Qiannan Prefecture Transportation Bureau Functional Information

(1) Draft regulatory documents for the transportation sector; formulate development plans, medium-to-long-term plans, and annual schedules for highways, waterways, and the transportation industry, and oversee their implementation. Collaborate with relevant departments to organize the compilation of comprehensive transportation system plans. Participate in formulating other transportation and logistics development strategies and plans, fostering and regulating the logistics market. Oversee statistical work for the highway and waterway transportation sectors and advance transportation informatization initiatives.


(2) Assume regulatory responsibilities for road and waterway transportation markets; implement and oversee relevant policies, market access systems, technical standards, and operational norms for road and waterway transportation. Propose fixed-asset investment scales and directions for highways and waterways within the prefecture, as well as recommendations for provincial and prefectural fiscal funding allocations. Approve or authorize fixed-asset investment projects within the annual plan scope according to prescribed authority.


(3) Guide institutional reforms in the transportation sector; cultivate and manage the transportation market while maintaining fair competition in road and waterway transportation industries; oversee planning and management of urban-rural passenger transport and related facilities, as well as urban passenger transport (public transit and taxis); guide structural optimization and coordinated development of the transportation industry; direct comprehensive transportation law enforcement and team development.


(4) Oversee road and waterway transportation management; undertake administrative law enforcement duties including road transport, urban passenger transport, road administration, waterway transport and navigation channel administration, administrative licensing, administrative reconsideration, and administrative adjudication. Guide safety production, fire safety, and emergency management in road and waterway transportation; coordinate national key material and emergency passenger/cargo transport; undertake transportation communications and information work.


(5) Undertakes transportation wartime preparedness responsibilities. Proposes national defense transportation network layout recommendations; formulates national defense transportation support plans and coordinates national defense transportation; provides transportation support for military operations within the prefecture and organizes national defense transportation teams for support; oversees civilian transport capacity mobilization for national defense and national defense transportation material reserves and deployment.


(6) Overseeing the construction market for highways and waterways. Supervise the construction, maintenance, technology, quality, and safety of highway and waterway infrastructure; implement key national highway and waterway projects; monitor the use of transportation infrastructure construction funds.


(7) Oversee waterway transportation safety. Manage maritime safety supervision, vessel and waterway facility inspections, communication navigation, maritime firefighting, rescue and salvage operations, hazardous chemical transportation, vessel pollution prevention, and navigation channel, port, and shoreline management. Centralize administration of crew training and certification, and vessel construction quality and safety oversight. Conduct fishing vessel inspections and supervision.


(8) Oversee the industry management of automobile repair markets, driving training institutions, driver training, and comprehensive vehicle performance testing. Promote the application of new transportation technologies and products, advance technological progress within the industry, and drive environmental protection and energy conservation efforts.


(9) In accordance with departmental responsibilities, advance military-civilian integration and poverty alleviation initiatives. Increase investment in science and technology to enhance innovation capabilities, providing support for innovation-driven development. Oversee workplace safety and fire safety within the department and its industry sectors. Perform duties related to big data development and application, as well as government data resource management in accordance with regulations; promote the standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(10) Undertake other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Transportation (Provincial Transportation War Preparedness Office).
