Qiannan Prefecture Bureau of Ecology and Environment Functional Information

(1) Implement and enforce national and provincial ecological and environmental policies, laws, regulations, and rules; organize their implementation and conduct oversight and inspections. Supervise compliance with all types of ecological and environmental protection standards promulgated by the state and province; organize the compilation of the prefecture-wide ecological and environmental quality report; publish environmental quality status bulletins; and announce the water quality status of drinking water sources in Qiannan Prefecture.


(2) Formulate and implement medium- and long-term ecological and environmental protection plans and annual programs for the prefecture; participate in the preparation of socio-economic development plans and programs; organize the formulation and supervision of pollution prevention and ecological protection plans for key regions and major river basins; organize the preparation of environmental functional zoning plans; review ecological and environmental content in urban and town master plans; and manage all funds allocated for ecological and environmental protection.


(3) Oversee the coordination and supervision of major environmental issues. Lead investigations and handling of major environmental pollution incidents and ecological damage events; guide and coordinate emergency response and early warning efforts for major sudden environmental incidents at county (city) government levels; mediate cross-regional environmental pollution disputes; organize and coordinate pollution prevention efforts in key river basins and regions across the prefecture; conduct environmental inspections and administrative audits for ecological and environmental protection.


(4) Assume responsibility for implementing the prefectural government's emission reduction targets. Organize the formulation and supervision of total pollutant emission control plans; inspect, supervise, and verify the completion of pollutant reduction tasks; implement the ecological and environmental protection target responsibility system and total emission reduction assessment, and publish assessment results.


(5) Oversee environmental pollution prevention and control. Develop and implement management systems for air, water, soil, noise, light, odor, solid waste, chemical, and motor vehicle pollution control. Jointly supervise drinking water source ecological protection with relevant departments; organize and guide comprehensive urban-rural ecological environment remediation; oversee agricultural non-point source pollution control. Supervise, manage, and guide regional environmental protection efforts; implement collaborative mechanisms for joint prevention and control of watershed pollution.


(VI) Guide, coordinate, and supervise ecological and environmental protection efforts. Draft ecological and environmental protection plans and organize assessments of ecological and environmental quality conditions. Supervise natural resource development activities impacting the ecological environment, key ecological and environmental construction projects, and ecological restoration efforts. Guide, coordinate, and supervise ecological and environmental protection in nature reserves, scenic areas, forest parks, and geoparks. Coordinate and supervise wildlife conservation, mine reclamation, and stone desertification prevention. Coordinate and guide rural ecological and environmental protection; oversee the environmental safety of biotechnology; lead the protection of biological species (including genetic resources); organize and coordinate biodiversity conservation efforts.


(7) Assume responsibility for preventing and controlling environmental pollution and degradation at their source. Formulate and implement environmental management systems; approve environmental impact assessment documents for development projects and technical renovation projects under prefectural jurisdiction or authorized by the Provincial Department of Ecology and Environment; review and oversee the implementation of the “three simultaneous” requirements; guide comprehensive urban and rural environmental remediation; conduct environmental impact assessments for major economic and technical policies, development plans, and significant economic development projects within the prefecture.


(8) Organize ecological and environmental science and technology development, scientific research, and demonstration projects; guide and promote the development of the ecological and environmental industry.


(9) Oversee environmental monitoring, statistics, and information work throughout the prefecture; formulate environmental monitoring systems and standards; guide the construction and management of monitoring and information networks; organize environmental quality monitoring and supervisory monitoring of pollution sources across the prefecture.


(10) Guide ecological and environmental publicity, education, and news reporting throughout the prefecture; implement environmental protection publicity and education plans; promote public and civil society participation in environmental protection.


(11) Oversee nuclear safety, radiation environment, and radioactive waste management throughout the prefecture; review and issue permits for radioactive pharmaceutical use; participate in emergency response to nuclear accidents and radiation incidents; exercise unified supervision over nuclear facility safety, electromagnetic radiation, and pollution prevention in radioactive mineral resource development.


(12) Oversee energy conservation management in public institutions. Collaborate with relevant departments to formulate and implement prefectural-level energy conservation plans, programs, and systems for government agencies; jointly develop and execute building energy retrofit plans for prefectural public institutions; advance, guide, coordinate, and supervise energy conservation efforts in prefectural public institutions; organize energy consumption statistics, monitoring, and evaluation assessments.


(13) Organize and coordinate the introduction of ecological and environmental funds and project management, and organize international cooperation and exchange activities in ecological and environmental fields.


(14) Undertake other tasks assigned by the Prefectural People's Government and the Provincial Department of Ecology and Environment.
