The Tongren Municipal Transportation Bureau is one of the constituent departments of the Tongren Municipal Government, with the following primary responsibilities:
(1) Implementing national and provincial policies, regulations, and laws governing the transportation industry; formulating long-term and annual development plans for the city's highway and waterway transportation sectors and overseeing their implementation; guiding the planning and management of comprehensive transportation hubs; participating in the formulation of other transportation and logistics development plans; fostering and regulating the logistics market; conducting statistical surveys of the highway and waterway transportation sectors; and promoting the development of transportation information technology.
(2) Assume responsibility for regulating the road and waterway transportation markets, formulate relevant policies for road and waterway transportation, and oversee their implementation.
(3) Guide reforms in the transportation industry system; cultivate and manage the transportation market, maintain fair competition in the road and waterway transportation sectors; guide the planning and management of urban and rural passenger transportation and related facilities, manage urban passenger transportation (including public transportation and taxis); guide the optimisation of the transportation industry structure and coordinated development; guide comprehensive transportation law enforcement and team building-related work.
(4) Be responsible for the management of the road and waterway transportation industry, undertake tasks related to road transportation, urban passenger transport, road administration, waterway transportation, and navigation channel administration, including administrative licensing and administrative adjudication; guide safety production, fire safety, and emergency management in the road and waterway transportation industry; be responsible for industry management of the transportation service sector, regulate the transportation of key materials and emergency passenger and cargo transportation, and undertake transportation communication and information work.
(5) Assume responsibilities for transportation wartime preparedness. Draft national defence transportation support plans, coordinate national defence transportation; assume responsibilities for transportation support for military operations within the city and organise national defence transportation team support work; oversee civilian transportation capacity mobilisation for national defence and national defence transportation material reserves and deployment.
(6) Assume responsibility for the supervision of the highway and waterway construction market. Be responsible for the construction, maintenance, technology, quality, and safety supervision of highway and waterway transportation infrastructure, as well as cost management; implement the construction of national key highway and waterway transportation projects; and supervise the use of transportation infrastructure construction funds.
(7) Be responsible for the operation monitoring, coordination, and governance of overloaded and oversized vehicles on the highway and key trunk road networks.
(8) Assume responsibility for waterborne transportation safety supervision. Be responsible for waterborne transportation safety supervision, vessel and waterborne facility inspections, communication and navigation, waterborne firefighting, rescue and salvage, hazardous chemical transportation, prevention of vessel pollution, navigation channel, port, and shoreline management, and oversee the training and assessment of seafarers; be responsible for the inspection and supervision of fishing vessels.
(9) Responsible for the management of the automobile repair market, automobile driving schools and driver training industry, and automobile comprehensive performance testing industry.
(10) Promote new technologies and products in transportation science and technology, and advance technological progress, environmental protection, and energy conservation and emissions reduction in the industry.
(11) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology, enhance innovation capabilities, and provide support for promoting innovation-driven development; be responsible for safety production and fire safety within the department and industry sector; in accordance with regulations, carry out work related to the development and application of big data and the management of government data resources, and legally promote the standardised management, sharing, and openness of departmental government data resources.
(12) Guide and coordinate the management of safety and environmental conditions along railway lines and at civil aviation airports within the city.
(13) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Transportation.
(14) Adjustment of responsibilities. Transfer the transportation preparedness responsibilities of the Municipal Civil Air Defence Office to the Municipal Transportation Bureau. Transfer the fishing vessel inspection and supervision responsibilities of the Municipal Agricultural Commission to the Municipal Transportation Bureau. Reclaim the administrative functions undertaken by subordinate public institutions of the Municipal Transportation Bureau, with other institutional and staffing matters such as name changes to be specified separately.
(15) Functional transformation. Accelerate the construction of an integrated transportation system and improve the coordination mechanism for integrated transportation services. Optimise transportation service methods and promote the coordinated development of urban and rural transportation. Strengthen transportation management and promote the transformation and upgrading of the transportation sector. Strengthen the implementation of transportation safety production responsibility systems. Coordinate the advancement of transportation ‘streamlining administration, delegating power, and improving services’ reforms and the construction of a transportation credit system.
(16) Division of responsibilities. The Municipal Transportation Bureau shall take the lead in establishing a coordination mechanism for the integrated transportation system in collaboration with the Municipal Development and Reform Commission, the Railway Bureau, the Civil Aviation Bureau, the Postal Bureau, and other departments.
