Liupanshui City Transport Bureau Functional Information
(a) Implementing laws and regulations on transport; formulating development plans, medium- and long-term plans and annual plans for road, waterway and other transport industries and supervising their implementation; guiding the planning and management of comprehensive transport hubs; participating in the formulation of strategies and plans for the development of other transport and logistics industries, and fostering and regulating the logistics market; being responsible for the statistics of the road, waterway and transport industries and guiding the construction of transport informatisation.
(B) to assume responsibility for road and waterway transport market supervision, the formulation of road and waterway transport related policies, operational norms and supervise the implementation; responsible for the city's highway, waterway fixed asset investment scale, direction and financial funding arrangements proposed, in accordance with the prescribed authority to approve, approve the annual plan within the scope of fixed asset investment projects.
(C) guide the work of institutional reform of the transport industry; cultivate and manage the transport market, maintain equal competition order in the road and waterway transport industry; guide the planning and management of urban and rural passenger transport and related facilities, as well as the management of urban passenger transport (urban public transport and taxis); guidance for the optimisation of the structure of the transport industry and the coordinated development of the transport industry; guidance for the transport and transport law enforcement and team building work.
(D) is responsible for the management of road and waterway transport industry, road transport industry, urban passenger transport, road administration, waterway transport and waterway administration, administrative approval, administrative licensing, administrative rulings, etc.; guide the road and waterway transport industry, production safety, fire safety and emergency management; organisation and coordination of the national key materials and emergency transport of passengers and goods, and undertake transport communications, information work.

(F) to assume responsibility for road and waterway construction market supervision. Responsible for highway and waterway transport infrastructure construction, maintenance, technology, quality and safety supervision, organisation and implementation of national key highway and waterway transport project construction, supervision of the use of transport infrastructure construction funds.
(G) is responsible for the jurisdiction of the operation of highways and key trunk road network monitoring, coordination and vehicle overloading control; under the management of highways, waterways, toll booths and vehicle overloading transport detection site set up to declare and charge.
(H) waterway traffic safety supervision responsibility. Responsible for waterborne traffic safety supervision, inspection of ships and water facilities, communication and navigation, water fire, rescue and salvage, hazardous chemical transport, prevention of pollution from ships, waterways, ports and shoreline management, etc., under the management of the crew training and assessment, shipbuilding quality and safety supervision; undertake the supervision and management of the inspection and management of fishing vessels.
(IX) to promote the use of transport science and technology, new technologies, new products, and promote scientific and technological progress in the industry, environmental protection and energy conservation and emission reduction.

(k) Undertake other tasks assigned by the municipal party committee, the municipal people's government and the Provincial Department of Transport (Provincial Transportation and Warfare Office).
