Tongren Municipal Development and Reform Commission Functional Information

The Tongren Municipal Development and Reform Commission is a department of the municipal people's government at the county level. Its primary responsibilities include:


(1) Formulating and implementing national economic and social development strategies, medium- and long-term plans, and annual plans.


(2) Monitoring macroeconomic and social development trends, and assuming responsibility for forecasting, warning, and information guidance.


(3) Compiling and analysing information on fiscal and financial matters.


(4) Guiding, promoting, and coordinating economic system reforms across the city.


(5) Planning major construction projects and the layout of productive forces.


(6) Promoting strategic adjustments to the economic structure.


(7) Coordinating the balanced development of urban and rural areas and regions, and implementing the overall regional development strategy.


(8) Coordinate and promote cooperation and exchange with regions outside the city.


(9) Assume responsibility for maintaining the overall balance of important commodities and implementing macroeconomic regulation.


(10) Ensure policy coordination between social development and national economic development.


(11) Promote the implementation of the sustainable development strategy.


(12) Draft local regulations and policies on national economic and social development, economic system reform, and opening up to the outside world. Guide and coordinate bidding and tendering work across the city in accordance with regulations.


(13) Compile and implement price adjustment reform plans; formulate and implement price policies; manage the prices of commodities and services listed for management by the state, province, and city; monitor and predict the price levels and trends of important commodities and services; and guide the establishment of a price management mechanism for commodities and services subject to market-based pricing.


(14) Be responsible for energy industry management, formulate energy development plans and industrial policies, and organise their implementation.


(15) Draft local regulations and normative documents on grain circulation and material reserve management for the entire city; propose and implement reform plans for the municipal grain circulation and material reserve system; guide the construction of military grain supply teams and supply networks across the city.


(16) Compile the overall demand for military-civilian integration development across the city; organise research and propose strategic plans, medium- and long-term plans, and major policies for military-civilian integration development across the city.


(17) In conjunction with departmental responsibilities, carry out poverty alleviation and related work; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; oversee safety production and fire safety within the department and industry sector; in accordance with regulations, manage big data development and application, as well as government data resource management, and promote the standardised management, sharing, and openness of departmental government data resources in accordance with the law.


(18) Undertake other tasks assigned by the Municipal Party Committee, the Municipal People's Government, and the Provincial Development and Reform Commission.
