Qiannan Prefecture Education Bureau Functional Information

I. Implement the Party and state's educational policies, laws, and regulations; research and formulate the state's education development plan; guide, coordinate, and supervise its implementation; and draft normative documents related to education.


II. Strengthen the coordinated management of basic education across the state. Prioritize rural education to advance balanced compulsory education development, promote further allocation of public educational resources toward rural and ethnic areas, enhance educational equity, and elevate compulsory education standards; accelerate the development of secondary education.


III. Fully implement quality education. Deepen reforms in basic education, effectively reduce academic burdens on primary and secondary students, strengthen moral education in schools, and guide monitoring of compulsory education standards and quality.


IV. Vigorously develop vocational education. Adhere to employment-oriented approaches, deepen vocational education reforms, promote industry-education integration, enhance the quality and standards of vocational schools, advance institutional innovation in vocational education, and further invigorate its development.


V. Coordinate management of prefectural-level higher education, secondary vocational education, general high school education, and privately-run secondary vocational and general high school education. Review and approve the establishment and changes of private secondary schools within jurisdictional authority. Guide teaching reforms in secondary vocational schools and general high schools.


VI. Coordinate management of education funding at this level. Raise education funds in accordance with policies and regulations, coordinate educational appropriations, and plan and implement educational infrastructure investments. Assist in managing ethnic education funding and coordinate educational assistance to ethnic regions. Supervise the raising and use of education funds throughout the prefecture, manage domestic and international educational assistance and loans to the prefecture, and be responsible for the statistics, analysis, and release of basic education information for the prefecture, as well as the opening and construction of information systems.


VII. Coordinate and guide ethnic minority education, and coordinate educational assistance for ethnic minorities and ethnic regions.


VIII. Strengthen the overall planning, comprehensive coordination, and guidance of private education; implement policies and measures to promote private education development; standardize school operations to foster the healthy development of private education; undertake administrative licensing, penalties, inspections, reconsideration, and litigation for private education.


IX. Guide Party building and united front work in prefectural schools, as well as ideological, political, and moral education in schools at all levels and types; assist in strengthening cadre development in prefectural schools.


X. Guide and oversee financial supervision, auditing, and Party discipline inspection and administrative oversight in relevant schools and units across the prefecture's education system.


XI. Plan and guide legal education, physical education, health education, arts education, and national defense education in primary and secondary schools throughout the prefecture.


XII. Organize and guide the implementation of the teacher qualification system and staffing standards for schools at all levels; coordinate talent development planning for the education system; exercise management responsibilities including teacher qualification certification, recruitment, position evaluation and appointment, training, and assessment in accordance with the law.


XIII. Coordinate management of enrollment examinations for secondary education throughout the prefecture; formulate enrollment plans for various secondary schools; oversee student registration and academic credential management for secondary schools; guide employment and entrepreneurship initiatives for graduates of prefecture-affiliated higher education institutions and secondary vocational schools.


XIV. Plan and guide natural science, philosophy, and social science research within the education system; coordinate and support technology promotion, scientific achievement transformation, and industry-academia-research collaboration in higher education institutions; coordinate and guide schools in implementing research projects and assist in developing national and provincial key disciplines at higher education institutions.


XV. Coordinate, manage, and guide international exchanges, cooperation, and Chinese language teaching for foreigners within the education system.


XVI. Undertake the specific duties of the Prefectural People's Government Education Supervision Committee and the Prefectural Language and Script Work Committee.


XVII. In accordance with departmental responsibilities, advance work related to military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and support innovation-driven development; oversee production safety and fire safety within the department and its sector; manage big data development and application as well as government data resource management in accordance with regulations, promoting the standardized management, sharing, and openness of departmental government data resources.


XVIII. Complete other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and Provincial Department of Education.


XIX. Adjustment of Responsibilities. Administrative duties previously undertaken by subordinate public institutions shall be reassigned to the Prefectural Education Bureau.
