Qiandongnan Prefecture Housing and Urban-Rural Development Bureau Functional Information

Main Responsibilities of the Housing and Urban-Rural Development Bureau of Qiandongnan Prefecture:

(1) Implement housing security and urban-rural development administrative management policies, regulations, and laws and regulations.


(2) Assume responsibility for ensuring housing for urban low- and middle-income families. Implement national and provincial housing security policies and provide guidance on their implementation; collaborate with relevant departments to formulate plans and annual schedules for public rental housing and urban slum renovation, and provide guidance on their implementation; collaborate with relevant departments to arrange and guide the implementation of national and provincial funds allocated for urban affordable housing projects.


(3) Assume the responsibility of regulating the order of housing and urban-rural development management. Draft local regulations and relevant policies on housing and urban-rural development; be responsible for supervising and defending against administrative enforcement actions in housing and urban-rural development; handle relevant administrative licensing matters; guide the implementation of industry system reform; and guide the legal system construction and popularization of laws and regulations within the housing and urban-rural development system across the prefecture.


(4) Implement national and provincial technical standards for the engineering construction industry. Organize the implementation and promotion of standardized design manuals for engineering construction standards; implement unified engineering cost estimation standards and methods across the province; guide the review of fire safety designs for construction projects; and supervise the implementation of various engineering construction standards, specifications, and cost estimation standards. Implement the engineering cost management system and guide engineering cost management work throughout the prefecture; be responsible for organizing the release of engineering cost information and mediating engineering cost disputes; supervise the implementation of regulations and systems for the filing of bid control prices, contract prices, and final settlement prices for relevant engineering construction projects.


(5) Assume responsibility for regulating the real estate market order and supervising and managing the real estate market. Implement real estate market supervision policies; draft industry development plans for the real estate sector; organize and implement regulations and systems for real estate market development, real estate development, housing leasing, real estate appraisal and brokerage management, property management, housing expropriation, and urban hazardous housing safety management; review qualifications related to the real estate industry; implement and formulate housing transaction policies, establish housing transaction regulations and systems, and supervise their enforcement; and establish a personal housing information system.


(6) Assume responsibility for guiding urban and rural construction management. Guide the construction, safety, and emergency management of urban public utilities; guide and supervise the construction and management of urban underground pipeline facilities; guide and supervise the management of urban gas facility construction, maintenance, and operations, and undertake pre-project review and operational licensing approval management for urban pipeline gas projects; implement policies for village and town construction; guide the construction of village and town infrastructure projects; guide urban management work, and propose policy recommendations on major issues in housing and urban-rural development.


(7) Undertake the coordination of traditional village protection and development policies across the prefecture, draft policy documents on the protective development of traditional villages, and implement them; provide preliminary opinions on the selection of project sites for traditional village implementation plans and construction land across the prefecture; and oversee and guide rural housing renovation projects across the prefecture.


(8) Oversee the supervision and management of the construction industry throughout the prefecture. Draft industry development plans for engineering construction, survey and design, the construction industry (including indoor and outdoor architectural decoration and renovation, as applicable), and construction engineering services throughout the prefecture, and organize their implementation in accordance with relevant laws and regulations; coordinate the participation of engineering survey and design consulting institutions and construction companies in engineering contracting and construction labor cooperation.


(9) Supervise and manage the construction market and regulate the behavior of all market participants. Guide and supervise construction activities throughout the prefecture; oversee bidding activities for housing construction and municipal engineering projects throughout the prefecture; guide the certification of third-level qualifications and safety production permits for construction enterprises in model counties; implement regulations governing the behavior of all market participants, bidding for housing and municipal engineering projects, survey and design, construction supervision, construction permits, project management, engineering guarantees, and engineering risks; and oversee the construction of a credit system for the construction market throughout the prefecture.


(10) Assume responsibility for the supervision and management of the quality and safety of housing and municipal engineering projects designated by the state government. Implement regulations on construction engineering quality, safety production, and completion acceptance filing; guide emergency management for construction production safety accidents in housing and municipal engineering projects across the state; organize and participate in investigations and handling of construction engineering quality and safety accidents; implement technical standards for the construction industry and engineering survey, design, and consulting industries; guide seismic resistance design work for housing buildings and their ancillary facilities, as well as urban municipal facilities.


(11) Assume responsibility for promoting building energy conservation and wall material innovation in the construction industry. Organize and implement science and technology development plans and policies for housing and urban-rural development; formulate and implement science and technology project plans in the construction sector; organize and implement key building energy conservation projects; be responsible for the conversion of scientific and technological achievements and the promotion and application of new technologies in the construction sector; Provide guidance on building energy conservation throughout the prefecture and the promotion and application of building energy conservation products; be responsible for the recognition, preliminary review, and promotion and application of new wall materials; be responsible for the registration of survey and design contracts for key projects designated by the prefectural government, and the clearance and refund of prepaid wall material reform funds for projects that have been expropriated.


(12) Work with relevant departments to compile the recent construction plans and annual plans for housing and urban-rural infrastructure throughout the prefecture; be responsible for statistical management work in the housing and urban-rural development system; Supervise the use and management of state-level housing and urban-rural construction special funds; conduct international exchanges and cooperation in the field of housing and urban-rural construction.


(13) Be responsible for the supervision and management of housing provident funds. Collaborate with relevant departments to formulate housing provident fund policies and development plans and organize their implementation; establish systems for the collection, use, management, and supervision of housing provident funds and organize their implementation; supervise the management, use, and safety of housing provident funds and other housing funds across the state, and manage the housing provident fund information system.


(14) Comprehensive management of education and training in the construction industry; formulate and implement development plans for education and talent development in the construction industry; implement industry-specific occupational (employment, professional) standards; handle applications for professional technical titles in construction engineering; guide and organize continuing education, occupational (employment, professional) qualification training, examinations, certification, and registration management for professional technical personnel in the construction industry; guide the work of housing and urban-rural development industry associations in the state.


(15) Responsible for the collection and utilization of housing and urban-rural development-related information and technical consulting services; responsible for electronic government affairs and urban construction archives within the housing and urban-rural development system.


(16) Responsible for business guidance, coordination, supervision, inspection, evaluation, and personnel training regarding the operation and management of urban infrastructure and municipal public utilities, urban appearance and environmental sanitation management, landscaping and greening management, and comprehensive administrative law enforcement across the prefecture.


(17) Responsible for providing business guidance, coordination, supervision, inspection, evaluation, and personnel training for the expansion of comprehensive law enforcement beyond the scope of urban management comprehensive law enforcement in counties (cities).


(18) Responsible for investigating and handling cross-regional and major complex cases of violations and illegal activities, as well as cases assigned by higher-level authorities for supervision and inspection; and proposing policy recommendations on major issues related to urban management comprehensive law enforcement.


(19) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for work safety and fire safety within this department and industry sector; carry out relevant work related to big data development and application and government data resource management in accordance with regulations, and promote the standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(20) Undertake other tasks assigned by the State Party Committee, State Government, and Provincial Department of Housing and Urban-Rural Development.


(21) Adjustment of responsibilities.


1. Transfer the responsibilities for urban and rural planning management, including town and village planning management, throughout the state to the State Natural Resources Bureau.


2. Transfer the responsibilities for the protection, application, and planning of national and provincial scenic spots throughout the state, as well as other scenic spot management responsibilities, to the State Forestry Bureau.


3. Transfer the responsibilities for the investigation, assessment, application, protection, monitoring, and approval of world heritage resources throughout the state, as well as the training of personnel responsible for heritage work, to the State Forestry Bureau.


4. Transfer the State Public Security Bureau's responsibilities for guiding the review of fire safety designs for construction projects to the State Housing and Urban-Rural Development Bureau (State Urban Management Comprehensive Administrative Law Enforcement Bureau).


5. Transfer the administrative responsibilities of the State Housing Provident Fund Management Center to the State Housing and Urban-Rural Development Bureau (State Urban Management Comprehensive Administrative Law Enforcement Bureau).


6. The administrative responsibilities previously undertaken by the State Socialist New Rural Construction Office (Qianxinan Prefecture Ecological Civilization Construction Pilot Zone Leading Group Office, Qianxinan Prefecture Village Protection and Construction Center) shall be transferred back to the bureau. The State Socialist New Rural Construction Office (Qianxinan Prefecture Ecological Civilization Construction Pilot Zone Leading Group Office, Qianxinan Prefecture Village Protection and Construction Center) shall be dissolved.


7. The administrative responsibilities previously undertaken by other public institutions under the State Housing and Urban-Rural Development Bureau (State Urban Management Comprehensive Administrative Law Enforcement Bureau) shall be transferred back to the bureau. Matters related to name changes and other institutional restructuring issues shall be addressed separately.


(22) Division of responsibilities. For comprehensive law enforcement in urban management that is not included in the scope of cross-departmental and cross-sectoral comprehensive law enforcement, but is implemented within the scope of a single department (such as market regulation, ecological environment, cultural markets, transportation, agriculture, etc.), it will continue to be supervised by the relevant state-level business
