Qiannan Prefecture Bureau of Human Resources and Social Security Functional Information

(1) Implement national and provincial laws, regulations, rules, development plans, and policies concerning human resources and social security; formulate development plans and policies for the human resources and social security sector across the prefecture, and organize their implementation and supervision. Undertake administrative law enforcement and administrative approval tasks related to human resources and social security.


(2) Promote employment by formulating integrated urban-rural employment development plans and policies, improving the public employment service system, and implementing employment assistance policies; implement policies related to the vocational qualification system and undertake vocational qualification certification; Implement vocational training for urban and rural workers; guide and encourage employment and entrepreneurship among groups such as college graduates; undertake the cultivation and incentives for high-skilled talents and rural practical talents. Formulate human resources market development plans and human resources mobility policies, organize their implementation, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.


(3) Guide, supervise, and implement basic pension insurance for public institutions, basic pension insurance for urban employees, basic pension insurance for urban and rural residents, unemployment insurance, work-related injury insurance, and supplementary pension insurance throughout the prefecture; guide and supervise social security for expropriated farmers; undertake labor capacity assessment. Implement management and supervision systems for social insurance and supplementary insurance funds; organize the preparation of draft budgets and final accounts for social insurance funds across the prefecture.


(4) Collaborate with relevant departments to guide personnel system reforms in public institutions; formulate management policies for public institution staff and administrative support personnel; organize recruitment for new public institution positions; oversee personnel transfers, open selection processes, and special personnel placement within public institutions; participate in talent management, overseeing professional technical personnel management and continuing education; Lead efforts to deepen the reform of the professional title system; oversee the selection and management of high-level professional technical personnel; undertake the recommendation, selection, and management of experts receiving special government allowances; formulate policies to attract foreign experts and overseas returnees to work in Qiannan.


(5) Implement national and provincial policies on wages, benefits, and retirement for personnel in government agencies, enterprises, and public institutions; collaborate with relevant departments to formulate policies for reforming the wage income distribution system for government agency and public institution personnel, establishing mechanisms for regular wage increases and payment guarantees; implement macro-control policies on enterprise employee wages, improving the minimum wage system and wage payment guarantee mechanisms.


(6) Implement labor relations policies and improve coordination mechanisms; oversee labor dispute resolution and personnel arbitration systems; enforce policies against illegal child labor and special labor protections for female and underage workers; conduct labor inspections, coordinate worker rights protection, and investigate cases according to law; participate in model worker evaluations.


(7) Collaborate with relevant departments to formulate policies and plans for migrant workers, promote the implementation of related policies, coordinate solutions to key and difficult issues, and safeguard the lawful rights and interests of migrant workers.


(8) Accept petitions concerning human resources and social security, and coordinate with relevant departments to handle petitions and emergencies related to human resources and social security.


(9) Collaborate with relevant departments to organize the implementation of the national honor system, undertake government commendations, awards, and evaluation-based commendations.


(10) In accordance with departmental responsibilities, advance work related to military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and support innovation-driven development; oversee work safety and fire prevention within the department and its industry sectors; manage big data development and application as well as government data resources in compliance with regulations, promoting standardized management, sharing, and openness of government data resources within the department.


(11) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Human Resources and Social Security.
