2. Coordinate the planning and development of the cultural, broadcasting, and tourism sectors; formulate development plans and oversee their implementation; promote the integrated development of cultural, broadcasting, and tourism sectors; and advance institutional and systemic reforms in these sectors.
3. Manage major cultural events, guide the construction of key cultural facilities, organise the promotion of the overall image of cultural tourism, promote international and domestic market promotion for the cultural, broadcasting, and tourism industry, formulate tourism market development strategies and organise their implementation, and coordinate the advancement of all-round tourism.
4. Guide and manage the arts sector, guide artistic creation and production, support artistic works that embody the core socialist values and have guiding, representative, and exemplary significance, and promote the development of all categories and forms of art.
5. Be responsible for the development of public cultural undertakings, promote the construction of public cultural service systems and tourism public services, deeply implement cultural welfare projects, and coordinate the standardisation and equalisation of basic public cultural services.
6. Coordinate the scientific and technological innovation and development of the cultural, broadcasting, and tourism industries, and promote the informatisation and standardisation of the cultural, broadcasting, and tourism industries.
7. Responsible for the protection of intangible cultural heritage, promoting the protection, inheritance, popularisation, promotion, and revitalisation of intangible cultural heritage.
8. Drafting development plans for the cultural relics and museum sector, coordinating and guiding cultural relics protection, museum, and archaeological work, and promoting the construction of a public service system for cultural relics and museums. Responsible for the supervision and management of cultural relics and museums. Promote the informatisation and standardisation of cultural relics and museums, and facilitate the conversion of scientific and technological achievements in cultural relics protection.
9. Coordinate the planning of the cultural, broadcasting, and tourism industry, organise and implement surveys, exploration, protection, and utilisation of cultural, broadcasting, and tourism resources, and promote the development of the cultural, broadcasting, and tourism industry.
10. Coordinate the development of ecological tourism, red tourism, and rural cultural tourism, promote cultural tourism poverty alleviation initiatives, and participate in related work related to the rural revitalisation strategy, the ‘Colorful Guizhou Park Province’ initiative, and the ‘China Hot Spring Province’ initiative.
11. Guide the development of the cultural, broadcasting, and tourism market, conduct industry supervision of market operations, promote the construction of a credit system for the cultural, broadcasting, and tourism industry, and regulate the market in accordance with the law.
12. Guide comprehensive law enforcement in the city's cultural market, organise investigations and handling of violations in the city-wide and cross-regional cultural, cultural relics, publishing, broadcasting, television, film, and tourism markets, supervise and handle major cases, and maintain market order.
13. Guide and manage cultural, broadcasting, and tourism exchanges, cooperation, publicity, and promotion, and organise large-scale cultural and tourism exchange activities with foreign countries.
14. Responsible for organising and implementing public service projects and activities, guiding and supervising the construction of broadcasting and television infrastructure, and assisting in the development of broadcasting and television in remote, ethnic minority, and impoverished areas.
15. Responsible for providing business guidance and industry supervision to various broadcasting and television institutions, and managing online audio-visual programme service institutions in collaboration with relevant departments. Implement administrative permits in accordance with the law.
16. Supervise and review the content and quality of broadcasting and television programmes and online audio-visual programmes. Guide and supervise the broadcast of broadcasting and television advertisements.
17. Promote the integrated development of broadcasting and television with new media, new technologies, and new business models, and advance the integration of broadcasting networks, telecommunications networks, and the internet.
18. Drafting science and technology development plans and policies for broadcasting and television and online audio-visual services, and organising their implementation and supervision in accordance with industry technical standards. Supervising the transmission, coverage, monitoring, and safe broadcast of broadcasting and television programmes, and promoting the construction of an emergency broadcasting system. Guiding and coordinating safety and security work within the broadcasting and television system.
19. In conjunction with departmental responsibilities, carrying out related work on military-civilian integration, poverty alleviation, and other areas; Increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; oversee safety production and fire safety within the department and industry sector; comply with regulations regarding the development and application of big data and the management of government data resources, and promote the standardised management, sharing, and openness of departmental government data resources in accordance with the law.
20. Complete other tasks assigned by the Municipal Party Committee, Municipal Government, Provincial Department of Culture and Tourism, and Provincial Radio and Television Bureau.
