Main Responsibilities of the Tongren Municipal Medical Security Bureau:
The Municipal Medical Security Bureau implements the policies and decisions of the Party Central Committee, the Provincial Party Committee, and the Municipal Party Committee regarding medical security work. In carrying out its duties, it upholds and strengthens the Party's centralised and unified leadership over medical security work. Its main responsibilities are:
(1) Implementing relevant laws, regulations, and rules on medical security, and drafting local normative documents, plans, and standards for medical insurance, maternity insurance, medical assistance, and other medical security measures.
(2) Organising the formulation and implementation of medical insurance fund supervision and management measures, establishing and improving medical insurance fund safety prevention and control mechanisms, and promoting reforms in medical insurance fund payment methods.
(3) Organising the formulation of medical insurance financing and benefit policies, improving dynamic adjustment and regional balancing mechanisms, coordinating urban and rural medical insurance benefit standards, and establishing and improving a benefit adjustment mechanism commensurate with financing levels. Organising the formulation and implementation of reform plans for the long-term care insurance system.
(4) Implement medical insurance directories and payment standards for pharmaceuticals, medical consumables, medical service projects, and medical service facilities. Determine payment standards for pricing projects related to pharmaceuticals, medical consumables, medical service projects, and medical service facilities in accordance with provincial-level delegation, delegation, or authorisation.
(5) In accordance with provincial-level policies on the liberalisation, delegation, or authorisation of pricing for pharmaceuticals, medical consumables, medical service projects, and medical service facilities, promote the establishment of a market-driven pricing mechanism for social medical services, and establish a price information monitoring and disclosure system.
(6) Formulate and supervise the implementation of policies for the tendering and procurement of pharmaceuticals and medical consumables, and guide the construction of tendering and procurement platforms for pharmaceuticals and medical consumables.
(7) Formulate agreements and payment management measures for designated medical institutions and organise their implementation. Establish and improve a medical insurance credit evaluation system and information disclosure system. Supervise and manage medical service behaviours and medical expenses within the scope of medical insurance coverage. Legally investigate and handle violations of laws and regulations in the medical insurance field.
(8) Be responsible for medical insurance administration, public service system construction, and informatisation. Organise the formulation and improvement of policies for cross-regional medical treatment management and cost settlement. Implement the medical insurance relationship transfer and continuation system. Conduct international cooperation and exchanges in the medical insurance field.
(9) Formulate policies related to medical insurance benefits for retired personnel and supervise their implementation.
(10) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for safety production work within this department and industry sector; carry out relevant work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of departmental government data in accordance with the law.
(11) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Medical Security Bureau.
(12) Adjustment of responsibilities. Transfer the responsibilities for urban employee and urban resident basic medical insurance and maternity insurance from the Municipal Human Resources and Social Security Bureau and its subordinate units, the responsibilities for the new rural cooperative medical care system from the former Municipal Health and Family Planning Commission, the responsibilities for drug and medical service price management from the Municipal Development and Reform Commission, and the responsibilities for medical assistance from the Municipal Civil Affairs Bureau to the Municipal Medical Security Bureau.
(13) Division of responsibilities with the Municipal Health and Health Bureau. The Municipal Health and Health Bureau, the Municipal Medical Insurance Bureau, and other departments shall strengthen institutional and policy coordination in the fields of healthcare, medical insurance, and pharmaceuticals, establish communication and consultation mechanisms, and collaborate to advance reforms, thereby improving the efficiency of medical resource utilisation and the level of medical insurance coverage.
(14) Functional transformation. Improve the unified urban and rural residents' basic medical insurance system and major illness insurance system, establish and improve a multi-tiered medical insurance system covering the entire population and integrating urban and rural areas, continuously enhance medical insurance coverage levels, ensure the rational use and safety of medical insurance funds, advance the ‘three-medicine linkage’ reform in medical care, medical insurance, and pharmaceuticals, and better safeguard the medical needs of the city's residents while alleviating the burden of medical expenses.
