Bijie Municipal Health Bureau Functional Information

The Bijie Municipal Health and Health Bureau implements the policies and decisions of the Central Committee of the Communist Party of China, the Provincial Committee, and the Municipal Committee regarding health and health work. In the course of fulfilling its duties, it upholds and strengthens the Party's centralised and unified leadership over health and health work. Its primary responsibilities are:


(1) Implementing laws and regulations related to health and wellness work; formulating policies and plans, and enforcing relevant technical standards and norms. Based on the national and provincial plans for the allocation of health and wellness resources, it compiles and implements the city's health and wellness plan. It formulates and implements policies and measures to promote the equalisation, universality, and convenience of basic public health and wellness services, as well as the extension of public resources to grassroots levels.


(2) Coordinating and promoting the deepening of medical and health system reform, and implementing major policies, measures, and initiatives related to the deepening of medical and health system reform. Organising and implementing comprehensive reforms of public hospitals, promoting the separation of management and operations, improving modern hospital management systems, formulating and implementing policies and measures to promote the diversification of healthcare service providers and delivery methods, and proposing suggestions on medical service and drug pricing policies.


(3) Draft and implement disease prevention and control plans, immunisation plans, and intervention measures for public health issues that seriously endanger people's health. Enforce the list of quarantinable infectious diseases and monitored infectious diseases. Be responsible for health emergency response, and implement the prevention and control of public health emergencies and medical and health rescue for various types of public health emergencies.


(4) Coordinate the implementation of policies and measures to address population ageing, and be responsible for promoting the construction of an elderly health service system and the integration of medical care and elderly care.


(5) Implement national and provincial drug policies and the national and provincial essential medicines system, conduct drug use monitoring, clinical comprehensive evaluations, and shortages of essential medicines, propose recommendations on essential medicines pricing policies, and implement the national and provincial essential medicines list. Organise and conduct food safety risk monitoring and analysis.


(6) Supervise and manage public health matters within its jurisdiction, including occupational health, radiological health, environmental health, school health, public place health, and drinking water health. Supervise the prevention and control of infectious diseases and establish a comprehensive health supervision system.


(7) Supervise the implementation of management measures for medical institutions and the medical services industry, and establish a medical services evaluation and supervision system. Work with relevant departments to implement qualification standards for health and wellness professionals, and organise the implementation of medical service norms, standards, and professional practice rules and service norms for health and wellness professionals.


(8) Be responsible for family planning management and services, conduct population monitoring and early warning, and implement population and family development and family planning-related policies.


(9) Guide health and wellness work across the city, guide the construction of grassroots medical and health care, maternal and child health service systems, and general practitioner teams. Promote the innovative development of health and wellness science and technology.


(10) Responsible for the planning and supervision of social medical institutions.


(11) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; responsible for work safety and fire safety within this department and industry; carry out relevant work related to big data development and application and government data resource management in accordance with regulations, and promote the standardised management, sharing, and openness of departmental government data resources in accordance with the law.


(12) Propose opinions and suggestions on strengthening party building work in hospitals across the city and evaluate the quality of party building work in hospitals.


(13) Guide the business operations of the Municipal Family Planning Association.


(14) Undertake the daily work of the Bijie Municipal Party Committee Health Care Committee, the Bijie Municipal Committee on the Aging, and the Municipal AIDS Prevention and Control Committee, and be responsible for medical and health care support for important meetings and major events.


(15) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Health Commission.
