Tongren Municipal Bureau of Commerce Functional Information

I. Departmental Responsibilities


The Tongren Municipal Bureau of Commerce (hereinafter referred to as the Municipal Bureau of Commerce) is a working department of the municipal people's government at the county level. Its primary responsibilities are:


(1) To implement the policies, regulations, and laws of the state and province regarding domestic and international trade, international economic cooperation, and foreign investment; to formulate the city's commerce development plans, regulations, measures, and policies, and to oversee their implementation; Conduct research on trends in regional economic cooperation, modern circulation methods, and circulation system reforms, and provide recommendations.


(2) Promote the adjustment of the city's circulation industry structure; guide reforms in circulation enterprises, the development of commerce and trade services, and community commerce; propose policy recommendations to promote the development of small and medium-sized commerce and trade enterprises; and promote the development of modern circulation methods such as circulation standardisation, chain operations, commercial franchising, logistics distribution, and e-commerce.


(3) Draft the city's domestic trade development plan and promote the development of urban and rural markets; Propose suggestions on guiding domestic and foreign capital towards market system construction; guide the planning of bulk commodity wholesale markets, urban commercial network planning, and commercial system construction; promote rural market system construction and implement the Rural Modern Circulation Network Project.


(4) Lead and coordinate city-wide efforts to rectify and standardise the market economic order, formulate policies to standardise market operations and circulation order; promote credit construction in the business sector, guide commercial credit sales, and establish a market integrity public service platform; Supervise and manage special circulation industries such as auctions in accordance with relevant regulations.


(5) Organise and implement the regulation of the city's important consumer goods markets and the management of the circulation of important production materials; be responsible for establishing and improving the emergency management mechanism for the supply of essential consumer goods, monitor and analyse market operations and commodity supply and demand conditions, investigate and analyse commodity price information, and conduct forecasting, early warning, and information guidance; be responsible for the management of important consumer goods reserves and market regulation in accordance with the division of labour, and supervise and manage the circulation industries of finished oil, bulk cement, and food and drugs in accordance with relevant regulations.


(6) Implement national import and export commodity management methods, processing trade management methods, and import and export management commodity and technology directories; formulate policies and measures to promote the transformation of foreign trade growth patterns; implement city-wide import and export volume plans for important industrial products, raw materials, and important agricultural products; coordinate bulk import and export commodities with relevant departments; and guide trade promotion activities and the construction of foreign trade promotion systems.


(7) Be responsible for implementing trade policies on foreign technical trade, import and export controls, and encouraging the import and export of technology and complete sets of equipment; promote standardisation in import and export trade; supervise the introduction of technology, import of equipment, and export of technologies restricted by the state in accordance with the law; and issue import and export licences related to national security, such as non-proliferation licences, in accordance with authorisation.


(8) Take the lead in formulating the city's service trade development plan and carry out related work; Collaborate with relevant departments to formulate city-wide plans and policies to promote the development of service exports and service outsourcing, and organise their implementation; promote the construction of service outsourcing platforms.


(9) Coordinate city-wide efforts related to anti-dumping, anti-subsidy, safeguard measures, and other issues concerning fair trade in imports and exports; establish a fair trade warning mechanism for imports and exports, and assist in foreign trade investigations and industrial damage investigations in accordance with the law; guide and coordinate industrial security response efforts and the defence against anti-dumping, anti-subsidy, and safeguard measures imposed by foreign countries on the city's export commodities.


(10) Guide and coordinate foreign investment work across the city, formulate city-wide foreign investment policies and reform plans, and organise their implementation; approve the establishment and changes of foreign-invested enterprises in accordance with the law; approve the contracts and articles of association of major foreign investment projects and major changes subject to special legal provisions in accordance with the law; supervise and inspect the implementation of relevant laws, regulations, rules, and contracts and articles of association by foreign-invested enterprises, and coordinate the resolution of related issues; guide investment promotion and foreign enterprise review work, and standardise investment promotion activities; Guide the work of economic and technological development zones across the city.


(11) Be responsible for foreign economic cooperation work across the city, implement foreign economic cooperation policies; manage and supervise foreign contracting projects, foreign labour cooperation, etc. in accordance with the law; take the lead in protecting the rights and interests of overseas labour dispatch and overseas employment personnel; implement management measures and specific policies for overseas investment, and be responsible for the reporting work of domestic enterprises establishing overseas enterprises (excluding financial enterprises); centrally manage efforts to secure overseas grant aid.


(12) Implement the policies and guidelines of the State and provincial governments regarding port-related work, draft port management regulations and related documents for the city, and oversee their implementation; manage and coordinate port-related work across the city, and plan the informatization of port management across the city.


(13) Guide the informatization of the city's commerce system; implement laws, regulations, and policies related to the use of e-commerce to expand domestic and international markets; and promote the healthy development of e-commerce.


(14) Guide and organise talent training across the city's commerce system.


(15) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for safety production and fire safety work within this department and industry sector; carry out relevant work related to big data development and application and government data resource management in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources within this department in accordance with the law.


(16) Complete other tasks assigned by the Municipal Party Committee, the Municipal People's Government, and the Provincial Department of Commerce.


II. Internal Organisations


(1) Office. Responsible for daily administrative work such as document processing, meetings, confidential matters, archives, security and confidentiality, petitions, and supervision and enforcement; responsible for government information disclosure, news publicity, social governance, family planning, and the compilation and printing of yearbooks, historical records, and major event chronicles; responsible for the construction of various administrative management systems, public property management, logistics support, and reception services; Handles suggestions from People's Congress representatives and proposals from CPPCC members; organises the drafting of important documents, reports, and speeches by leaders; organises the compilation and publication of the annual report on the development of commerce in the city; is responsible for the construction and maintenance of the agency's electronic government website, manages government data resources, and maintains the agency's office automation system and other application systems; compiles and reports the budget and final accounts of this department; is responsible for the use, management, and accounting of various business funds and special funds within the system; handles matters related to medical insurance, housing provident fund, and wages for agency staff; Handling procurement procedures for agency materials; responsible for internal audits and performance management within the agency.


(2) Administrative Approval Division (Policy and Law Division). Organising the drafting of normative documents for city-wide commerce management, and reviewing relevant normative documents; coordinating, expediting, and supervising administrative approvals, administrative services, and domestic and international trade projects; Handle administrative litigation cases and oversee the implementation of laws and regulations within the commerce system; guide the restructuring of the bureau's affiliated enterprises; participate in the China (Guizhou) International Wine Expo; Draft development strategies and plans for domestic and international trade and international economic cooperation across the city; study trends in economic globalisation, regional economic cooperation, modern market systems, and modern circulation methods, and propose policy recommendations; study the city's expansion of openness and reforms to the domestic and international trade circulation system, and provide opinions and suggestions on major issues; Analysing the operation of commerce, studying major issues in the operation and structural adjustment of commerce, and proposing relevant policy recommendations; undertaking major research projects assigned by higher-level departments and organising and implementing important research projects in the field of commerce; analysing the city's domestic and international trade and international economic cooperation situation, and proposing comprehensive policy recommendations to improve the modern market system; drafting policies to regulate market order, standardising the transaction behaviour of commerce and trade enterprises, and promoting fair transactions and orderly competition; Promote administrative law enforcement in the commerce sector, draft relevant systems to standardise law enforcement, and conduct law enforcement inspections; Promote integrity-building in the commerce sector, commercial credit sales, and credit services, formulate development plans, draft relevant regulations and standards, implement credit-based classification supervision in commerce, and establish a public service platform for market integrity; Undertake work related to food safety in the circulation sector, promote the construction of a traceability system, manage pharmaceutical circulation according to division of responsibilities, and lead comprehensive work; Promote business administrative law enforcement, conduct law enforcement inspections and oversee major cases, and build and manage a market order reporting and complaint service network; standardise the transactional behaviour of commerce and trade enterprises, promote the orderly development of various forms of non-store sales, oversee direct sales management, and promote the orderly development of special circulation industries; supervise and manage auctions, second-hand goods circulation, duty-free shops, and other sectors in accordance with relevant regulations; promote green circulation development, advance recycling of renewable resources, and energy conservation and emissions reduction in the circulation sector; and be responsible for safety production and fire safety within this department and industry sector.


(3) Market System Construction Division. Organise the formulation of policies and regulations to promote the construction of the city's market system, and promote the establishment and improvement of a unified, open, competitive, and orderly modern market system; organise the formulation of the city's domestic trade development plan; guide the construction of circulation service systems for bulk commodity wholesale markets and important commodities such as automobiles; Promote the standardisation of various commodity markets; propose policies to guide domestic and foreign capital investment in market system construction, standardise market access procedures for commercial investment, implement major investment projects in market system construction funded by fiscal funds, and approve feasibility studies and project approvals for foreign-invested commercial projects; promote the healthy and orderly development of urban commerce, guide the formulation, implementation, and construction of urban commercial networks and community commerce, and standardise the construction of large-scale commercial projects and circulation infrastructure in cities; Strengthen the construction of infrastructure such as agricultural product markets and cold chain logistics, promote the connection between production and sales and the integration of agricultural products and supermarkets, advance the construction and upgrading of rural market systems, and cultivate and develop rural markets; formulate policies to expand channels for the processing and sales of agricultural products, improve rural commercial facilities, and stimulate rural consumption; implement rural chain operations and establish a modern circulation network system; Lead the construction and improvement of the internal trade market organisation system within the city, promote the development of market entities, promote modern circulation methods, and cultivate and guide intermediary organisations in the commerce and circulation industry; propose relevant plans and standards for the development of the circulation industry, and formulate relevant policies; promote circulation standardisation and technological progress in the circulation industry, lead the coordination of circulation industry standard-related work, and promote the application of circulation technology and modernisation; promote the development of modern circulation methods such as chain operations, and be responsible for the management of commercial franchising; Establish a public service system for small and micro circulation enterprises to promote the development of small and medium-sized commerce and trade enterprises; advance the construction of a commerce and logistics system to promote the development of new business models such as logistics processing and supply chain management; implement national and provincial policies and standards for e-commerce development, formulate and implement the city's e-commerce development strategy and policy measures; promote the development of e-commerce transactions, online retail, and e-commerce services, support e-commerce applications for small and medium-sized enterprises, and promote the healthy development of consumer-oriented e-commerce such as online shopping; advance e-commerce into communities and demonstration creation work; Create a development environment for ‘Internet+circulation’ and promote the integration of online and offline interactions; promote the construction of an e-commerce service system and achieve the sharing of resources such as customers, logistics, inventory, and data; coordinate the development of rural e-commerce in our city and promote the construction of rural markets and agricultural product circulation systems related to e-commerce; guide and promote the construction of e-commerce clouds and promote the development of big data in commerce in our city; guide the construction of e-commerce platforms, parks, bases, and demonstration projects throughout the city, promote the application of e-commerce in various industries, and carry out e-commerce market supervision; Be responsible for e-commerce industry statistics, monitoring, and analysis in our city; be responsible for e-commerce and commerce-related information technology training throughout the city.


(4) Market Operations Division. Research and propose policy recommendations on market operations regulation and consumption promotion, draft relevant laws, regulations, plans, and standards, formulate related policies, and organise their implementation; take the lead in building and improving the city's domestic trade market regulation system, be responsible for market statistics, monitoring, regulation, and management of important commodity circulation, stabilise the market, and expand consumption; Organise market operation monitoring and domestic trade industry statistics, establish a statistical and monitoring system, monitor and analyse market operation and commodity supply and demand conditions, investigate and analyse commodity price information and industry development conditions, conduct forecasting, early warning, and information guidance; implement important consumer goods market regulation, establish and improve the emergency management mechanism for the supply of essential living necessities, and be responsible for the reserve management of important commodities (such as meat, border-area tea, packaged food, and factory-produced silk) according to division of labour; Be responsible for the operation of the market for important production materials, coordinate and resolve major issues related to commodity market operations, manage the circulation of petroleum products and lead comprehensive work according to responsibilities; Be responsible for the management of the circulation of important commodities and industry coordination, manage the circulation of silk and lead comprehensive work according to responsibilities, and undertake the management of the supply and coordination of ‘vegetable basket’ commodities; Coordinate consumption promotion work in the commerce sector, propose work measures and policy recommendations for promoting consumption in the commerce sector; be responsible for industry management of commerce and services (catering, accommodation, resident services, and related production and living services), summarise and analyse the operation and development of commerce and services, and propose relevant opinions and suggestions; Draft policies for automobile circulation (new and used vehicles) and implement them; supervise and manage the automobile circulation industry in accordance with relevant regulations; guide the management of scrapped automobiles; oversee the updating of old automobiles; and regulate automobile and building materials markets.


(5) Foreign Economic Affairs Division (Cross-border E-commerce Division). Drafts and implements development plans for the city's foreign investment and economic cooperation; oversees the reporting, supervision, and management of the city's enterprises' foreign investment (excluding financial sectors), engineering contracting, design consulting, labour cooperation, etc.; Responsible for the qualification certification and supervision and management of overseas employment vocational introduction agencies in our city; responsible for overseas safety protection and emergency response for foreign investment and economic cooperation, and coordinating the protection of the rights and interests of overseas labour dispatch (including overseas employment personnel) from our city; Monitor and analyse the operational situation of foreign investment and economic cooperation in our city, and undertake statistical work on foreign direct investment, overseas contracting projects, and overseas labour cooperation in our city; guide and manage national foreign aid projects involving our city and the export of complete sets of equipment; Guiding and coordinating the relevant work of our city's overseas economic and trade cooperation zones; undertaking the relevant management affairs of economic and technical cooperation with international organisations such as the United Nations, and responsible for accepting international multilateral and bilateral grant aid; undertaking the promotion of overseas investment and economic cooperation, and organising training related to overseas investment and economic cooperation; Be responsible for the construction of the international trade promotion system, compile the city's development plan for expanding international markets, issue the key exhibition plan for expanding international markets and guide its implementation; be responsible for the introduction and follow-up services for key domestic and foreign trade enterprises, and propose policy measures for the integrated development of domestic and foreign trade; guide and coordinate trade promotion activities such as import and export commodity fairs, exhibitions, expositions, and trade negotiations held by the city domestically and internationally, and work with relevant departments to study and promote various new trade methods; Promote the registration of overseas trademarks and enterprise quality system certification for import and export enterprises in the city, be responsible for the creation and cultivation of independent export brands, and guide enterprises in developing diversified international markets. Guide the filing and registration of foreign trade operators; undertake foreign trade policy, business consultation, and business training work; be responsible for the management of approval documents for overseas (border) missions of trade delegations in the city; be responsible for formulating foreign trade development plans and proposing policy recommendations for foreign trade development; Establish and improve the foreign trade statistics system, analyse and study foreign trade operation dynamics and development trends, and undertake foreign trade operation monitoring, early warning, and statistics work; Implement the import and export commodity directory, compile and implement annual plans for import and export commodity quotas and tariff quotas, implement import and export commodity quota bidding policies, and undertake the implementation of total import and export plans for important industrial products, raw materials, and important agricultural products, and coordinate bulk import and export commodities in collaboration with relevant departments; Implement policies related to the import and export of machinery and electrical products, high-tech products, and the export of complete sets of equipment; oversee, supervise, and manage international bidding activities for machinery and electrical products; implement import and export policies for resource-based products and key managed commodities, as well as the qualification standards for supplying enterprises, and organise their implementation; oversee the processing trade industry in our city.
