1. Implement and enforce the Party and state's education policies, regulations, and laws; research and draft the city's education development plan, and guide, coordinate, and supervise its implementation.
2. Coordinate and manage the city's basic education work, with a focus on rural education, to promote balanced development of compulsory education, further tilt public education resources toward rural areas, and advance educational equity. Guide and evaluate educational reforms and management in all types of schools at the high school and compulsory education levels across the city; supervise the balanced development of compulsory education and the comprehensive improvement of educational and teaching quality across the city; coordinate the management of private education across the city and coordinate work related to the development of higher education.
3. Vigorous development of vocational education, adhering to an employment-oriented approach, deepening vocational education reforms, striving to improve the educational standards and quality of secondary vocational schools, actively promoting institutional and mechanistic innovations in vocational education, and further enhancing the vitality of vocational education development.
IV. Coordinate the management of education funds within this department, formulate plans and schemes for the procurement of education funds, education allocations, and education infrastructure investment; supervise the procurement and use of education funds across the city; be responsible for issuing various education special funds and formulating the use plan for municipal education surcharges; be responsible for the management of basic construction projects for primary and secondary schools across the city.
5. Guide ideological and political work and moral education in schools of all levels and types across the city; participate in the assessment and adjustment of leadership teams in municipal schools; propose suggestions and plans for the adjustment and reinforcement of leadership teams in municipal secondary schools.
6. Plan and guide physical education, health, arts, legal education, national defence education, drug prevention education, and safety work in primary and secondary schools across the city.
7. Oversee teacher-related work across the city; implement the teacher qualification system; and coordinate the planning of talent team development within the education system.
8. Coordinate the admission and examination work for various types of higher and secondary education; formulate and coordinate the admission plans for secondary vocational schools; manage the academic records and degree certification for secondary vocational schools across the city; guide ordinary universities and secondary specialised schools in conducting graduate employment and entrepreneurship work.
9. Responsible for the statistics, analysis, and publication of basic education information across the city.
10. Undertake the specific tasks of the Municipal Government Education Supervision Committee.
11. Handle other matters assigned by the Municipal Government and the Provincial Department of Education.
