Qiannan Prefecture Bureau of Science and Technology

(1) Formulate and implement policies and measures for innovation-driven development, as well as plans and policies for scientific and technological advancement and the introduction of foreign expertise.

(2) Coordinate the advancement of innovation system construction and reform of the science and technology system. Collaborate with relevant departments to improve incentive mechanisms for technological innovation. Optimize the research system, guide the reform and development of research institutions, promote the enhancement of corporate technological innovation capabilities, and advance the establishment of major science and technology decision-making consultation systems.

(3) Lead the establishment of a unified science and technology management platform and mechanisms for coordinating, evaluating, and supervising research project funding. Collaborate with relevant departments to propose policy measures for optimizing the allocation of science and technology resources, promote the development of a diversified science and technology investment system, coordinate the management of prefectural-level fiscal science and technology programs (special projects, funds, etc.), and oversee their implementation.

(4) Draft plans and policies for basic research and organize their implementation, coordinating basic and applied basic research. Develop construction plans for science and technology innovation bases and oversee their implementation. Participate in formulating science and technology infrastructure construction plans and monitor their execution. Promote the development of research conditions and the open sharing of science and technology resources.

(5) Oversee the aggregation, management, application, and open sharing of scientific data across the prefecture.

(6) Compile prefectural-level science and technology project plans and oversee their implementation. Coordinate the advancement of research and innovation in key common technologies, frontier leading technologies, modern engineering technologies, and disruptive technologies. Lead the organization of major technological breakthroughs and the application demonstration of achievements. Coordinate participation in international large-scale scientific programs and projects.

(7) Organize the formulation of plans, policies, and measures for high-tech development and industrialization, as well as for promoting agricultural, rural, and social development through science and technology. Conduct analysis of technological development needs in key areas, propose priority tasks, and oversee their implementation.

(8) Lead the development of technology transfer systems. Draft and oversee the implementation of policies and measures for the transfer and transformation of scientific and technological achievements, and for promoting industry-academia-research collaboration. Foster the development of science and technology service industries, technology markets, and intermediary organizations.

(9) Coordinate the construction of regional science and technology innovation systems. Guide regional innovation development, the rational allocation of scientific and technological resources, and the building of collaborative innovation capabilities. Promote the development of science and technology parks.

(10) Oversee the construction of the science and technology supervision and evaluation system and related assessment management. Organize reforms of the science and technology evaluation mechanism and advance research integrity initiatives. Implement the science and technology reporting system and innovation surveys, and guide science and technology confidentiality work throughout the prefecture.

(11) Formulate plans, policies, and measures for international science and technology exchanges and open cooperation in innovation capabilities. Organize science and technology cooperation and talent exchanges. Guide relevant departments, counties (cities), and the Duyun Economic Development Zone in international science and technology cooperation and talent exchanges.

(12) Oversee the introduction of foreign expertise. Formulate and implement plans for the targeted recruitment of foreign experts, establish mechanisms to attract high-level foreign scientists and teams, and develop liaison services for key foreign experts. Draft and supervise the implementation of overseas training plans, policies, and annual schedules. Handle matters related to foreign nationals working in Qiannan in accordance with regulations.

(13) Collaborate with relevant departments to formulate plans and policies for scientific and technological talent development. Establish and improve evaluation and incentive mechanisms for scientific and technological personnel. Organize and implement talent programs to foster high-level scientific and technological innovation teams. Develop plans and policies for science popularization and communication. Oversee the nomination and application process for science and technology awards.

(14) Oversee environmental protection around the large radio telescope. Plan supporting projects and related industries in the surrounding area. Coordinate other related tasks.

(15) In accordance with departmental responsibilities, advance work related to military-civilian integration and poverty alleviation. Oversee production safety and fire safety within the department and its industry sectors. Carry out big data development, application, and government data resource management as required, promoting the standardized management, sharing, and open access of departmental government data resources in accordance with the law.

(16) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Science and Technology.
