(1) Responsible for emergency management across the prefecture, guiding counties (cities) and units in responding to sudden incidents such as work safety-related and natural disaster-related incidents, as well as comprehensive disaster prevention, mitigation, and relief efforts. Responsible for comprehensive supervision and management of work safety across the prefecture, as well as supervision and management of work safety in the mining, commerce, and trade industries.
(2) Drafting policies and measures related to emergency management and work safety across the prefecture, organizing the compilation of plans for emergency system construction, work safety, and comprehensive disaster prevention, mitigation, and relief across the prefecture.
(3) Guide the construction of the state's emergency response plan system, establish and improve a graded response system for accidents, disasters, and natural disasters, organize the compilation and implementation of the state's overall emergency response plan and specialized plans for work safety and natural disasters, coordinate the integration of emergency response plans, organize drills, and promote the construction of emergency shelters.
(4) Lead the establishment of a unified emergency management information system for the entire prefecture that is compatible with the national and provincial emergency management information systems, plan and layout information transmission channels, establish a monitoring, warning, and disaster reporting system, improve the mechanism for obtaining and sharing natural disaster information resources, and uniformly release disaster information in accordance with the law.
(5) Organize, guide, and coordinate emergency rescue efforts for sudden incidents such as work safety incidents and natural disasters across the prefecture. Serve as the working body for the prefectural government's command center for responding to major disasters, conduct comprehensive assessments of the development trends of sudden incidents and provide recommendations for response, and assist the responsible officials designated by the prefectural Party committee and government in organizing emergency response efforts for major disasters.
(6) It shall uniformly coordinate and command all types of emergency professional teams throughout the prefecture, establish an emergency coordination and linkage mechanism, promote the integration of command platforms, and coordinate the participation of the People's Liberation Army and Armed Police Forces stationed in Qiandongnan in emergency rescue operations.
(7) It shall oversee the construction of emergency rescue forces throughout the prefecture, and be responsible for the construction of specialized emergency forces for firefighting, forest and grassland fire suppression, flood control and rescue, earthquake and geological disaster rescue, and production safety accident rescue in accordance with regulations. Manage the prefectural-level comprehensive emergency rescue teams in accordance with regulations, and guide the construction of emergency rescue forces in counties (cities) and social emergency rescue forces.
(8) Be responsible for fire safety work across the prefecture in accordance with regulations, and organize and guide fire safety supervision, fire prevention, and firefighting work.
(9) Guide and coordinate the prevention and control of forest and grassland fires, floods and droughts, earthquakes, and geological disasters, be responsible for comprehensive monitoring and early warning of natural disasters, and guide the conduct of comprehensive risk assessments for natural disasters. Undertake the daily work of the State Flood Control and Drought Relief Command and the State Forest Fire Prevention Command.
(10) Organize and coordinate disaster relief work across the state; organize and guide disaster assessment, loss evaluation, and disaster relief donation work; manage, allocate, and supervise the use of central, provincial, and state-level disaster relief funds and materials; undertake the daily work of the State Disaster Reduction Committee.
(11) Exercises comprehensive supervision and management authority over work safety throughout the prefecture in accordance with the law. Guides, coordinates, and supervises work safety efforts by relevant prefectural departments and counties (cities); undertakes the daily operations of the Prefectural Work Safety Committee.
(12) In accordance with the principles of graded and local jurisdiction, supervises and inspects the implementation of work safety laws, regulations, and rules by industrial, mining, commercial, and trade production and operation units, as well as their work safety conditions, equipment (excluding special equipment), materials, and labor protective equipment management. Organize and supervise the implementation of the work safety access system in accordance with the law; be responsible for the review, approval, and related coordination of work safety administrative licensing matters; organize the assessment of work safety knowledge and management capabilities of the principal responsible persons and work safety management personnel of high-risk industry production and operation units within its jurisdiction in accordance with the law. Be responsible for comprehensive work safety supervision and management of hazardous chemicals and the registration of hazardous chemicals throughout the state; be responsible for work safety supervision and management of fireworks and firecrackers.
(13) Organize and guide the investigation and handling of production safety accidents in accordance with the law, and supervise the implementation of accident investigations and accountability measures; organize and conduct investigations and assessments of natural disaster-related emergencies.
(14) Draft and implement plans for emergency material reserves and emergency rescue equipment across the prefecture; collaborate with the State Development and Reform Commission and other departments to establish and improve an emergency material information platform and allocation system, and coordinate the distribution of emergency materials during disaster relief operations.
(15) Responsible for emergency management, work safety, and comprehensive disaster prevention and mitigation publicity, education, and training; organize and guide scientific and technological planning research, promotion and application, and informatization construction in emergency management, work safety, and comprehensive disaster prevention and mitigation.
(16) Draft science popularization and publicity plans and policies for earthquake disaster prevention and mitigation. Draft earthquake disaster prevention and mitigation plans and policies, and organize their implementation. Be responsible for planning and managing the state's earthquake monitoring network (stations) and earthquake digital information systems, strengthen earthquake monitoring across the state, collaborate with relevant departments to legally protect earthquake monitoring facilities and observation environments, supervise and manage seismic design requirements for construction projects within the administrative region, collaborate with relevant departments to organize earthquake disaster investigations and loss assessments; participate in the formulation of reconstruction plans for earthquake-affected areas, and be responsible for quality and technical supervision and management in the earthquake industry.
(17) In accordance with the decisions and deployments of the State Party Committee, the State Government, and the Provincial Department of Emergency Management, engage in cross-regional exchanges and cooperation in emergency management and emergency rescue.
(18) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology to enhance scientific and technological innovation capabilities. Provide support for the promotion of innovation-driven development; in accordance with regulations, carry out work related to the development and application of big data and the management of government data resources, and legally promote the standardized management, sharing, and openness of departmental government data resources.
(19) Complete other tasks assigned by the State Party Committee, State Government, and Provincial Emergency Management Bureau.
