Main Functions of the Tongren Municipal Bureau of Agriculture and Rural Affairs (Tongren Municipal Bureau of Rural Revitalisation)
(1) Coordinate research and implementation of development strategies, medium- and long-term plans, and policy measures for ‘agriculture, rural areas, and farmers’ (the ‘three rural issues’) with a focus on rural revitalisation. Draft local regulations and rules related to agriculture, rural affairs, and rural revitalisation. Guide, organise, and conduct comprehensive agricultural law enforcement. Participate in the formulation of policies related to agriculture, including fiscal and tax, pricing, storage and procurement, financial insurance, and imports and exports.
(2) Coordinate the promotion of rural social development, public services, culture, infrastructure, and governance. Lead efforts to improve the rural living environment. Guide the development of rural spiritual civilization and excellent agricultural culture. Oversee agricultural industry safety production.
(3) Be responsible for work related to farmers' contracted land, rural homestead land, rural collective property rights system reform and management. Draft policies to deepen rural economic system reform and consolidate and improve the basic rural operating system. Guide the development of rural collective economic organisations and the management of collective assets. Guide the construction and development of farmers' cooperative economic organisations, agricultural socialised service systems, and new types of agricultural operating entities.
(4) Responsible for consolidating and expanding the achievements of poverty alleviation. Lead efforts to prevent relapse into poverty and provide assistance, organise the formulation of policies for key counties and regions in the rural revitalisation initiative, coordinate east-west collaboration, targeted assistance, and social assistance, and work with relevant departments to implement assessments and evaluations related to consolidating and expanding the achievements of poverty alleviation during the transition period. Guide and supervise the use of central and provincial fiscal funds for rural revitalisation and the implementation of related projects. propose a plan for the allocation of municipal fiscal funds for the transition and promotion of rural revitalisation, and promote the development of rural assistance industries. Undertake routine assistance work for low-income rural populations and establish a long-term assistance mechanism.
(5) Responsible for guiding the development of rural characteristic industries, agricultural product processing, and leisure agriculture, and promoting the extension of the agricultural product industrial chain. Propose suggestions for promoting the circulation of bulk agricultural products and cultivate and protect agricultural brands. Publish agricultural and rural economic information and monitor and analyse the operation of the agricultural and rural economy. Undertake agricultural statistics and agricultural and rural informatisation-related work.
(6) Supervise and manage all agricultural industries, including crop cultivation, animal husbandry, fisheries, agricultural reclamation, and agricultural mechanisation. Guide the production of grain and other agricultural products and promote the construction of a diversified food supply system. Organise the construction of a modern agricultural industrial system, production system, and management system, and guide standardised agricultural production. Supervise and manage fisheries and fishing ports.
(7) Responsible for the supervision and management of agricultural product quality and safety. Organise and carry out agricultural product quality and safety monitoring, traceability, and risk assessment. Work with relevant departments to implement national standards for agricultural product quality and safety. Guide the construction of an agricultural inspection and testing system.
(8) Responsible for the protection of farmland and permanent basic farmland quality and the construction of high-standard farmland. Organise agricultural resource zoning and park development work. Guide the protection and management of agricultural land, fishery waters, and agricultural biological species resources, and be responsible for the protection of aquatic wild animals and plants. Guide the management of agricultural product production environments and clean agricultural production. Guide the development of facility agriculture, ecological循环 agriculture, and water-saving agriculture, as well as the comprehensive development and utilisation of rural renewable energy and the agricultural biomass industry. Lead the management of invasive species.
(9) Be responsible for the supervision and management of agricultural production materials and inputs. Organise the construction of the agricultural production materials market system, draft local standards for agricultural production materials, and supervise their implementation. Implement seed industry revitalisation initiatives. Organise veterinary medical administration, veterinary drug administration, and drug inspection work, and be responsible for the management of licensed veterinarians and the livestock slaughter industry.
(10) Be responsible for agricultural disaster prevention and mitigation, and the control of major crop pests and diseases. Guide the construction of the animal and plant disease prevention and quarantine system, organise and supervise animal and plant disease prevention and quarantine work within the city, and organise epidemic control efforts.
(11) Responsible for agricultural investment management. Propose suggestions for reforming the agricultural investment and financing system. Compile the construction plan for agricultural investment projects arranged by the municipal government, propose suggestions on the scale and direction of agricultural investment and fiscal projects supporting agricultural and rural development, approve agricultural investment projects within the prescribed authority, and be responsible for the arrangement and supervision of funds for agricultural investment projects.
(12) Responsible for organising the formulation of agricultural and rural science and technology development plans and policies. Guide the construction of agricultural industrial technology systems and agricultural technology promotion systems, and organise research on agricultural applied basic and frontier technologies, breakthroughs in key core technologies, technology transfer, and technology promotion. Be responsible for the supervision and management of agricultural genetically modified organism safety and the protection of new agricultural plant varieties.
(13) Guide agricultural and rural talent work. Draft plans for the construction of agricultural and rural talent teams and organise their implementation, guide agricultural education and the development of agricultural vocational skills, and guide the cultivation of high-quality farmers, the training of agricultural science and technology talents, and the training of rural practical talents.
(14) Lead agricultural exchange and cooperation efforts. Handle agricultural foreign affairs, organise agricultural trade promotion and related international exchanges and cooperation, and specifically implement relevant agricultural foreign aid projects.
(15) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, Provincial Rural Work Leading Group Office, and Provincial Department of Agriculture and Rural Affairs (Provincial Rural Revitalisation Bureau).
