Qiannan Prefecture Civil Affairs Bureau Functional Information

(1) Implement the Party and state's policies, guidelines, and laws and regulations concerning civil affairs; formulate development plans, work programs, and policies for civil affairs across the prefecture; organize their implementation and conduct oversight and inspection.


(2) Assume responsibility for the registration management and supervision of social organizations such as social groups, foundations, and private non-enterprise units in accordance with the law.


(3) Lead the formulation of social assistance plans, policies, and standards for the entire prefecture; improve the urban and rural social assistance system; oversee the minimum living allowance for urban and rural residents, assistance and support for persons in extreme poverty, temporary assistance, and assistance for persons without means of subsistence, vagrants, and beggars; guide the verification of income for low-income families in urban and rural areas and the identification of rural social assistance recipients.


(4) Oversees grassroots mass self-governance and community development across the prefecture; guides the construction of community service systems; proposes measures to strengthen and improve grassroots governance structures; and advances grassroots democratic political development.


(5) Oversee the establishment, dissolution, modification, and relocation of government seats for administrative divisions at or above the township level, as well as the review and approval of place name designations and changes. Organize and guide the demarcation and management of administrative boundaries across the prefecture, mediate boundary disputes, publish standardized place names, and regulate the installation and management of place name signs.


(6) Oversee the development of social welfare institutions and the management of welfare lottery issuance. Organize and guide social donation efforts, and direct the protection of rights and interests for vulnerable groups including the elderly, orphans, and persons with disabilities.


(7) Manage marriage registration, funeral services, and child adoption. Advance reforms in marriage customs and funeral practices, and guide the management of marriage, funeral, adoption, and assistance service agencies.


(8) Coordinate, supervise, and oversee elderly care services throughout the prefecture; formulate and implement plans, policies, and standards for the elderly care service system; and undertake welfare programs for the elderly and assistance for elderly individuals facing special difficulties.


(9) Implement policies protecting the rights and interests of persons with disabilities; coordinate the development of welfare systems for persons with disabilities and the rehabilitation and assistive device industry across the prefecture.


(10) Implement policies promoting the development of charitable causes and guide social donation activities throughout the prefecture.


(11) Collaborate with relevant departments to formulate regional social work development plans, policies, and professional standards; advance the development of social work talent and volunteer teams.


(12) Manage prefectural-level civil affairs funding; guide and supervise the use and management of civil affairs funds; oversee civil affairs statistical management.


(13) In accordance with departmental responsibilities, advance military-civilian integration, poverty alleviation, and related initiatives; Increase investment in science and technology to enhance innovation capabilities, providing support for innovation-driven development; oversee workplace safety and fire safety within the department and its industry sectors;

Conduct big data development and application, as well as government data resource management in accordance with regulations, promoting standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(14) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Civil Affairs.
