Primary Responsibilities
(1) Draft policies, systems, and regulatory documents governing fiscal, financial, and accounting management. Formulate and implement fiscal planning and reform initiatives. Analyze and forecast economic trends, participate in formulating economic policies, propose recommendations for utilizing fiscal and tax policies to achieve comprehensive balance of social financial resources, develop relevant distribution policies, and refine fiscal and tax policies to encourage the development of public welfare undertakings. Deepening fiscal and tax system reforms, rationalizing fiscal relations among local governments, and establishing a fiscal management mechanism where responsibilities and expenditures align.
(2) Overseeing fiscal revenue and expenditure across the prefecture. Managing prefectural-level fiscal operations, compiling annual prefectural budget drafts and organizing their implementation. Reporting fiscal budgets and final accounts to the Standing Committee of the Prefectural People's Congress. Reviewing and approving annual budgets and final accounts of departments (units). Refining the transfer payment system. Strengthen macro-control functions, refine budget management systems, standardize expenditure criteria, detail departmental budgets, enhance budgetary constraints, and improve the scientific rigor, precision, and transparency of budget management. Review and consolidate the draft operating budgets and final accounts for state-owned capital across the prefecture; formulate systems and measures for state-owned capital operating budgets; collect state-owned capital income from prefecture-level enterprises; and implement corporate financial systems.
(3) Manage government debt, controlling its appropriate scale and maintaining a reasonable structure. Effectively leverage the positive role of standardized local government borrowing to prevent and mitigate fiscal risks. Implement national and provincial government debt management systems and policies; formulate and implement relevant government debt systems and measures to guard against financial debt risks. Manage loans and grants from international financial organizations and foreign governments to the prefecture in accordance with regulations.
(4) Formulate fiscal treasury management systems and centralized treasury collection and payment systems; guide and supervise treasury operations; draft government procurement systems and oversee their implementation. Manage centralized treasury collection and payment in accordance with regulations; execute centralized treasury collection and disbursement systems; manage and utilize treasury funds efficiently.
(5) Oversee the management and reform of government non-tax revenues, including administrative and institutional fees, government funds, and other non-tax revenues. Manage lottery funds in accordance with regulations and supervise the allocation and use of lottery public welfare funds.
(6) Formulate uniform expenditure standards, quotas, and expenditure policies for the entire prefecture and oversee their implementation. Supervise the revenues and expenditures of administrative agencies, public institutions, and social organizations within the fiscal budget. Strengthen budget performance management to enhance the efficiency of fiscal fund utilization.
(7) Within its management authority, draft relevant fiscal and tax collection policies and fiscal revenue plans; propose measures and recommendations for implementing fiscal and tax policies. Strengthen fiscal oversight and inspection to safeguard the security of fiscal funds and uphold the integrity of fiscal and tax regulations and financial systems, promoting lawful, standardized, and scientific financial management.
(8) Handle and supervise economic development expenditures from the prefectural-level fiscal budget, as well as fiscal allocations for investment projects funded by the central, provincial, and prefectural governments. Participate in formulating policies related to prefectural-level construction investments. Implement financial systems for infrastructure projects and manage fiscal affairs concerning policy-based subsidies and special reserve funds.
(IX) Manage expenditures for fiscal social security, employment, and healthcare. Collaborate with relevant departments to formulate financial management systems for social security funds, prepare draft social security budgets and final accounts, and implement dedicated account management for government donation receipts and expenditures.
(X) Implement the national unified accounting system, oversee accounting affairs management, and supervise and standardize accounting practices.
(11) Organize budget analysis and evaluation to enhance the standardization and scientific rigor of budget preparation. Supervise and inspect the implementation of fiscal and tax regulations and policies, proposing policy recommendations to strengthen fiscal management. Conduct performance evaluations for major fiscal expenditures.
(12) Develop education and training plans for the fiscal system, organizing training for finance and accounting personnel on fiscal and accounting knowledge. Conduct research on major issues such as fiscal management reform.
(13) Compile the informatization development plan for the prefectural finance system, strengthen computer network and information infrastructure, and provide technical support for fiscal management. Oversee fiscal information management and publicity work.
(14) In accordance with departmental responsibilities, advance work related to military-civilian integration, poverty alleviation, and big data; fulfill duties concerning production safety and fire safety within this department and its industry sector.
(15) Undertake other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Finance.
