Tongren Municipal Ethnic and Religious Affairs Commission Functional Information

The Ethnic and Religious Affairs Commission of Tongren City, abbreviated as the Tongren Ethnic and Religious Affairs Commission, is under the leadership of the United Front Work Department of the Municipal Party Committee and serves as a functional department of the municipal government. Its primary responsibilities include:


(1) Implementing ethnic and religious laws, regulations, rules, and policies; conducting research on ethnic and religious theories, policies, and major issues; compiling and analysing ethnic and religious trends and information; and providing policy recommendations.


(2) Coordinating and promoting the fulfilment of ethnic affairs-related responsibilities by relevant departments, facilitating the implementation and coordination of ethnic policies in economic development and social sectors, and providing professional guidance on ethnic affairs within the government system.


(3) Supervising and inspecting the implementation of policies, safeguarding the legitimate rights and interests of ethnic minorities, legally protecting citizens' freedom of religious belief and normal religious activities, and safeguarding the legitimate rights and interests of the religious community.


(4) Propose work recommendations for coordinating ethnic and religious relations, coordinate and assist in handling major issues in ethnic relations and sudden incidents related to religion, participate in coordinating social stability work in ethnic regions, and maintain ethnic unity and religious harmony.


(5) Draft special plans for ethnic minority affairs and supervise and inspect their implementation, participate in drafting development plans for ethnic minorities and ethnic regions in relevant fields of socio-economic development, promote the establishment and improvement of a comprehensive evaluation and monitoring system for the development of ethnic minority affairs, and advance the construction of ethnic affairs service systems and the informatisation of ethnic affairs management.


(6) Study issues related to the economic development and social affairs of ethnic minorities and ethnic regions, and propose special policy recommendations. Participate in coordinating work related to scientific and technological development and economic and technical cooperation in ethnic regions.


(7) Organise and guide publicity and education work on ethnic and religious policies, laws, regulations, and basic knowledge. Coordinate and guide the implementation of the Law on Regional Ethnic Autonomy, maintain contact with ethnic autonomous areas, organise and guide relevant celebratory activities in ethnic autonomous areas, and organise, host, and guide activities to commend ethnic unity and progress.


(8) Participate in the formulation of plans for the development of ethnic minority talent teams, maintain contact with ethnic minority cadres, and assist relevant departments in the training, education, and utilisation of ethnic minority cadres; be responsible for the training of religious work teams and relevant personnel.


(9) Manage ethnic minority language and script work, guide the translation, publication, and collection, organisation, and publication of ethnic minority language and script materials and ethnic minority ancient texts.


(10) Legally perform duties related to the management of religious affairs, handle major incidents related to religious affairs, prevent illegal and unlawful activities carried out under the guise of religion, resist foreign infiltration activities carried out under the guise of religion, guide district (county) government religious affairs departments in legally performing their management functions, and undertake administrative law enforcement supervision of religious affairs.


(11) Guide religious organisations in conducting activities in accordance with laws and regulations, support religious organisations in strengthening their own development, assist religious organisations in managing religious institutions, promote self-education among religious organisations on patriotism, socialism, support for national unity, and ethnic solidarity, and handle matters and administrative licensing supervision that require government resolution or coordination.


(12) Coordinate exchanges and cooperation in the field of ethnic affairs with foreign countries and Hong Kong, Macao, and Taiwan; be responsible for the foreign affairs management of religious affairs, and organise and guide relevant departments and the religious community in religious exchanges with foreign countries and Hong Kong, Macao, and Taiwan.


(13) In conjunction with departmental responsibilities, be responsible for the safety production and fire safety work of this department and industry sector; carry out relevant work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources in accordance with the law.


(14) Undertake other matters assigned by the municipal people's government and the Provincial Ethnic and Religious Affairs Commission.
