The Beijing Municipal Bureau of Natural Resources and Planning implements the policies and decisions of the Central Committee of the Communist Party of China, the Provincial Committee, and the Municipal Committee regarding natural resources and planning work. In carrying out its duties, it upholds and strengthens the Party's centralised and unified leadership over natural resources and planning work. Its primary responsibilities are:
(1) Exercising the duties of the owner of state-owned natural resource assets, including land, minerals, forests, grasslands, wetlands, and water, as well as the duties of controlling the use of all territorial space. Implementing laws and regulations related to natural resources, territorial space planning, and surveying, formulating relevant policies, and supervising and inspecting their implementation.
(2) Responsible for natural resource surveys, monitoring, and evaluation. Implementing the indicator system and statistical standards for natural resource surveys, monitoring, and evaluation, and enforcing the system for natural resource surveys, monitoring, and evaluation. Conduct basic surveys, special surveys, and monitoring of natural resources. Supervise and manage the results of natural resource surveys, monitoring, and evaluation, and release relevant information. Guide natural resource survey, monitoring, and evaluation work across the city.
(3) Oversee the unified registration of natural resource ownership rights. Implement systems, standards, and norms for the unified registration of ownership rights for various natural resources and real estate, including ownership surveys, real estate surveying, dispute resolution, and application of results. Draft relevant policies and organise their implementation. Establish and improve a unified natural resource and real estate registration information management platform for the entire city. Be responsible for the collection, organisation, sharing, and submission management of natural resource and real estate registration data. Guide and supervise the registration of natural resource and real estate rights throughout the city.
(4) Be responsible for the paid use of natural resource assets. Establish a statistical system for natural resource assets owned by the people and be responsible for the calculation of natural resource assets owned by the people. Compile balance sheets for natural resource assets owned by the people, and enforce assessment standards. Draft and supervise the implementation of relevant work methods for the implementation of policies on the allocation, transfer, leasing, valuation, and land reserve of natural resource assets owned by the people, and reasonably allocate natural resource assets owned by the people. Be responsible for the management of natural resource asset valuation, and collect relevant asset income in accordance with the law.
(5) Be responsible for the rational development and utilisation of natural resources. Implement national and provincial
natural resource development plans, organises the formulation of the city's natural resource development plan, enforces natural resource development and utilisation standards, implements the government-announced natural resource pricing system, organises and conducts natural resource grading and pricing assessments, conducts natural resource utilisation evaluation and assessment, and guides the efficient and intensive use of natural resources. Responsible for natural resource market supervision, organises research on policies and measures related to macroeconomic regulation, regional coordination, and urban-rural integration in natural resource management.
(6) Responsible for establishing and supervising the implementation of the city's spatial planning system. Lead the compilation and implementation of the main functional zone planning, and organise the compilation and supervision of the implementation of territorial space planning and related specialised planning. Conduct evaluations of the suitability of territorial space development, and establish a monitoring, assessment, and early warning system for the implementation of territorial space planning. Organise the demarcation of control lines such as ecological protection red lines, permanent basic farmland, and urban development boundaries, and construct a production, living, and ecological space layout that conserves resources and protects the environment. Implement the territorial space use control system, and research and draft urban and rural planning policies and supervise their implementation. Organise the formulation and implementation of annual plans for the use of land and other natural resources. Be responsible for the conversion of land and other national land space uses. Be responsible for the management of land expropriation and requisition. Perform urban and rural planning management duties in accordance with the law.
(7) Be responsible for coordinating the ecological restoration of national land space throughout the city. Take the lead in organising the compilation of national land space ecological restoration plans and implementing important ecological restoration projects. Be responsible for national land space comprehensive整治, land reclamation and restoration, and mine geological environment restoration and governance. Take the lead in formulating and implementing ecological compensation systems, formulate policies and measures for the rational use of social funds for ecological restoration, and propose important alternative projects.
(8) Be responsible for organising and implementing the strictest system for the protection of arable land. Strictly enforce arable land protection policies and be responsible for the protection of arable land quantity, quality and ecology. Organise and implement the assessment of arable land protection responsibility targets and the special protection of permanent basic farmland. Implement the arable land compensation balance system and supervise the implementation of the arable land compensation system.
(9) Responsible for managing the geological survey industry and geological work. Compile geological survey plans and supervise and inspect their implementation. Manage municipal-level geological survey projects. Organise and implement municipal-level geological mineral exploration special projects. Responsible for the prevention and control of geological disasters, and supervise and manage issues such as excessive groundwater extraction and ground subsidence caused by such extraction. Responsible for the supervision and management of fossilised remains.
(10) Responsible for implementing the requirements of the comprehensive disaster prevention and mitigation plan, organising the compilation of the city-wide geological disaster prevention plan and guiding its implementation, and enforcing national and provincial protection standards. Organise, guide, coordinate, and supervise geological disaster surveys, evaluations, and the census, detailed surveys, and inspections of potential hazards. Guide the conduct of community-based monitoring and prevention, professional monitoring, and early warning and forecasting work, and guide the conduct of geological disaster engineering mitigation work. Provide technical support for geological disaster emergency rescue operations.
(11) Responsible for the management of mineral resources. Responsible for the management of mineral resource reserves and overlying mineral resources. Responsible for the management of mining rights. In conjunction with relevant departments, responsible for the regulation and related management of specific mineral species and advantageous minerals subject to protective mining. Supervise and guide the rational use and protection of mineral resources.
(12) Responsible for surveying and mapping and geographic information management. Responsible for basic surveying and mapping and surveying and mapping industry management. Responsible for surveying and mapping qualifications and credit management, and supervising and managing geographic information security and market order. Responsible for geographic information public service management. Responsible for the protection of surveying and mapping markers.
(13) Promote scientific and technological development in the field of natural resources. In accordance with the strategic plan for scientific and technological innovation and talent cultivation in the field of natural resources, formulate and implement relevant plans and programmes. Implement and supervise the implementation of technical standards, procedures, and specifications. Organise and implement important science and technology projects and innovation capacity building, and promote the informatisation of natural resources and public services for information and data. Carry out relevant work on big data development and application and government data resource management in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources in accordance with the law.
(14) Carry out international exchanges and cooperation in the field of natural resources. Undertake international exchanges and cooperation in the field of natural resources and related foreign-related administrative licensing work.
(15) Based on authorisation, supervise local governments' implementation of major policies, decisions, and laws and regulations of the Party Central Committee, the State Council, the Provincial Party Committee, the Provincial Government, the Municipal Party Committee, and the Municipal Government regarding natural resources and territorial space planning. Investigate and handle major violations of laws and regulations related to the development and utilisation of natural resources, territorial space planning, and surveying and mapping. Guide local administrative law enforcement work.
(16) In conjunction with departmental responsibilities, carry out related work on military-civilian integration, poverty alleviation, and development; be responsible for safety production and fire safety work within this department and industry sector.
(17) Exercise unified leadership and management over the Municipal Forestry Bureau.
(18) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Natural Resources.
