(1) Implement policies, guidelines, and laws and regulations governing housing and urban-rural development administration; formulate medium- and long-term development plans for the housing and urban-rural development sector; conduct reform and policy research for the sector across the prefecture, and analyze major issues in housing and urban-rural development.
(2) Undertake comprehensive administrative law enforcement duties across the prefecture; provide professional guidance, coordination, and supervision for comprehensive administrative law enforcement; draft administrative normative documents related to housing and urban-rural development; handle administrative law enforcement supervision, administrative reconsideration, and litigation defense; guide legal system development and legal awareness campaigns within the housing and urban-rural development system; process relevant administrative licensing matters.
(3) Assume responsibility for ensuring housing for low-income urban households and advancing housing system reform. Implement national housing security policies, formulate housing security policies and guide their implementation; organize the compilation of housing security development plans and annual programs and oversee their implementation; jointly supervise with relevant departments the use of national, provincial, and prefectural funds for urban affordable housing projects; implement national, provincial, and prefectural guidelines, policies, and measures for advancing urban housing system reform; guide housing construction and housing system reform efforts; supervise and guide housing system reform work in prefecture-level units.
(IV) Assume responsibility for regulating the real estate market order and supervising the real estate market. Collaborate with relevant departments to formulate real estate market supervision policies; draft industry development plans and industrial policies for the real estate sector; formulate regulations governing real estate market development, real estate development, real estate transactions, real estate appraisal and brokerage management, property management, and residential industrialization, and organize their implementation; undertake qualification approval work for the real estate industry.
(V) Formulate development plans, industrial policies, and regulations for engineering construction and the construction industry (including interior and exterior architectural decoration and renovation), and organize their implementation. Oversee the supervision and management of the construction industry throughout the prefecture, including construction markets, construction permits, construction supervision, contracts, engineering projects, survey and design, project cost estimation, construction drawing review, project guarantees, project risks, bidding for housing and municipal engineering projects, and quality and construction safety supervision. Conduct qualification reviews for relevant construction enterprises and manage the qualification of bidding agencies for construction projects. Supervise and regulate the construction market, standardize the conduct of all market participants, and guide construction activities throughout the prefecture; guide work on building energy efficiency, green buildings, and wall material innovation; guide seismic design for housing construction and urban municipal facility projects.
(6) Formulate strategic plans for new urbanization development and study major issues in new urbanization; draft development plans, industrial policy reform measures, and institutional reform schemes for urban construction and municipal public utilities, and oversee the implementation of relevant laws and regulations; Guide the construction of urban gas, heating, municipal facilities, and urban rail transit systems; guide the development and operation management of urban environmental sanitation, waste treatment facilities, urban landscaping, and greening within urban planning areas; undertake professional guidance, coordination, supervision, inspection, and performance evaluation of urban management law enforcement across the prefecture.
(7) Assume responsibility for guiding the construction of townships and villages (including towns, townships, and villages). Formulate and guide the implementation of policies for village and small town construction; guide infrastructure projects in small towns and villages, and undertake the improvement of the living environment in villages and towns within the housing and urban-rural development sector; guide rural housing construction, rural housing safety, and dilapidated housing renovation; undertake the review, approval, and supervision of protection plans for historical and cultural cities, towns, and villages; guide the application and protection of traditional villages.
(8) Guide education and training in the housing and urban-rural development sector; formulate and implement educational development plans and talent development strategies for the planning and construction industry.
(9) Collect and utilize relevant housing and urban-rural development information; provide technical consulting services; guide big data development and application within the housing and urban-rural development system; manage government data resources and oversee urban construction archives.
(10) In accordance with departmental responsibilities, advance work related to military-civilian integration and poverty alleviation; oversee work safety and fire safety within the department and its industry sectors; implement big data development and application as well as government data resource management in accordance with regulations, promoting the standardized management, sharing, and openness of departmental government data resources in accordance with the law.
(11) Undertake other tasks assigned by the Prefectural People's Government and the Provincial Department of Housing and Urban-Rural Development.
