Qiannan Prefecture Bureau of Justice Functional Information

I. Undertake research on the implementation of decisions and deployments regarding comprehensive law-based governance at the national and provincial levels within the prefecture. Organize policy research on major issues concerning comprehensive law-based governance at the prefectural level. Coordinate relevant parties to propose medium- and long-term planning recommendations for comprehensive law-based governance at the prefectural level. Oversee the implementation and supervision of major decisions and deployments by the CPC Central Committee on comprehensive law-based governance at the national level, the Provincial Party Committee on comprehensive law-based governance at the provincial level, and the Prefectural Party Committee on comprehensive law-based governance at the prefectural level.


II. Implement policies and guidelines for judicial administration work. Formulate medium- and long-term development plans and annual work plans for judicial administration across the prefecture and oversee their implementation.


III. Undertake overall planning of legislative responsibilities. Coordinate with relevant parties to propose legislative plans and annual legislative work schedules. Strengthen tracking, coordination, supervision, and guidance on the implementation of departmental legislative plans. Research and propose opinions and measures to ensure alignment between legislation and reform decisions. Oversee the solicitation of proposals for the formulation of regulations and rules from the public.


IV. Organize or participate in drafting local regulations and government rules with relevant departments. Review and revise draft local regulations and government rules prepared by prefectural government departments. Conduct legal reviews of draft regulations and rules submitted by departments to the prefectural government. Handle filing procedures for prefectural government rules. Coordinate legislative matters.


V. Undertake the interpretation of prefectural government regulations and post-legislative evaluations. Coordinate the resolution of disputes and issues arising during the implementation of regulations by counties (cities) and departments. Undertake the compilation of prefectural government regulations, organize the translation and review of official foreign-language versions of such regulations. Organize the review and cleanup of regulations.


VI. Undertake responsibility for coordinating and advancing the construction of a law-based government. Guide and supervise the lawful administration of all departments of the prefectural government, county (city) governments, and township (town) governments. Conduct research on policies related to lawful administration and facilitate information exchange. Propose specific measures and recommendations for advancing lawful administration. Coordinate administrative law enforcement comprehensively, resolve disputes concerning administrative law enforcement between departments, and supervise the licensing status of administrative law enforcement officers. Undertake tasks related to advancing the reform of the administrative law enforcement system, promoting strict, standardized, fair, and civilized law enforcement. Handles administrative reconsideration matters for the Prefectural People's Government, undertakes administrative reconsideration, administrative litigation defense, and administrative compensation matters for the Prefectural People's Government, and guides and supervises administrative reconsideration, administrative litigation defense, and administrative compensation work throughout the prefecture.


VII. Responsible for conducting pre-issuance legality reviews of administrative normative documents from the Prefectural People's Government, its Office, directly subordinate special agencies, and directly subordinate agencies. Oversees the filing and review of administrative normative documents from all working departments, directly subordinate special agencies, directly subordinate agencies of the Prefectural People's Government, and county (city) people's governments. Handles the filing of administrative normative documents issued by the Prefectural People's Government. Guides the supervision and management of administrative normative documents across the prefecture. Organizes the cleanup of administrative normative documents.


VIII. Responsible for the legal counsel services of the Prefectural People's Government, including the procurement of social legal services and the management of externally hired legal advisors. Participates in the decision-making and deliberation of major projects of the Prefectural People's Government, providing legal consultation, legal review, and legal services for major economic and social management activities of the Prefectural People's Government. Handles legal affairs involving the Prefectural People's Government as a civil entity.


IX. Undertake the responsibility for coordinating the planning of a law-based society. Draft the prefecture-wide plan for legal publicity and education, organize the implementation of legal awareness campaigns, and conduct external legal publicity. Promote public participation and advancement in the rule of law. Guide governance according to law and the creation of rule-of-law initiatives. Guide mediation work and the selection and management of people's jurors and people's supervisors, and advance the development of judicial offices.


X. Guide and manage community correction work throughout the prefecture. Guide the rehabilitation and placement of released prisoners.


XI. Oversee the management of the Duyun Compulsory Isolation Drug Rehabilitation Center. Guide and supervise the implementation of compulsory isolation drug rehabilitation and rehabilitation efforts. Provide guidance, support, and assistance for community-based drug rehabilitation and recovery programs.


XII. Draft and implement plans for the development of the public legal service system, coordinating the allocation of legal service resources across urban and rural areas and regions. Guide and supervise the management of lawyers, legal aid, judicial appraisal, notary services, arbitration, and grassroots legal services.


XIII. Organize and implement the National Unified Legal Professional Qualification Examination throughout the prefecture. Manage the prefecture's National Unified Legal Professional Qualification and certificate administration. Develop and implement training programs for legal professionals, and guide the development of government administrative law enforcement teams.


XIV. Manage uniforms, firearms, ammunition, and police vehicles within the system. Guide and supervise financial, equipment, facility, and venue support work in counties (cities).


XV. Develop the prefecture-wide judicial administration team development plan and oversee team building within the system. Manage police affairs, police recruitment training, and rank application/conferral for the prefecture-wide judicial administration system. Oversee police supervision within the judicial administration system. Assist counties (cities) in managing leading cadres of judicial bureaus and handle relevant cadre management according to authority. Manage institutional staffing, cadre personnel, and labor wages for the Administration Bureau and Duyun Compulsory Isolation Drug Rehabilitation Center.


XVI. In accordance with departmental responsibilities, advance key tasks such as poverty alleviation. Oversee work safety and fire safety within the department and its industry sectors. Manage big data development, application, and government data resource management as stipulated.


XVII. Undertake other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Justice.
