of workers, and investigating and handling cases of violation of the law in accordance with the law.
(j) Being responsible for formulating administrative measures on payment standards for work-related injury insurance, diagnostic and treatment items, the scope of medication and service facilities, and auditing the settlement of expenses by designated medical institutions.
(xi) Receiving letters and visits involving human resources and social security, and coordinating with relevant departments to deal with major letters and visits and emergencies related to human resources and social security.
