Qiannan Prefecture Water Resources Bureau Functional Information

The Water Affairs Bureau of Qiannan Buyi and Miao Autonomous Prefecture (hereinafter referred to as the Prefectural Water Affairs Bureau) is a functional department of the Prefectural People's Government at the county level. It implements the policies, decisions, and directives of the Central Committee of the Communist Party of China, the Provincial Party Committee, and the Prefectural Party Committee regarding water affairs, upholding and strengthening the Party's centralized and unified leadership over water affairs in the course of performing its duties. Its primary responsibilities are:


(1) Ensuring the rational development and utilization of water resources. Drafting overall water conservancy development plans and policies, preparing relevant local regulations and rules, and organizing the formulation of key water conservancy plans such as the prefectural water resources plan, comprehensive plans for major rivers and lakes, and flood control plans.


(2) Coordinating and ensuring water supply for domestic use, production operations, and ecological environments. Implementing the strictest water resources management system, exercising unified supervision and management of water resources, formulating medium- and long-term water supply and demand plans for the prefecture and cross-county (city) regions, developing water allocation schemes, and overseeing their implementation. Manage water resource allocation for key river basins, regions, and small-to-medium water diversion projects. Implement water withdrawal permits, water resource feasibility studies, and flood control feasibility studies, while guiding the implementation of water resource compensation mechanisms. Publish water resource information and the prefecture-wide water resource bulletin. Conduct surveys and evaluations of water and hydropower resources, and implement monitoring and early warning systems for water resource carrying capacity as required.


(3) Formulate and implement relevant systems for water engineering construction as stipulated. Propose the scale, direction, and specific arrangements for water sector fixed-asset investment, organize and guide implementation, assist in approving and approving fixed-asset investment projects within planned and annual scales according to the authority of the Prefectural People's Government, propose water sector funding arrangements, and oversee project implementation. Draft and implement policy measures for reforming the water sector administrative approval system.


(4) Guide water resource conservation efforts. Organize the formulation and implementation of water resource conservation plans. Assist in protecting centralized drinking water sources serving populations exceeding 1,000 people. Guide groundwater utilization and groundwater resource management and protection. Organize and guide comprehensive management of groundwater overexploitation zones.


(5) Oversee water conservation efforts. Formulate water conservation policies, organize the development and supervision of water conservation plans, and establish local standards. Implement management systems for water use control, guiding and promoting the development of a water-saving society.


(6) Manage the industry and enforce regulations for water supply, urban sewage treatment, and reclaimed water utilization across the prefecture. Develops regional water supply and urban sewage treatment plans; manages water supply and sewage treatment enterprises; establishes and supervises industry service standards; organizes water supply and sewage treatment pricing assessments; guides and oversees infrastructure construction for water supply, sewage treatment, and water conservation; administers drainage permits for urban facilities.


(7) Guide the management, protection, and comprehensive utilization of water conservancy facilities, water bodies, and their shorelines. Organize and guide the construction of water conservancy infrastructure networks. Guide the governance, development, and protection of rivers and lakes. Guide the ecological protection and restoration of river and lake waters, the management of ecological flow and water volume for rivers and lakes, and the connectivity of river and lake systems.


(8) Guide and supervise the construction and operation management of water conservancy projects. Organize and implement the construction and operation management of important water conservancy projects spanning multiple counties (cities) and river basins. Propose and coordinate the implementation of policies and measures for the operation of small and medium-sized water conservancy projects and subsequent construction. Guide and supervise the safe operation of water conservancy projects, organize project acceptance procedures, and oversee the construction of local supporting water conservancy projects.


(9) Oversee soil and water conservation efforts. Develop and supervise the implementation of soil and water conservation plans. Organize comprehensive prevention and control of soil erosion, conduct monitoring and forecasting, and issue regular public announcements. Manage supervision of soil and water conservation in production and construction projects, and guide the implementation of key conservation projects.


(10) Guide rural water conservancy work. Organize the construction and renovation of large and medium-sized irrigation and drainage projects. Guide the construction and management of rural safe drinking water projects and oversee the protection of drinking water sources serving rural populations under 1,000 people. Guide water-saving irrigation initiatives. Guide rural water conservancy reform, innovation, and the development of a socialized service system. Guide the development of hydropower resources, the renovation of small hydropower facilities, and rural electrification through hydropower.


(11) Assist in investigating major water-related violations, mediate cross-county (city) water disputes, and guide water administration supervision and law enforcement. Organize and guide safety oversight of reservoirs, hydropower dams under water industry management, and rural hydropower stations within jurisdictional authority along with their supporting power grids. Guide supervision of the water conservancy construction market and implement oversight of water conservancy project construction.


(12) Conduct water conservancy science and technology research and international cooperation. Organize and implement quality supervision within the water conservancy sector, overseeing compliance with local technical standards, procedures, and specifications. Coordinate matters related to inter-prefectural rivers.


(13) Implement requirements of comprehensive disaster prevention and mitigation plans. Organize the formulation of flood and drought disaster prevention plans and protection standards, and guide their implementation. Conduct hydrological and drought monitoring and early warning. Organize the formulation of flood defense, drought resistance, and emergency water allocation plans for major rivers, lakes, reservoirs, and critical water projects; submit them for approval according to procedures and oversee implementation. Provide technical support for flood emergency response and rescue operations. Manage critical water project operations during typhoon defense periods.


(14) Undertake daily operations of the State River Chief System Office and coordinate implementation of all tasks under the River Chief System.


(15) In accordance with departmental responsibilities, advance military-civilian integration, poverty alleviation, and related initiatives; increase investment in science and technology to enhance innovation capabilities and support innovation-driven development; oversee work safety and fire safety within the department and its industry sectors; manage big data development, application, and government data resources as required; promote standardized management, sharing, and open access of departmental government data resources in accordance with the law.


(16) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, Provincial Department of Water Resources, and Provincial Department of Housing and Urban-Rural Development.


(17) Adjustment of Responsibilities.


1. Transfer responsibilities for water resource surveys and rights registration management to the Prefectural Natural Resources Bureau; transfer responsibilities for compiling water functional zoning plans, managing discharge outlet settings, and protecting river basin water environments to the Prefectural Ecology and Environment Bureau; transfer responsibilities for constructing and operating farmland water conservancy projects to the Prefectural Agriculture and Rural Affairs Bureau; transfer responsibilities for preventing and controlling water and drought disasters to the Prefectural Emergency Management Bureau.


2. Transfer administrative responsibilities undertaken by subordinate public institutions to the Prefectural Water Affairs Bureau.


(XVIII) Transformation of Functions. Strengthen the rational utilization, optimized allocation, and conservation of water resources. Prioritize water conservation, shifting focus from increasing supply to demand management, strictly controlling total water consumption and improving water use efficiency. Prioritize protection, enhancing management and conservation of water resources, water bodies, and water conservancy projects to maintain healthy and beautiful rivers and lakes. Balance overall interests to ensure reasonable water demand and sustainable water resource utilization, providing water security for economic and social development. Strictly implement the primary responsibility of industry authorities for safety supervision to resolutely prevent all types of production safety accidents. Deepen administrative streamlining and reduce administrative approval items.


(19) Division of Responsibilities.


1. Division of responsibilities with the Prefectural Forestry Bureau. The Prefectural Water Affairs Bureau is responsible for the daily management of water conservancy scenic areas. The Prefectural Forestry Bureau is responsible for the supervision, management, and approval of water conservancy scenic spots.


2. Division of responsibilities with the Prefectural Natural Resources Bureau. The Prefectural Water Affairs Bureau is responsible for organizing and implementing the daily management of water resources and conducting specialized surveys of water resources. The Prefectural Natural Resources Bureau is responsible for leading the implementation of surveys on natural resources (including mountains, water, forests, farmland, lakes, and grasslands); reviewing, confirming rights, registering (including initial, change, and cancellation registration), publishing, and issuing certificates for natural resources (including land resources, mineral resources, water resources, grassland resources, forest resources <trees, forest land>, and wetland resources); and conducting specialized surveys on land and mineral resources.


3. Division of responsibilities with the Prefectural Emergency Management Bureau. The Prefectural Water Affairs Bureau is responsible for the daily management, system development, and infrastructure related to flood and drought disaster prevention and control; it monitors and issues early warnings for water conditions and drought situations; organizes the compilation of flood defense and drought resistance scheduling plans, as well as emergency water allocation plans for major rivers, lakes, and water projects in Qiannan Prefecture, submits them for approval according to procedures, and organizes their implementation; and provides technical support for flood defense emergency rescue operations. The State Emergency Management Bureau is responsible for organizing, coordinating, and guiding flood and drought disaster prevention and mitigation across the state; developing flood and drought disaster emergency response plans; issuing flood and drought disaster alerts; and conducting flood and drought disaster rescue command and emergency response operations.


4. Division of responsibilities with the State Ecology and Environment Bureau. The State Water Affairs Bureau is responsible for organizing and implementing systems such as water resource withdrawal permits and water resource certification, and guiding the implementation of water resource compensation mechanisms. It guides and supervises water allocation and resource scheduling, and directs river and lake ecological flow management. It assists in protecting centralized drinking water sources, organizes water resource surveys and evaluations, and compiles and publishes the prefecture-wide water resources bulletin. The Prefecture Ecological Environment Bureau is responsible for investigating, approving, and supervising river discharge outlets; conducting monitoring and cleanup campaigns; and formulating and overseeing water functional zoning.
