Qiannan Development and Reform Commission Functional Information

 (1) Formulate and implement national economic and social development strategies, medium- and long-term plans, and annual plans. Coordinate economic and social development, analyze economic conditions, propose objectives and policies for national economic development, overall price level control, and optimization of major economic structures. Recommend the comprehensive application of various economic tools and policies. Submit reports on national economic and social development plans to the Prefectural People's Congress on behalf of the Prefectural People's Government.


(2) Monitor macroeconomic and social development trends, undertake forecasting, early warning, and information guidance responsibilities. Study critical issues such as economic operations, aggregate balance, economic security, and overall industrial security, and propose policy recommendations; coordinate solutions to major problems in economic operations and regulate economic activities; organize the stockpiling and emergency mobilization of essential materials.


(3) Responsible for compiling and analyzing fiscal and financial conditions. Participates in formulating implementation measures for fiscal, monetary, and land policies; comprehensively analyzes the effectiveness of fiscal and financial policy implementation; oversees the total control, structural optimization, and monitoring of all-category foreign debt; undertakes tasks related to building the social credit system and non-financial credit information databases.


(4) Assumes responsibility for guiding, advancing, and comprehensively coordinating economic system reform throughout the prefecture. Research major issues concerning economic system reform and opening up; organize the formulation of comprehensive economic system reform plans for the prefecture; coordinate specialized economic system reform plans; collaborate with relevant departments to ensure coordination among key specialized economic system reforms; lead the advancement of supply-side structural reforms. Guide and coordinate bidding and tendering activities across the prefecture as stipulated.


(5) Responsible for planning major construction projects and productivity layout. Formulate targets, policies, and measures for regulating the total scale and structure of fixed-asset investment across society. Coordinate and balance specialized plans requiring national approval, prefectural investment allocation, and those involving major construction projects. Allocate prefectural fiscal construction funds. Approve, authorize, or file fixed-asset investment projects, foreign investment projects, overseas resource development projects, and foreign exchange investment projects within the authority granted by the Prefectural People's Government, and organize project applications. Coordinate and advance financing cooperation for government-enterprise projects, guiding and supervising the direction of policy-based loans; oversee the use of foreign loan construction funds, guide the flow of social capital toward fixed-asset investment, and propose strategies, plans, aggregate balance targets, and structural optimization policies for foreign investment utilization and overseas investment; approve or review foreign investment projects with Chinese majority ownership and overseas investment projects submitted for approval; Implement key project management; guide and coordinate foreign cooperation for major projects in mining, resources, and related fields.


(6) Advance strategic economic restructuring. Organize the formulation of comprehensive industrial policies; coordinate major issues in the development of primary, secondary, and tertiary industries, ensuring alignment and balance among relevant development plans and major policies, and coordinating with national economic and social development plans and programs; Coordinate major issues concerning agricultural and rural economic and social development; oversee the development of the service sector, jointly formulate service sector development strategies, major policies, and plans with relevant departments, and guide the reform and development of industry associations; formulate modern logistics development strategies and plans; coordinate the advancement of strategic emerging industries, organize the formulation of strategies, plans, and major policies for high-tech industrial development and industrial technological progress; coordinate solutions to major issues such as the promotion and application of major technical equipment.


(7) Coordinate the balanced development of urban and rural areas and regions, and advance the implementation of the overall regional development strategy. Organize and implement national strategies, plans, and major policies for coordinated regional development and the Western Development Strategy, and formulate relevant plans; coordinate the preliminary work for major infrastructure projects; research and propose urbanization development strategies, plans, and major policies, and coordinate the advancement of related work; Research and formulate regional development strategies, plans, and major policies for cross-city (county) areas within the province, and organize their implementation; lead the formulation of post-disaster recovery and reconstruction plans for major natural disasters, and coordinate related critical issues.


(8) Coordinate and advance regional cooperation and exchanges with areas outside the province. Research and formulate regional cooperation development strategies, plans, and annual programs with areas outside the province, and organize their implementation; propose institutional mechanisms and policy recommendations to advance regional cooperation; Establish regular cooperation mechanisms with neighboring provinces (autonomous regions, municipalities), and economic zones; oversee coordination of regional cooperation and exchange activities outside the prefecture; handle tasks assigned by the provincial “Pan-Pearl River Delta” Regional Cooperation Leading Group; undertake responsibilities related to the Belt and Road Initiative.


(IX) Compile and oversee the implementation of import/export volume plans for key agricultural products, industrial goods, and raw materials; adjust import/export volume plans based on economic conditions. Draft regulatory documents for grain circulation and material reserve management throughout the prefecture; research and propose prefectural-level grain circulation and material reserve system reform plans and organize their implementation. Research and propose prefectural-level reserve plans for important materials and reserve variety catalogs; manage prefectural-level reserves of grain, sugar, pharmaceuticals, salt, petroleum, natural gas, etc. in accordance with regulations; oversee administrative management of prefectural-level reserve grain. Undertake specific tasks for macro-control of grain circulation throughout the prefecture; formulate and implement development plans for the grain circulation industry; uniformly oversee reserve infrastructure construction and management based on the prefecture's reserve development plan. Supervise grain safety and raw grain hygiene during grain (including edible oil) procurement, storage, transportation, and policy-driven grain procurement/sales; conduct inspections on grain circulation throughout the prefecture; organize the procurement, storage, mobilization, rotation, and management of important strategic materials; Issues mobilization directives in accordance with relevant prefectural government requirements and implements related mobilization plans and directives. Assumes responsibility for ensuring military grain supply to troops stationed in Qiannan, and guides the development of military grain supply teams and supply networks in counties (cities).


(10) Coordinate policy integration between social development and national economic development. Draft social development strategies, master plans, and annual programs; formulate population development strategies, plans, and policies; participate in developing policies for science and technology, education, culture, tourism, health and family planning, sports, broadcasting and film, civil affairs, and other sectors to advance social undertakings; coordinate major issues and policies in social development and reform; Coordinate the advancement of basic public service systems and income distribution reforms; propose policy recommendations to promote employment, adjust income distribution, and improve the coordinated development of social security and the economy; coordinate major issues concerning employment, income distribution, and social security.


(11) Advance the implementation of sustainable development strategies. Perform duties related to ecological civilization construction; coordinate comprehensive efforts in ecological civilization development; organize the formulation of plans and policy measures for ecological civilization construction, energy and resource conservation, and comprehensive utilization across society, and coordinate their implementation; Participate in the formulation of ecological construction and environmental protection plans; coordinate major issues concerning ecological construction, energy and resource conservation, and comprehensive utilization; propose policy measures to establish and improve ecological compensation mechanisms; refine the energy efficiency assessment and review system for fixed-asset investment projects; coordinate the advancement of energy-saving and environmental protection industries, energy conservation management for key energy-consuming units, and clean production-related work; undertake all tasks related to the development of the Yangtze River Economic Belt.


(12) Study the relationship between national economic mobilization and national economic and defense construction; research and formulate strategies and plans to promote the coordinated development of economic construction and defense construction; organize the compilation of national economic mobilization plans and programs; coordinate major related issues; and organize the implementation of national economic mobilization tasks.


(13) Compile and implement price adjustment and reform plans; formulate and implement price policies; manage prices of goods and services listed for management by the state, provinces, and prefectures; Monitor and forecast price levels and trends for key commodities and services; conduct cost audits and agricultural by-product surveys; implement price appraisal and certification for case-related items, intangible assets, and various goods and services.


(14) Lead the formulation and implementation of the prefecture-wide comprehensive transportation development plan; approve and authorize transportation and postal projects as prescribed.


(15) Advance military-civilian integration and poverty alleviation efforts in accordance with departmental responsibilities; Increase investment in science and technology to enhance innovation capabilities, providing support for innovation-driven development; oversee work safety and fire safety within the department and its industry sectors; carry out big data development and application tasks, as well as government data resource management in accordance with regulations, promoting the standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(16) Complete other tasks assigned by the Prefectural Party Committee, the Prefectural People's Government, and the Provincial Development and Reform Commission.
