Qiannan Prefecture Bureau of Natural Resources Functional Information

Primary responsibilities include:

(1) Exercising ownership duties over natural resource assets such as land, minerals, forests, grasslands, wetlands, and water resources owned by the people, and exercising control over the use of all territorial space. Drafting policies related to natural resources, territorial space planning, and surveying and mapping, and supervising and inspecting their implementation.


(2) Oversee natural resource surveys, monitoring, and evaluation. Implement indicator systems and statistical standards for natural resource surveys, monitoring, and evaluation, and enforce related institutional frameworks. Organize and implement basic surveys, specialized investigations, and monitoring of natural resources. Supervise the management and release of survey, monitoring, and evaluation outcomes. Guide natural resource survey, monitoring, and evaluation efforts across the prefecture.


(3) Administer unified registration of natural resource rights. Implement systems, standards, and norms for unified registration of rights to various natural resources and immovable property, cadastral surveys, real estate surveying, dispute resolution, and application of outcomes. Draft relevant policies and organize their implementation. Manage the prefecture-level city's natural resource and immovable property registration information management platform. Oversee the collection, organization, sharing, and submission management of natural resource and immovable property registration data. Guide and supervise natural resource and immovable property rights registration throughout the prefecture.


(4) Oversee the paid use of natural resource assets. Implement the statistical system for state-owned natural resource assets and conduct their accounting. Compile the state-owned natural resource asset balance sheet and enforce assessment standards. Supervise the implementation of policies regarding the allocation, transfer, leasing, valuation-based capital contribution, and land reserve of state-owned natural resource assets. Ensure the rational allocation of state-owned natural resource assets, manage the valuation of natural resource assets, and collect relevant asset revenues in accordance with the law.


(5) Oversee the rational development and utilization of natural resources. Implement national and provincial natural resource development plans; organize the formulation of prefectural natural resource development plans; enforce natural resource development and utilization standards; implement the government-announced natural resource pricing system; organize grading and valuation assessments for natural resources; conduct evaluations and assessments of natural resource utilization; and guide conservation and intensive use. Regulate the natural resource market. Organize research on policy measures involving macro-control, regional coordination, and integrated urban-rural development in natural resource management.


(6) Establish and oversee the implementation of the prefecture-wide spatial planning system. Lead the formulation and implementation of the main functional zone plan, organize the preparation and supervision of territorial spatial plans and related specialized plans. Conduct territorial spatial development suitability assessments and establish a monitoring, evaluation, and early warning system for spatial planning implementation. Organize the delineation of control lines such as ecological protection red lines, permanent basic farmland, and urban development boundaries to construct a resource-conserving and environmentally protective spatial layout for production, living, and ecological areas. Implement the land use control system and oversee the implementation of urban and rural planning policies. Organize the formulation and implementation of annual utilization plans for natural resources such as land. Oversee the conversion of land and other territorial space uses. Manage land expropriation and requisition.


(7) Oversee the ecological restoration of the prefecture's territorial space. Lead the compilation of the prefecture's territorial space ecological restoration plan and organize the implementation of relevant ecological restoration projects. Manage comprehensive territorial space remediation, land reclamation and restoration, and mine geological environment restoration and governance. Organize the implementation of the ecological compensation system, formulate policies and measures for the rational use of social capital in ecological restoration, and propose important alternative projects.


(8) Responsible for organizing the implementation of the strictest farmland protection system. Formulate farmland protection policies and oversee the protection of farmland quantity, quality, and ecology. Organize the assessment of farmland protection responsibility targets and the special protection of permanent basic farmland. Implement the farmland occupation compensation balance system and supervise the execution of the farmland occupation compensation system.


(IX) Oversee geological exploration and geological work. Compile and implement geological exploration plans. Manage prefectural-level geological exploration fund projects. Organize and implement prefectural-level geological and mineral exploration initiatives. Lead geological hazard prevention and remediation. Supervise paleontological fossils.


(X) Implement requirements of the comprehensive disaster prevention and mitigation plan. Organize the formulation of the prefectural geological disaster prevention and mitigation plan and guide its implementation. Enforce national protection standards, organize, guide, coordinate, and supervise geological disaster investigations, evaluations, and surveys for potential hazards, including general surveys, detailed surveys, and inspections. Guide the implementation of community-based monitoring and prevention, professional monitoring, and early warning systems. Guide the implementation of geological disaster engineering remediation. Provide technical support for geological disaster emergency rescue operations.


(11) Responsible for mineral resource management. Responsible for mineral resource reserve management. Manage mining rights and, in conjunction with relevant departments, oversee the regulation and management of specific mineral species subject to protective mining and advantageous mineral resources. Supervise and guide the rational utilization and protection of mineral resources.


(12) Oversee surveying, mapping, and geographic information management. Manage basic surveying and mapping activities and the surveying industry. Administer surveying qualifications and credit management, oversee geographic information security and market order, and manage public geographic information services. Supervise and guide the protection of survey markers.


(13) Promotes scientific and technological development in the natural resources sector. Formulates and implements relevant plans and programs based on the strategic development of scientific and technological innovation and talent cultivation in the natural resources field. Organizes and implements key scientific and technological projects and innovation capacity building, advancing the informatization of natural resources and public services for information resources. Carries out work related to big data development and application, as well as the management of government data resources in accordance with regulations, promoting the standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(14) Conduct inspections, as authorized, on local governments' implementation of major policies, decisions, and deployments regarding natural resources and territorial spatial planning issued by the CPC Central Committee, the State Council, the Provincial Party Committee, the Provincial Government, the Prefectural Party Committee, and the Prefectural Government, as well as their enforcement of laws, regulations, and rules. Investigate and handle major violations concerning natural resource development and utilization, territorial spatial planning, and surveying and mapping. Guide relevant administrative law enforcement work throughout the prefecture.


(15) In conjunction with departmental responsibilities, advance work related to military-civilian integration and poverty alleviation. Oversee production safety and fire safety within the department and its industry sectors.


(16) Exercise unified leadership and management over the Prefectural Forestry Bureau.


(17) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Natural Resources.


(18) Adjustment of Responsibilities.


1. Transfer the following responsibilities to the Prefectural Natural Resources Bureau: - Responsibilities of the former Prefectural Bureau of Land and Resources; - Responsibilities for organizing and compiling main functional zone plans from the former Prefectural Development and Reform Commission; - Responsibilities for urban and rural planning management from the former Prefectural Construction Commission; - Responsibilities for water resource investigation and rights registration management from the Prefectural Water Affairs Bureau; - Responsibilities for grassland resource investigation and rights registration management from the former Prefectural Agriculture Commission; - Responsibilities for forest, wetland, and other resource investigation and rights registration management from the Prefectural Forestry Bureau.


2. Reclaim administrative responsibilities previously undertaken by subordinate public institutions and return them to the Prefectural Natural Resources Bureau.


(19) Transformation of Functions. Implement the Central Committee's requirements to exercise unified ownership of natural resource assets belonging to the people and unified control over land use and ecological protection and restoration. Strengthen institutional design, improve mechanisms, and leverage the regulatory role of territorial spatial planning. Enhance the protection and rational development and utilization of natural resources by establishing a working mechanism that combines source protection with comprehensive restoration and governance throughout the entire process, achieving holistic protection, systematic restoration, and integrated management. Innovate institutional measures combining incentives and constraints to promote the economical and intensive use of natural resources. Further streamline and delegate relevant administrative approval items, strengthen supervision, give full play to the decisive role of the market in resource allocation, and better leverage the role of government. Enhance the binding effect of natural resource management rules, standards, and systems; implement “one-stop” services for real estate registration; and advance the convenient and efficient registration of natural resource rights.


(XX) Division of Responsibilities.


1. Division of responsibilities with the State Forestry Bureau. The State Natural Resources Bureau is responsible for leading and organizing the investigation of natural resources (including mountains, water, forests, farmland, lakes, and grasslands); it is responsible for the review, rights confirmation, registration (including initial, change, and cancellation registration), publication, and certification of grassland resources, forests (including trees, forest land, and wetland resources). The Prefectural Forestry Bureau is responsible for organizing the daily management of grassland resources, forest resources (including trees, forest land), and wetland resources, as well as conducting specialized surveys of grassland resources, forest resources (including trees, forest land), and wetland resources.


2. Division of Responsibilities with the Prefectural Emergency Management Bureau. The Prefectural Natural Resources Bureau is responsible for geological hazard investigation, remediation, and routine monitoring management. It organizes the formulation and guides the implementation of the prefectural geological hazard prevention and control plan; coordinates, supervises, and guides geological hazard investigation and evaluation, as well as the census, detailed survey, and investigation of potential hazards; organizes community-based monitoring and prevention, professional monitoring, and early warning and forecasting activities; implements and enforces relevant national protection standards; organizes geological hazard engineering remediation; and guides counties (cities) in conducting public awareness campaigns for hazard avoidance at potential hazard sites. It provides technical support for the formulation of geological disaster emergency plans and emergency rescue operations. The State Emergency Management Bureau is responsible for compiling and reporting geological disaster information, formulating geological disaster emergency plans, conducting and guiding prefectural and county-level geological disaster emergency drills, managing emergency rescue and disaster relief operations for geological disasters, handling emergency duty shifts, emergency response, and disaster situation summarization, and undertaking emergency consultation and decision-making support for geological disasters.


3. Division of responsibilities with the State Water Affairs Bureau. The State Natural Resources Bureau is responsible for leading the implementation of water resources surveys; it handles the review, rights confirmation, registration (including initial, amendment, and cancellation registration), publication, and licensing of water resources. The State Water Affairs Bureau is responsible for organizing the implementation of daily water resources management and specialized water resources surveys.


4. Division of responsibilities with the Prefectural Civil Affairs Bureau. The Prefectural Natural Resources Bureau and the Prefectural Civil Affairs Bureau jointly organize the compilation and publication of the Qiannan Prefecture Administrative Division Map containing administrative division information.
